The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

The South Carolina Department of Corrections Intends to Award a Sole Source to MSAB, Incorporated for the procurement of the MSAB Mobile Forensic Ecosystem. All platforms and licenses within the system are proprietary. MSAB, Inc. is the only authorized distributors and seller of the MSAB Ecosystem, all its components, training, and customer support.

XRY decodes mobile devices including phones, tablets, watches and drones. Pulls data from smartphone apps including multiple versions of apps. Allows pre-extraction viewing of photos, videos and audio files. Includes android exploits for bypassing security locks. Decodes images with automated image recognition up to 20 time faster with Nvidia CUDA enabled GPU’s. Can run up to (3) extractions at once using a single license. Support for .pst, .eml, .emix and .mbox email files. Retrieval and decoding of data from IOS-based devices even if iTunes backup encryption is enabled. Data recovery via wi-fi or Bluetooth when ports are damaged. Reads file signatures not extensions to detect altered file extensions. Best support for Chinese chipsets like MTK, Spreadstrum, Coolsand and Infineon. XAMN has image recognition engine which classifies images into categories such as drugs, weapons and people.  Filtering by location finding data within a selected geo-range. Identify deleted SQL database records. Performs “sounds-like” searching and matching of Latin-based languages. Views XML and PList databases. Fully certified support for import

The MSAB Ecosystem solution is unique and has functionality no other vendor offers. The system is comprised of (3) platforms all specifically built for the mobile forensics environment. Each platform combines tools from MSAB’s XRY (extract), XAMN (analyze) and XEC (manage) product suites and is built on the secure .XRY file format ensuring a full forensic audit trail and evidence protection. The system is currently in place and being used by SCDC for forensics.

This notice will be posted in the South Carolina Business Opportunities (SCBO) for at least (5-10) business days as required by

SC Code 11-35-1560.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
