The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:
BHDD/OMH intends to enter into one-year contracts to provide state matching funds to support operation of the MIRCI (Mental Illness Recovery Center, Inc.) Home Base I and II Consolidated Program and Home Base Ill and IV Consolidated Program; these programs are funded by the U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Program, Grant Numbers SC0024L4E022518 and SC0078L4E022515, respectively. These grants provide permanent supportive housing for individuals with mental illnesses and their families experiencing homelessness prior to program entry. SCDMH (now BHDD/OMH), in partnership with MIRCI (formerly Friendship Center, Inc.) as the subrecipient agency, successfully applied for the original Home Base grant in 1998 and then again for the Home Base II grant in 2003. Both grants were consolidated into one grant called the Home Base I and II Consolidated Program as of September 1, 2012.
SCDMH, in partnership with MIRCI as the subrecipient agency, also successfully applied for the original Home Base III grant in 2005 and then again for the Home Base IV grant in 2006. Both grants were consolidated into one grant called the Home Base III and IV Consolidated Program as of June 1, 2012. The grant expiration date was extended in 2014 from May 31, 2014 to July 31, 2014, resulting in a new grant start date of August 1, 2014.
Since the inception of both Home Base consolidated programs, SCDMH was the HUD grantee/recipient and MIRCI was the subrecipient agency. A grant agreement amendment between HUD, SCDMH, and MIRCI was executed July 12, 2021 that transferred both grants from SCDMH to MIRCI and also changed the program type from rental assistance to leasing to allow more flexibility in the utilization of HUD Continuum of Care resources to better serve current and future eligible program participants.
Although BHDD/OMH is no longer the HUD grant recipient for the Home Base consolidated programs, BHDD/OMH intends to continue to provide the state matching funds to MIRCI to support the operation of both programs to prevent the disruption of housing and individualized support services for the program participants and to ensure continued successful program implementation.

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. § 11-35-310(13).
