The selected consultant is to prepare an Economic Development Strategic Plan using qualitative and quantitative data gathered during the planning process. The consultant will draft a plan with specific strategies, action items and performance targets that are realistic and attainable. The plan should focus on strategies and activities that have the greatest potential for creating higher wage jobs, increasing the tax base in the region and lessoning the tax burden on its citizens.
