The Citadel is in need of modernization to the current online virtual tour that will allow for the school to customize tours for various stakeholder groups, personalize tours for events, tie new video content to a tour site almost in real-time, and specialized content in real-time to answer needs of multiple stakeholder groups (students, parents, alumni, community visitors). We are in need of an out of the box, cloud hosted, mobile first designed virtual tour service that is useful on smartphone, tablet, or desktop, that does not require the use of a specific app. We need functionality that applies the latest web technology leveraged to engage students, families, alumni, and visitors whether using the virtual tour from home or while walking around campus. The tool must also embed calls to action that drive applications and donor engagement while on the tour.

Basis of Sole Source: In order to carry out ongoing research, The Department of Stomatolgoy is requesting to purchase a xCAT XL mobile CT imaging system from Xoran Technologies to insure the continuity of research at the Medical University of South Carolina. This research centers on the use of imaging to optimize cochlear implant outcomes. More specifically, the use of image processing to customize surgical approaches and intraoperative imaging to confirm accurate placement. The Department Chairman has performed well over 1,000 scans on pediatric and adult patients with the Xoran xCAT and has been satisfied with the image quality and reliability as well as the lowered radiation dose given the machine is a modified dental cone-beam scanner. Currently, only the Xoran xCAT can meet our resolution requirements without physical distortion of the anatomy and is needed to continue research for which a change in supplier would destroy the research design.

Xoran Technologies is the original equipment manufacturer of the xCAT XL mobile CT imaging system and the sole U.S. distributor of the xCAT XL technology.  As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

Call 4 Health is an essential service that covers campus communication by phone after business hours and on weekends. This essential service allows the South Carolina State University's students, staff and faculty to maintain telephone connectivity after hours and on weekends. If this service is terminated, the University's phone system will go unanswered after the daily business hour and weekends. This will be detrimental to communication that should be attainable/assessible 24 hours per day, seven days per week, especially for the welfare of our on campus student population, faculty and staff. South Carolina State University, (SCSU), is seeking to modernize the Ellucian/ Banner ERP system on the current server platform.. Ellucian is the exclusive licensor of numerous software products for the higher education marketplace, including the proprietary Banner software products, which is the ERP system in use at SCSU. The Ellucian Banner Software is fully developed, integrated, licensed and maintained exclusively by Ellucian. Because of the proprietary nature of this product(s), Ellucian is the sole provider and source for license, subscription, maintenance and modernization service contracts for the Banner Ellucian Suite. Ellucian is the only authorized vendor to provide services for which it is the exclusive licensor of numerous software products for higher education which is fully developed and maintained exclusively by Ellucian. The Ellucian software is protected under the copyright laws of the US and the trade secrets of several states. There are no authorized service providers or distributors that provide the Ellucian-approved installation, customization, training, and educational services in the US. Ellucian provides regular updates to the Banner system environment. The updates change and enhance Banner functionality. Because of the proprietary nature, the changes/updates have the ability to change the integration of the modules in the system, thus requiring multiple changes throughout the ERP. For this reason the SCSU uses Ellucian Banner supported products and services exclusively. Malfunctioning and/or complete replacement of Banner would force SCSU to incur extreme expense and burden.

The South Carolina Department of Education (SCDE) intends to secure a contract with the College Board for the 2022 AP examination fees that would otherwise be invoiced to South Carolina public schools.  By proviso, the SCDE is responsible for funding the AP examinations. The estimated value of this contract is $4,500,000.

Design build services for new door locking mechanisms, the installation of a drywall and metal ceiling in the youth pods and replacement of the acoustical ceiling tile in the housing control areas, anti-ligature lighting, tile replacement in the showers, and associated mechanical work including fire sprinkler head adjustments, plumbing and HVAC.

INTENT TO AWARD SOLE SOURCE - APEX LEARN

In compliance with the requirements in Section 11-35-1560 of the South Carolina Consolidated Procurement Code and in accordance with Regulation 19-445.2105, South Carolina Judicial Branch, SCJB, announces the intent to award a Sole Source procurement to BIS Digital.

Since 2017, the SCJB has been experiencing difficulty attracting and hiring a sufficient number of traditional court reporters to capture the record using stenography and voice writing technologies in Circuit and Family courts. Owing to the nationwide shortage of traditional court reporters, the SCJB had to implement digital/electronic technologies to ensure that the record could be captured accurately and reliably.

In fiscal year 2020, SCJB solicited 3 written quotes for commercial of the shelf software to assist SCJB with its digital recording needs. Pursuant to 11-35-1550 (2b) SCJB entered into an agreement with BIS to provide its Digital Court Reporter (DCR) software. This partnership is extremely advantageous to SCJB since BIS can also provide the necessary hardware for the project through the South Carolina State Wide Contract for Audio Visual Products and Services.

BIS is the only company that can maintain and support their software. They are also the only company that can train new SCJB employees on the use of their software.
