The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:
South Carolina Department of Behavioral Health and Developmental Disabilities, OMH Columbia Area Mental Health is seeking a vendor who can provide Evidence-based Employment Services to OMH patients. Work in Progress (WIP) will provide evidenced-based best practice supported employment services to patients with serious mental illnesses. The vendor will provide services as prescribed by the Individual Placement & Support (IPS) fidelity model. The vendor will meet the employment outcomes established by the Agency. Individual Placement and Support (IPS) is an evidence-based, person-centered approach to supported employment, designed to help individuals with severe mental illness, serious mental health conditions, or substance use disorders find and maintain competitive, integrated employment. Individual Placement and Support (IPS) is a proven supported employment model that helps people with mental health and substance use disorders find and keep jobs of their choosing. The IPS model is based on the philosophy that employment is treatment and leads to improved recovery outcomes. When working, people with mental health and substance use disorders feel better about themselves and their job role improves their self-esteem and life satisfaction. Through a continuum of support, IPS is more effective than other vocational approaches in helping job seekers find long-term competitive employment. Work-In-Progress provides individualized rapid job search and placement and unlimited time follow along support to clients at the center, maintaining fidelity to the Individual Placement and support (IPS) employment model. WIP makes approximately forty (40) now REVISED to seventy-five (75) client placements annually, and CAMHC provides “benefits counseling” to each client requesting assistance. SCOMH has recently solicited the same or very services in the past few years at other locations, and WIP was found to be the only vendor that responded. Work-In-Progress have established employers contacts in the Richland and Lexington areas to place patients in competitive employment.
