The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Clemson University seeks to sole source the purchase of an Illumina MiSeq i100 for use in Genetics, Microbiology, and Biological Sciences undergraduate teaching laboratories. The MiSeq i100 is a widely adopted short read sequencing platform used in both biotechnology and research settings. This machine is the only option that provides continuity across current experimental platforms on campus, established laboratory protocols within our sequencing core, and ready-to-use analysis pipelines and training materials across research labs and the core. Personnel, teaching staff, and research labs have already been trained on Illumina platforms, easing the incorporation of sequencing-based assignments in classes. Additionally, data generated from the new MiSeq i100 is compatible with current platforms, facilitating integration of previously generated data with new research data. Changing platforms significantly impedes effective and rapid teaching and research goals. Additional machine specifications also improve our ability to fulfill the educational and research stipulations for undergraduate laboratory classroom applications: 1) Higher data quality scores on longer read applications, 2) Compatible kits from Illumina and third-party vendors that require no additional conversion steps, allowing for flexibility in experimental design, 3) Integrated cartridges consolidate, simplify reagents and the flow cell setup to only 3 steps that can be completed in <20 min, allowing for real-time classroom use within a lab period, 4) Library QC in 2 hrs with apps available for flexibility and adaptability within the classroom while still ensuring rigorous research results, 5) Automated onboard sequencing workflow, further facilitating in-class use, 6) Machine specifications that allow for rapid results, including CMOS Detection with 2 channel chemistry and enabled XLEAP SBS chemistry, facilitating rapid results for in-class use.  For these reasons, this is a sole source procurement.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
