The South Carolina Department of Administration, Division of Facilities Management and Property Services, in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to Johnson Controls, Inc., with a one (1) year initial term and four (4) one-year renewal terms. The annual value of the contract is $127,824.00.

The Division of Facilities Management and Property Services intends to procure a planned service agreement for the Metasys brand of building automation controls that are designed, developed and manufactured by Johnson Controls, Inc., and currently used in a significant portion of buildings owned, leased or maintained/managed by the Division of Facilities Management and Property Services. This planned service agreement also provides maintenance and repair/replacement parts to all State-owned facilities whose automation controls systems are Metasys brand. This planned service agreement also includes the on-going maintenance and management of the Johnson Controls Facility Management System software that is responsible for the remote monitoring and control of these facilities. The software used to monitor and control these systems is proprietary to Johnson Controls, Inc., and no other software can be created or used as an alternative to monitor and control these systems.

The intent to award a sole source contract is made on the basis that Johnson Controls, Inc., is the only vendor that is authorized to sell any Metasys brand parts and maintain the proprietary Johnson Controls Facility Management System software, both of which are in use in a significant portion of property owned, leased or managed by the Division of Facilities Management and Property Services.
