The City of Sumter is seeking a qualified consultant to prepare a comprehensive Downtown Master Plan for its historic downtown area. The study will provide a detailed understanding of specific elements to include (but not limited to) existing and future land use; market strengths, deficiencies and opportunities; infrastructure; parking; housing; and finance. The qualified consultant is expected to prepare and implement a bona fide public outreach, input, and stakeholder process.
