SCPRT intend to Sole Source agricultural and maintenance equipment and vehicles including ATV’s, boats and specialized trailers, and various stationary and mechanic shop tools due to specialized nature of the management of the Property and duck impoundments.
The Clover School District is looking to sole source all repairs and programing of Simplex fire alarm systems to Johnson Controls. In conducting research, it is found that Simplex fire alarm systems are a proprietary system and repairs and programing would have to be made by Johnson Controls.

Due to an estimated 1000 students in the freshman class, the campus has marshalled all possible sources and solutions to address the overage, exhausting all other avenues. The response plan includes utilizing all amenities available in viable campus residence halls, considering hotels as flex space, and surveying the availability of student housing in the student housing developments that are contiguous to campus. We need every available bed to address the need created by this historic enrollment year. Because of the large and unexpected enrollment spike at this late date we were not able to go through the normal procurement processes to secure beds.
SC State has been funded by the National Science Foundation to establish a nuclear physics research program and health physics program. This requires state-of-the-art equipment with energy precision and efficiency of a high order to carry out the research at SC State. This HPGe Gamma-Ray Detector and accompanying cryogenic system must be mated together to operate. They must be purchased as a single unit. The accompanying proprietary software as well as a second LaBr3(Ce) scintillation detector are part of this all-in-one purchase.

The Be Pro Be Proud project is a partnership between the SC Department of Employment and Workforce and the Associated Industries of South Carolina. Be Pro Be Proud is an initiative to bring a new generation of professionals to South Carolina’s skilled trades. The concept is a tractor trailer will have modules installed for certain trades. The modules will allow students to have a hands on experience with these particular jobs via virtual reality.

SCDNR genetics lab has been using the PowerSoil DNA isolation kit with the Qiagen TissueLyser machine in Hollings Marine Laboratory (Charleston) for our environmental DNA studies since 2015. In order to maintain consistency in the quantity and quality of DNA for these studies, the SCDNR genetics lab needs to procure the more PowerSoil DNA isolation kits.
Armed Security Guard Services - The Board of Education terminated the current contract with the incumbent due to serious incidents that threatened life and safety. The Board of Education authorized Emergency Procurement to secure immediate replacement services until the end of the fiscal year. The services will go through the competitive bidding process again for use in FY 24.

The submarine ex-USS CLAMAGORE has been sufficiently prepared for safe towing to it's end of life recycling location in Norfolk, VA. This action must occur within the next 10-14 days due to the height of tropical cyclone season, and therefore the breakwaters and subsequent utilities at the Charleston Harbor Marina must be removed to enable the vessel to depart. The South Carolina Department of Disabilities and Special Needs (SCDDSN) intents to award without competition to Therap. Therap's SaaS is used by DDSN’s provider network throughout the state, and therefore it will be advantageous for DDSN to utilize the Therap platform during this one year contract period. DDSN and its provider network have already completed several trainings and have been administering Therap user accounts to those providing services. The South Carolina Department of Health & Environmental Control (DHEC) is seeking qualified vendors to provide a phased roll-out of custom Chill-Pak pre-qualified shippers and temperature control materials for in-state ground transportation of category B infectious substances. The shipper must be prequalified (performance tested) to hold temperatures at controlled room temperature (15-20oC) and refrigerated temperature (2-8oC) for a minimum of 72 hours year-round. Documentation of performance testing must be provided by the vendor. The shipper must be capable of passing the DOT requirements for drop testing. DOT drop testing will be conducted by SCDHEC. The shipper must have a payload of at least 300 cubic inches with no single dimensions less than 4 inches, it must weigh less than 6 pounds when loaded with temperature control materials, and the pack out must be universal and contain less than 10 individual parts. The total estimated dollar amount of the service contract purchases is $100,000.00.

Clemson University requires the purchase of a Foss NIRS D3, an instrument that is only available direct from the manufacturer. Clemson is conducting research on the use of visible and near-infrared reflectance to predict plant traits such as starch, protein, and carotenoid content. Because the range of the predictive signal varies the for traits of interest, Clemson requires a spectrometer that measures reflectance across the full visible and near-infrared range (400-2500nm). While other companies offer spectrometers that cover only part of this range, the Foss D3 utilizes silicon (Si) and lead sulfide detectors to measure reflectance on a spectral wavelength range of 400-2500 nm. Clemson is working in close collaboration with other research groups to measure plant breeding material (seed, vegetative tissue) quality. Two or more of these groups already have Foss visible and near-infrared spectrometers. The transfer of prediction models between organizations will allow for robust and consistent predictions across groups, fostering collaborative projects between institutions. The Foss DS3 is factory standardized in wavelength, bandpass, and response for precise calibration transfer. This means that it has improved calibration transferability and the same calibration can be used on multiple instruments out of the box. No other supplier can meet the unique design and compatibility needs outlined above. For these reasons, this is a sole source procurement.
