The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

The SC Behavioral Health and Developmental Disabilities – Office of Mental Health operates inpatient psychiatric facilities serving children, adults, and forensic patients.  These environments present elevated risk for agitation, aggression, and behavioral crises that require evidence-based prevention and intervention strategies.  OMH requires a structured, research-supported crisis prevention and workplace violence reduction system to: Reduce the use of restraint and seclusion, Reduce staff and patient injuries, Decrease escalated behavioral incidents, Promote trauma-informed care grounded in dignity and respect, Ensure consistent competency validation through annual recertification.  The MANDT System is SCOMH’s current evidenced-based crisis prevention and intervention program utilized for inpatient and designated staff.  The system provides prevention strategies, de-escalation techniques, self-regulation training, approved physical safety interventions, and instructor oversight.

Independent evaluation at East Mississippi State Hospital demonstrated measurable reductions in restraint, seclusion, and patient-to-staff accidents following MANDT implementation.  These outcomes align directly with SCOMH’s patient safety, regulatory compliance, and risk mitigation objective.  Continuation of the MANDT framework and transition to MANDT 3.0 ensures program continuity, instructor credential preservation, and modernization of training delivery through blended and digital learning tools. The MANDT System will provide:  Instructor certification and recertification (anticipated team of 11 instructors), certification of new instructors, Implementation of MANDT 3.0 curriculum, Licensed access to copyrighted training materials, Ongoing curriculum updates, Faculty consultation services, Physician review and approval of curriculum modifications, Access to the MANDT 3.0 Online Student Learning Portfolio, including:  eBook and printable manuals, Asynchronous eLearning and online testing, Instructional technique videos, 3D interactive skill models, Microlearning refreshers, Digital certification documentation. Annual recertification is required. Staff must successfully complete written examinations and demonstrate skill-proficiency.

MANDT 3.0 enhances prevention and self-regulation training and reduces on-site classroom time by approximately one full day through blended delivery. 

MANDT System is authorized to: Certify instructors in the MANDT methodology, Provide access to MANDT 3.0 proprietary materials, License copyrighted curriculum, Deliver facility consultation and physician-reviewed oversight, Maintain continuity with SCOMH’s existing MANDT-certified workforce.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
