We identified the need for these masks and ordered 2 types back in May to sample and pass out to employees. We now need to order another 35,000 to provide to students for their return to campus. If we didn’t have these masks it could potentially lead to delay in opening of campus, significantly hindering University operations in Fall 2020. We discussed with MANY potential suppliers who seemed to maybe have supplies but were either unwilling to commit to pricing or delivery and rather they appeared to be offering to the highest bidder or would only commit to delivery whenever they had supply, with no other option leaving Clemson with a solid commitment. Conducting an open bid would have risked us losing out on potential options as they filled orders elsewhere and we couldn't risk getting low quality product. Clemson intends to order from the two suppliers we already ordered from to provide students the same masks employees received. Therefore this order is an emergency procurement.

The emergency procurement to Petroleum Recovery Services is for the annual Diesel Fuel Testing and Cleaning Services. This annual service is to test and clean the fuel within the MUSC Enterprise diesel fuel tanks; as well as the requirement for life safety systems. These diesel fuel tanks provide fuel for emergency generators that support life safety equipment throughout the MUSC Enterprise campus.
MUSC is currently working on a solicitation for a new contract; however, it has been met with some time-line restrictions associated with COVID-19. These restrictions will delay the ability to award the contract and will then push MUSC outside of the regulated time frame to complete the annual fuel testing and cleaning. The annual service has to be scheduled, without delay, due to the critical nature of the life safety systems relying on clean properly treated diesel. Thus, it is imperative for MUSC to enter into an annual service agreement.

Emergency Procurement
The Medical University of South Carolina (MUSC), Department of Engineering & Facilities (E&F) in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code, and in accordance with Regulation 19-445.2110 is announcing the award of an emergency procurement to Trane US in the amount of $380,688.00.
The emergency procurement to Trane US is for a one year chiller maintenance agreement for the period July 1, 2020 through June 30, 2021. The emergency procurement was necessitated due to unforeseen circumstances surrounding multiple projects being put on hold with the current COVID-19 pandemic.
E&F is in the process of changing over our chiller controls equipment and software to another company that was awarded a bid through an energy savings project contracted through Ameresco. This project will significantly change the scope of a long term chiller maintenance contract. The facilities department will be building this scope over the next year once the project resumes, and MUSC has a proper understanding of the new requirements associated with our chiller maintenance program.
The Procurement Officer has deemed this to be an emergency in accordance with Section 11-35-1570 of the South Carolina Procurement Code as not being able to provide chilled water to cool these buildings would endanger our research projects as well as create an unsafe environment for our patients, visitors, faculty, staff and students.

The South Carolina Department of Education (SCDE) intends to secure a contract with Level Data, to provide data validation, workflow, and integration services for one year.
The SCDE receives data elements from each South Carolina School District through a statewide Student Information System (SIS). To improve the overall quality of that data, SCDE must validate it. Level Data implements data validation and processing rules that ensure that important and required data are entered correctly at the school district level through the SIS. Level Data accomplishes this through their Data Correction and Validation screening capabilities. Level Data is the only company that is able to provide this type of data integration service in a manner which will not violate existing support agreements with the current statewide SIS provider, PowerSchool. Data is validated in many applications separate from the SIS including, but not limited to Transportation, Assessment, Special Education, Textbook and Food/Nutrition Management. Without a data integration service these data must be typed into both the application system and the PowerSchool system by district personnel. This duplicate entry process is time consuming and prone to data entry errors.
Level Data allows data to be easily collected and processed for quality and accuracy for State and Federal reporting purposes. Integration and storage of data is unique to Level Data for SCDE, which must comply with the SCDE Security and Data Storage policies related to the storage and use of personally identifiable information (PII), protection on the Family Educational Rights and Privacy Act (FERPA), and protections under the Health Insurance Portability and Accountability Act (HIPAA).
Integrating these systems through one validation process decreases the volume of erroneous data that SCDE receives, decreases the data reporting response time for school level performance reports, and saves our school districts resources, including time and money.
