The University of South Carolina in accordance with 11-35-1560(a) and SC Regulation 19-445-2105 of the SC Consolidated Procurement Code is announcing the intent to award without competition as a sole source procurement to procure outdoor advertisement locations with Grace Outdoor.

Support, Maintenance, operation assistance and enhancement of the comprehensive unemployment benefits automated systems now deployed in North and South Carolina. The Consortium proposes to acquire information technology and services for the support, maintenance, operation and enhancement (SMOE) of the Systems. Capgemini designed, built and implemented SCUBI. The parties delayed the development and implemented of certain desired and contracted for functionality, mostly state specific, in order to begin using the modern system in 2019 thus avoiding potential problems with the dated mainframe based solutions being used by North and South Carolina.

Code Section 11-35-1570 in accordance with H.4408 - Signed by the Governor on May 13, 2022.
Description of the facts and circumstances giving rise to the above describe emergency condition and threat: On May 13, 2022, Governor Henry McMaster signed H.4408, which included an allocation of $400 million to the Office of Regulatory Staff - South Carolina Broadband Office for the purpose of deploying broadband infrastructure. The Act states “It is vital to the state’s interest that grant funds be awarded for the deployment of broadband infrastructure in rural communities in the most expeditious manner possible. Accordingly, contracting with broadband service providers and the procurement of professional grant management, vendor, consulting, or other services and pursuant to this act should be done pursuant to the provisions fo the S.C. Code Section 11-35-1570 of the 1976 Code.” In addition, the Act states “The State Fiscal Accountability Authority shall serve as the procuring officer for the procurement process and is responsible for administrative duties related to the process and the contract awarded.”
Basis for Selection of the Vendor – include a description of competition Agency conducted or will conduct, if any, and explain why more extensive competition was/is not practical under the circumstances: SCIII has been selected based on their knowledge of statewide resources and stakeholders, with include South Carolina’s seven Historically Black Colleges and Universities, which allow efforts targeted toward representation (i.e., distribution of surveys to diverse target groups) rather than representativeness (i.e., responses from a representative sample).
Description of supplies, services, information technology, or construction: Distriubtion and Dissemination of final broadband surveys with a goal of collecting 5,000 surveys by May 31, 2023.
Procure a 400-ton, multi-stage, centrifugal refrigeration machine (chiller) with accompanying water pumps, motors, controls. The project demolition to include the removal and disposal of the existing machine and related motors, pumps, and obsolete piping connections and any obsolete equipment pads. The installation includes the replacement 400-ton chiller, associated motors, pumps, equipment pads (if any), piping connections, piping insulation, operational controls and system start-up.
During a freeze on December 27th, 2022 at Mckenzie Field Station (a remote location ), DNR was notified that there was water spraying from the building. The insurance adjustor recommended to begin the flood mitigation process asap to prevent mold growth and additional water damage.

The Medical University of South Carolina (MUSC), Department of Engineering and Facilities with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Pipelining Company for Hydroflush Cleaning AND 8-inch Relining Service. Pipelining Company uses high pressure water jetting to clear clogged sewer and drain lines. Pipelining Company will jet clean and prepare the pipes for relining to MUSC. The 8-inch relining service utilizes heated conditioned air to move a non-toxic abrading agent through designated pipe runs and segments. Pipelining Company has the capability to provide the jet clean and 8-inch relining service and provide a written assessment for repairing of the main sewage drain line. Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at singlewa@musc.edu no later than March 22, 2023, (12:00 a.m. EST). State Proviso 38.22 of the FY23 Appropriation Act requires the department provide Comprehensive Teen Pregnancy Prevention Funding:
(A) From the monies appropriated for the Continuation of Teen Pregnancy Prevention, the department must award the dollars allocated to a nonprofit 501(c)(3) entity to provide abstinence first, age-appropriate comprehensive approach to health and sexuality education with a goal of preventing adolescent pregnancy throughout South Carolina.
(B) Contracts must be awarded utilizing a competitive approach in accordance with the South Carolina Procurement Code.
(C) The monies appropriated must be paid over a twelve-month basis for services rendered. Unexpected funds shall be carried forward for the purpose of fulfill in the department's contractual agreement.
(D) The programs implemented by the entity awarded a contract pursuant to this proviso may not violate any portion of the South Carolina Comprehensive Health Education Act when implemented in a school setting. An entity that violates any portion of the South Carolina Comprehensive Health Education Act must reimburse the State for all funds disclosed.

Horry County Schools (the District) intends to procure all labor, materials and components necessary for the Siemens Desigo building automation system and control portion necessary for the complete operational system related to the Mechanical Renovations Project at Myrtle Beach High School located at 3302 Robert Grissom Parkway, Myrtle Beach, SC 29577.

The South Carolina Department of Health and Environmental Control (DHEC) is seeking qualified vendors to provide reagent kits for use on the existing Illumina MiSeq and MiniSeq Next Generation Sequencing Systems located in DHEC's Public Health Laboratory. These reagent kits will allow for rapid response to foodborne disease outbreaks in the State of South Carolina.
As members of the CDC's PulseNet national foodborne outbreak surveillance network, DHEC's lab is responsible for reporting their statewide results to CDC in order to link South Carolina outbreaks to any and all national foodborne outbreaks. To respond to and identify potential outbreaks more quickly, the CDC and PulseNet labs have transitioned to Whole Genome Sequencing (WGS). This technology gives PulseNet labs more information about organisms and improves the ability to quickly link causative agents to patient samples. The reagent kits must be validated for use by CDC for PulseNet developed protocols for WGS for the Illumina MiSeq and MiniSeq Next Generation Sequencing Systems.

The Devereux Foundation will provide emergency residential services in their Adult Intellectual and Developmental Disabilities (IDD) services center for a South Carolinian eligible for DDSN services. Due to the behaviors, the individual could no longer stay in his current residential setting at a community intermediate care facility for individuals with intellectual disability. He was discharged from the facility in October 2022, and has been in the hospital since that time awaiting new placement. The Devereux Foudation is able and willing to meet this individual's needs.
In accordance with the Notice requirements in 11-35-1560 of the South Carolina Consolidated Procurement Code, SCDNR is announcing the Sole Source Procurement to Outdoor Advertising Assoc of SC Inc to procure 13 poster billboards around the state. The OAASC works with billboard owners throughout the state to sell unsold locations to non-profit entities at a reduced non-profit rate of only $250.00 per poster. This is a sole source as OAASC serves as the non-profit arm of the for profit billboard companies within the state under one umbrella.

The University of South Carolina intends to enter into an administrative services contract with Prisma Health Midlands Healthy Start per S.C. Code Ann. §11-35-1560 to provide personnel and equipment services for the Grant CHW's Chaning Outcomes in SC Year 2 for the Center for Community Health Alignment.
Winthrop University intends to continue using Interfolio software. This software has become the standard
across the field of higher education and is required to attract high-quality applicants. The software unilaterally handles file delivery required for faculty searches, recruitment, hiring, and promotion. Interfolio starts tracking tenure the moment a facility’s employee is hired. In order for Winthrop to retain its accreditation, the university must have a comprehensive faculty hiring process that requires faculty applicants to submit CVs and reference letters, which an evaluation committee then reviews. Other solutions allow various pieces of this process to be handled through their respective program, but not one all-encompassing solution, which is why countless other universities have standardized their hiring programs through the Interfolio application. Therefore, Winthrop intends to sole source these services for the period of March 22, 2023, through March 21, 2026. In accordance with Regulation 19-445.2105 (B)(5), where the item is one of a kind.

Integrity Home Care, LLC will provide emergency sitter services for a DDSN client in immediate need of sitter services due to very complex conditions (to include ASD & severe seizures), which cause progressive brain damage. This these client services were deem necessary via court order, based on the circumstances this clients case.
The north-east corner of the Student Success Center building developed a sewer water infiltration along with a heavy sewer gas odor due to heavy rainfall. These areas became inhabitable and create an unacceptable disruption in service. Services included excavation of the extremely tight work site located on a hill to access and expose the sewer lines and building envelope areas that were leaking. Mitigation measures included installation of new foundation drainage and storm water collection systems and enhanced waterproofing along the vertical walls of the foundation.
