In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the South Carolina Department of Health and Human Services (SCDHHS) to award without competition a sole source contract in accordance with Regulation 19-445-2105(B) (5) to Microsoft Services for Unified Enterprise Support Services (Services).
SCDHHS is an enterprise customer of Microsoft products and services. These products and services are integral to the daily operation of SCDHHS mission critical systems. Microsoft Enterprise Support Services are comprised of a comprehensive support solution that helps reduce costs, enhance productivity and security, and use technology throughout the IT lifecycle. They offer direct, expedient and unique access to Microsoft product development teams, software developers and source code for current and future products. Specialized training of Microsoft personnel is provided from Microsoft product development teams on how enterprise customers can best plan for, deploy, manage and maximize productivity of existing and future Microsoft products. Both reactive and proactive services are included. Reactive services are comprised of Problem Resolution Support, Advisory Support, and Support Assistance. Maintenance Services, Optimization Services, and Education Services are included as Proactive Services. All of these services are managed by a Microsoft Customer Success Account Manager who also assists with problem prioritization and escalation. A website portal enables SCDHHS staff to enter, update, and monitor service requests. The breadth and depth of services described above are only performed by Microsoft Corporation. Clemson University intends to sole source with SAI Programs for services in Italy. Clemson requires a supplier who can provide academic and 24/7 emergency support at four locations (Rome, Orvieto, Florence and Venice) for the Art in Italy Study Abroad program. The Art in Italy program requires spending a significant amount of the time abroad in the small city of Orvieto to complete the Field Studies ART4200/6200 coursework. Orvieto is unique in its dramatic Umbria landscape and was chosen as the core location for the program for this reason when it was created in 2006. This environment is essential for Clemson students to complete the coursework of Field Studies, which include developing landscape drawing skills, visually recording cultural experiences and student participation in critiques. The academic partner must provide art studio work and classroom space in Orvieto for up to 16 students for critiques and project work time. These facilities must be within walking distance to student housing, In addition, the partner must provide local experts for guided city and local tours and special cultural experiences such as cooking classes.. The partner must also offer 24/7 on-site support in all cities, including Orvieto to handle emergencies and special needs. MUSC will replace their existing Total Recall Standard software that's no longer being supported by the DHS (manufacturer). The software is needed to continue using our existing Records Management System which allows Business Operations to maintain over 30,000 boxes of records for MUSC. The upgrade will help manage 20 years of past records along with the location data and mitigate risk of loss of data/records by eliminating the need to manually enter all past historical data and relabel all 30,000 boxes with new bar-codes along with manually entering over 30,000 current boxes into the database. DHS has written the letter stating that Business Systems of South Carolina is the only vendor that is allowed to sell, upgrade or maintain their software in Charleston, SC.

The total potential value the contract is approximately $1,069,517.07.
This procurement is for the design, acquisition, construction, and installation of a telecommunications tower located on property owned by the City of Aiken. Aiken city and county officials have informed SCETV that they must remove the existing tower. An interruption in services could pose an immediate threat to the public health and safety of residents in Aiken.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Spectra-Physics, Newport Corporation for the purchase of a refurbished Mai Tai HP DS laser upgrade.
Purpose and Objectives: This refurbished Mai Tai HP DS laser upgrade from Spectra-Physics will allow for the visualization of neurons in vivo, allowing the department to understand the function of different neurons for drug-related behaviors. The current laser in the laboratory (also from Spectra-Physics) is >10 years old and not sufficient for these recordings. This upgrade will greatly expand departments ability to understand how the brain controls drug seeking in addiction-related disorders in awake, behaving mice.
Sole Source Justification: The original system is also built by Spectra-Physics, and thus the upgrade can only be made by Spectra-Physics. No other company has sufficient information about the existing laser, or the engineers that can upgrade the existing laser.
Spectra-Physics, Newport Corp. is the only supplier which provides the necessary Mai Tai laser system upgrades for the experiments and provides support for all items.

The South Carolina Department of Health & Environmental Control (DHEC) is seeking a qualified vendor to provide an integrated system for automated generation of DNA clonal clusters by bridge amplification, sequencing, primary and secondary analysis. The instrument must be compatible with the existing Illumina MiSeq Next Generation Sequencing instruments to include components, software, consumables, parts, and SOPs currently used by DHEC Public Health Laboratory for WGS cluster analysis for outbreak identification, and the Centers for Disease Control PulseNet national foodborne outbreak methodology. The estimated total cost, including 1 year of maintenance and shipping is $113,000.

In compliance with the requirements in Section 11-35-1560 of the South Carolina Consolidated Procurement Code and in accordance with Regulation 19-445.2105, South Carolina Judicial Branch, SCJB, announces the intent to award a Sole Source procurement to BIS Digital.
Since 2017, the SCJB has been experiencing difficulty attracting and hiring a sufficient number of traditional court reporters to capture the record using stenography and voice writing technologies in Circuit and Family courts. Owing to the nationwide shortage of traditional court reporters, the SCJB had to implement digital/electronic technologies to ensure that the record could be captured accurately and reliably.
In fiscal year 2020, SCJB solicited 3 written quotes for commercial of the shelf software to assist SCJB with its digital recording needs. Pursuant to 11-35-1550 (2b) SCJB entered into an agreement with BIS to provide its Digital Court Reporter (DCR) software. This partnership is extremely advantageous to SCJB since BIS can also provide the necessary hardware for the project through the South Carolina State Wide Contract for Audio Visual Products and Services.
BIS is the only company that can maintain and support their software. They are also the only company that can train new SCJB employees on the use of their software.
