Description: In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Xoran Technologies LLC for the purchase of an xCAT XL Mobile CT system, warranty and accessories.

Basis of Sole Source: In order to carry out ongoing research, The Department of Stomatolgoy is requesting to purchase a xCAT XL mobile CT imaging system from Xoran Technologies to insure the continuity of research at the Medical University of South Carolina. This research centers on the use of imaging to optimize cochlear implant outcomes. More specifically, the use of image processing to customize surgical approaches and intraoperative imaging to confirm accurate placement. The Department Chairman has performed well over 1,000 scans on pediatric and adult patients with the Xoran xCAT and has been satisfied with the image quality and reliability as well as the lowered radiation dose given the machine is a modified dental cone-beam scanner. Currently, only the Xoran xCAT can meet our resolution requirements without physical distortion of the anatomy and is needed to continue research for which a change in supplier would destroy the research design.

Xoran Technologies is the original equipment manufacturer of the xCAT XL mobile CT imaging system and the sole U.S. distributor of the xCAT XL technology.  As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

Clemson University is intending to sole source the purchase of a Micromeritics FR-200 Parallel Flow Reactor and related equipment.  The purchase includes the reactor, Option O, MFM in Gas Outlet with Coalescent Filter, In-situ Catalyst Characterization System, MKS Cirrus™3 Benchtop Atmospheric RGA System, installation and onsite training.  2 flow reactors are needed to alternate between CO2 capture and conversion (while CO2 capture is happening in one reactor, conversion is happening in the other one). The Micromeritics FR-200 Flow Reactor has 2 independent flow reactors inside the same hot box, which provides better control of the temperature to avoid condensation of our reactions products (alcohol). This patented system (PCT-ES2005070079 / WO-2006008328 / EP-1757930 / US-20080063565) is fully automated, which will improve our productivity. Additionally, the system possesses a patented servo-positioner for a micro-regulating valve (PCT-ES2005070080 / WO-2006021603 / EP-1775504 / US-2007241296), which controls the pressure in the reactors automatically to keep it constant. The system also has a patented gas/liquid separator comprising a capacity sensor (PCT-ES2005070080 / WO-2006021603 / EP-1775504 / US-2007241296). No other manufacturers can provide these features, which makes it impossible to monitor the production rate at different reaction times. Overall, the FR-200 flow reactor + ICCS + Mass Spectrometer will provide a comprehensive system for continuous (flow mode) chemical reactions with integrated in-situ analysis of the reaction products and in-situ analysis of changes in the catalyst during the reaction (potential catalyst deactivation). While the primary use will be to study CO2 capture and conversion, the system can be used to run any gas-phase or liquid-phase chemical reaction with in-situ monitoring of the reaction products and characterization of the catalyst. For these reasons, this is a sole source procurement.The quoted PicoQuant system is uniquely designed for a wide range of sophisticated detection techniques such as: 1) Time-Resolved PhotoLuminescence (TRPL) and imaging; 2)Fluorescence and Phosphorescence Lifetime Imaging (FLIM / PLIM); 3) Correlation microscopy with single molecule sensitivity (SMD) e.g., antibunching, 4) Charge Carrier diffusion imaging. This is the only system available that provides all these functions at the same time, and cannot be purchased from any other reseller and/or distributor. For these reasons, this is a sole source procurement..  The total cost of this purchase is approximately $254,938.88 USD.

Ellucian provides regular updates to the Banner system environment. The updates change and enhance Banner functionality. Because of the proprietary nature, the changes/updates have the ability to change the integration of the modules in the system, thus requiring multiple changes throughout the ERP. For this reason the SCSU uses Ellucian Banner supported products and services exclusively. Malfunctioning and/or complete replacement of Banner would force SCSU to incur extreme expense and burden.

In compliance with the requirements in Section 11-35-1560 of the South Carolina Consolidated Procurement Code and in accordance with Regulation 19-445.2105, South Carolina Judicial Branch, SCJB, announces the intent to award a Sole Source procurement to BIS Digital.

 

Since 2017, the SCJB has been experiencing difficulty attracting and hiring a sufficient number of traditional court reporters to capture the record using stenography and voice writing technologies in Circuit and Family courts. Owing to the nationwide shortage of traditional court reporters, the SCJB had to implement digital/electronic technologies to ensure that the record could be captured accurately and reliably.

In fiscal year 2020, SCJB solicited 3 written quotes for commercial of the shelf software to assist SCJB with its digital recording needs. Pursuant to 11-35-1550 (2b) SCJB entered into an agreement with BIS to provide its Digital Court Reporter (DCR) software. This partnership is extremely advantageous to SCJB since BIS can also provide the necessary hardware for the project through the South Carolina State Wide Contract for Audio Visual Products and Services.

BIS is the only company that can maintain and support their software. They are also the only company that can train new SCJB employees on the use of their software.
