The Medical University of South Carolina (MUSC), Department of University Risk Management (URM) in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code, and in accordance with Regulation 19-445.2110 is announcing the award of an emergency procurement to Stericycle, Inc. in the amount of $65,000.

MUSC’s emergency procurement is for off-site infectious waste disposal service. Infectious waste disposal is heavily regulated by federal and state agencies including Department of Transportation (DOT) and South Carolina Department of Health and Environmental Control (SC DHEC) and accrediting bodies such as The Joint Commission. To ensure we continue to adhere to the requirements set forth by all agencies in regards to infectious waste disposal. URM must contract with a company fully capable to provide timely, cost-effective, reliable disposal services. Failure to comply with the regulations and standards of SC DHEC, is subject to applicable civil and administrative penalties.

URM is preparing more current specifications to be advertised and awarded through a formal bid process which will allow for a cost-effective vendor award. Due to the recent COVID-19 pandemic, priority had to be shifted to the hospital infectious waste causing a delay in the formulation of the up-to-date specifications. In the meantime, URM must ensure continuation of disposal services for our off-site locations. This continuation of services ensures ongoing regulatory compliance, safety, and customer satisfaction.

This notice is not a request for competitive proposals. Telephone responses will not be accepted.

Bidder’s right to protest as listed in Section 11-35-4210 in the South Carolina Consolidated Procurement Code applies to this announcement of an emergency procurement.

PROTESTS (MAY 2019):

If you are aggrieved in connection with the intended award of this contract, you may be entitled to protest, but only as provided in §11-35-4210. To protest an intended award of a contract pursuant to §11-35-1560, you shall (i) notify the chief procurement officer in writing of your intent to protest within five (5) business days of the date this intent to award is posted, and (ii) if the appropriate chief procurement officer has been timely notified of your intent to protest, you may submit your actual protest within fifteen days of the date this notice of intent to award is posted. Days are calculated as provided in §11-35-310(13). Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer within the time provided. The grounds of the protest and the relief requested must be set forth with enough particularity to give notice of the issues to be decided.
