In accordance with the requirements of Section 11-35-1560 (B) of the SC Consolidated Procurement Code, State Board for Technical and Comprehensive Education is posting a notice of intent to Sole Source a Service and maintenance agreement for multi-years from Johnson Control Inc. The Johnson Controls HVAC System model YPAL105EVE46BSFSN and TPAL105EVE46BBFSN provides building-wide energy controls management at the Volvo Training Center (VTC), in Summerville, SC.

JCI is the only authorized provider that sales and service the Johnson Control HVAC System with the Metasys controls and switches.  The JCI Charleston branch Office is the only authorized source for JCI-Metasys branded controls products in Berkeley County, SC. The warranties associated with the controls products that are not sourced through the local branch as part of the turnkey system will be null and void. Also, the equipment, accessories, replacement parts and repairs are paramount to the efficient operation of the system provided by JCI.

The Volvo Training Center HVAC system also has proprietary software called the Metasys controls that are only furnished by JCI. This software controls the building operation related to heating, cooling, building equipment, and other controls and switches within the system.

Additionally, the HVAC controls components are one of a kind that only JCI can supply. The building also utilizes a proprietary software called Metasys that are furnished by JCI, this software controls the building operation related to heating, cooling, building equipment and controls.

PROTESTS: If you are aggrieved in connection with the intended award or award of the contract, you may be entitled to protest, but only as provided in Section 11-35-4210. To protest an award, you must (i) submit notice of your intent to protest within five (5) business days of the date this notice is posted, and (ii) submit your actual protest within fifteen days of the date this notice is posted. Days are calculated as provided in Section 11-35-310(13). Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer within the time provided. The grounds of the protest and the relief requested must be set forth with enough particularity to give notice of the issues to be decided. Any protest or notice of intent to protest must be addressed to the Chief Procurement Officer, Construction, and submitted in writing (a) by email to: protest-ose@mmo.state.sc.us , or (b) by post or delivery to: 1201 Main Street, Suite 600, Columbia, SC 29201.
