The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Clemson University previously competitively awarded RFP 145611880 to Huron for Facilities & Administrative (F&A) consulting services. Through that engagement, Huron implemented and now supports the University’s EFACS F&A cost system. The current EFACS software license (approximately $30,000 per year) will become outdated in July 2026, requiring a new agreement to prevent loss of access to the University’s historical F&A data, models, and reporting.
For continuity of data and services, this procurement must be processed as a sole source. Transitioning to another vendor or system would require rebuilding the University’s F&A cost model, remapping historical financial data, and recreating supporting documentation. Such changes would introduce significant risk to the integrity and consistency of the University’s F&A rate calculations and could negatively impact the institution’s ability to support current and future federal rate proposals.
The University’s current federal F&A rate agreement requires submission of a new proposal or extension by December 31, 2027. The University anticipates continued reliance on Huron’s expertise to maintain EFACS system rules, ensure alignment with Workday financial data, and assist with preparation and submission of the upcoming federal rate proposal.
For these reasons, a three-year agreement with Huron (through approximately July 2029) is necessary to ensure continuity of the EFACS system, preserve historical F&A data integrity, and support uninterrupted F&A cost recovery operations. Because Huron is the only provider capable of maintaining the University’s existing EFACS environment and associated models, for this reason, this is a sole source.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
