The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:
SC250 American Revolution Symposium
Historical Programming & Public Engagement Support
The South Carolina American Revolution Sestercentennial Commission (SC250) seeks a nationally recognized historian and public intellectual to serve as the featured speaker and participant for the SC250 American Revolution Symposium. This program will elevate Charleston’s role as a federally designated Signature City for America250, engage statewide and national audiences, and advance public understanding of South Carolina’s pivotal role in the American Revolution.
Scope of Work Summary

Serve as keynote speaker for the SC250 American Revolution Symposium.

Participate in moderated discussions, panel conversations, and audience engagement activities focused on the American Revolution, civic leadership, and the nation’s founding.

Provide historical interpretation that connects South Carolina’s Revolutionary experience to the broader American story.

Support promotional and media activities associated with the symposium, including interviews, publicity opportunities, and related communications efforts as mutually agreed.

Engage with sponsors, partners, educators, civic leaders, and invited guests as part of symposium activities.

Contribute to the educational goals of SC250 by presenting historically accurate, compelling, and accessible content for diverse audiences.

Assist in positioning Charleston and South Carolina as leading contributors to the national America250 commemoration through high-profile public programming.
Qualifications
Qualified individuals should demonstrate nationally recognized expertise in American history, a proven record of public engagement, significant experience as a keynote speaker and moderator, and the ability to translate complex historical topics into compelling public conversations. Preference should be given to individuals with national visibility, published scholarship, media experience, and demonstrated success engaging broad civic audiences.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
