The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

This is a (1) year Sole source with (4) automatically renewable (1) year Terms for a potential of (5) Years

Initial Term: 06/05/2023 – 06/04/2024   Potential Term: 06/05/2023 – 06/04/2028

The South Carolina Department of Corrections intends to Sole Source Appriss -SAVIN – A Statewide Automated Victim Information and Notification System also known as VINE (Victim Information Notification Everyday System).  VINE helps keep communities safe and informed by providing crime victims access to information about offenders’ custody status and notifying the victim about any changes in the offender’s custody status, while also providing an integrated crime victim service provider directory. Victims must be able to receive automated notifications about their offender’s custody status via their choice of format: phone, email, text, or in-app messaging. TTY services must also be available. VINE is a single solution that notifies users about updates to court events and protective orders as well. Probation and parole updates keep victims informed once an offender moves to post-incarceration supervision. The SAVIN System is currently being utilized in 44 county detention centers, 1 prison camp, 2 city jails, the South Carolina Department of Corrections, the South Carolina Department of Probation, Parole and Pardons, and the South Carolina Department of Juvenile Justice. To allow for the transparent exchange of data, it is desired that the system be compatible with the existing operational electronic offender or victim information system in order that the systems can remain integrated into one statewide victim notification system with appropriate interfaces.

 

The system must meet BJA SAVIN requirements for victim notification. The overall SAVIN architecture must support the ability to share data among multiple data sources. The information sharing for SAVIN includes implementing relevant national information sharing standards as recommended by DOJ’s Global Justice Information Sharing Initiative (Global), such as Global Reference Architecture (GRA), National Data Exchange Model (NIEM), and Global Federated Identity and Privilege Management (GFIPM). SAVIN IEPD/Service Specifications and other currently available technologies that support SAVIN business processes are required

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
