SCBHDD - Office of Mental Health intends to sole source with Credible Minds for a 1. Self-help/ self-management mental health support through a digital platform that is available to all South Carolinians, creating a community of action and culture of mental health state-wide 2. Platform is customizable, configurable, and locally branded to meet the unique needs of South Carolina 3. Platform covers a comprehensive range of factors that influence mental health providing education and support on the complete range of complex and multidimensional influences of mental health and wellbeing - covering 200+ mental health conditions, risk factors, protective factors, etc. in a holistic approach 4. Platform has the ability to integrate organizational local services, resources, programs, and assets, contextually linked 5. Platform takes a public health approach focused on mental health promotion and the prevention of mental illness, early identification, and intervention 6. Dynamic system that is continuously updated with the latest science, evidence, topics, news, bios, and content 7. Proprietary evidence-basis schema that determines evidence-based approaches based on a wide range of clinical study types and multiple validated study evaluation tools. Ensures that users have access to content that is supported by research and has demonstrated efficacy in addressing specific mental health challenges. 8. Filterable personalized search to find targeted and relevant resources based on identity, demographics, and preferred learning style 9. Curation of best-practice interventions/resources with ratings and reviews to guide users in making informed decisions about what might work best for their needs 10. Clinically validated risk assessments and triage system assessing more than 40 dimensions of an individual's risks, symptoms, social needs, and color-coded triage system to identify the level of urgency and acuity, allowing individuals to prioritize their response 11. Backend aggregated population health assessment data and benchmarked analytics to gain near-time insights into community 12. Engagement support tools to help enhance utilization and active engagement 13. Integration of Behavioral Health 360 and NACCHO tools and resources, and best practices learnings 14. Optional system-wide language translation. This application will provide the platform to SC residents and SCDMH will be the first state to provide this level of support to our residents, at this level of customizable and evidenced based support. Credible Mind offers meticulously vetted content alongside a content platform and machine learning model that autonomously evaluates material by verifying the credentials of authors and sources. Resources are aggregated from various origins into a centralized, user-friendly platform that features applications, videos, podcasts, and articles, all reviewed and rated by Mental Health Professionals. Additionally, the existing Hopeful Minds (SC) version of the Credible Mind platform integrates OMH-funded and operated resources into their user-friendly platform as resources that are available to users. The Office of Mental Health (OMH) selected this program due to its provision of self-care resources for both patients and the staff delivery services. Their solutions are tailored for a community-wide approach to mental well-being, empowering communities to address potential mental health crises proactively, before they escalate.
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
