The South Carolina Education Oversight Commission (EOC), in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to Qualtrics, LLC. The total potential value the contract is approximately $366,000.00. The anticipated contract duration is January 2022 until December 2024.  

The EOC intends to procure The Qualtrics Technology Platform in order to incorporate a parent survey into the State Accountability System. The Qualtrics Technology Platform is without competition in the marketplace of creating and distributing online surveys because a ticketing and referral system exists within the Qualtrics System which would allow student, teacher, or parent responses to generate a ticket alerting an Administrator of the issue. The advanced logic, conditions, and actions of the data collection will allow for stronger engagement in both current data collection and future iterations of the parent survey.
