In accordance with the Notice requirement in 11-35-1560 of the South Carolina Consolidated Procurement Code, SC Dept of Natural Resources is announcing a sole source procurement to Winn Star Inc for rocket charges.  Winn-Star is the only vendor in the United States that is contracted with the US Government to posess for production these low explosives. The US Government provides the explosives and contracts with Winn-Star, and only Winn-star to make them into the rocket net charges used in trapping deer, waterfowl, and other species, as necessary for research
