The South Carolina Department of Corrections intends to Sole Source NDI Technologies to provide the Automatic License Plate Recognition (ALPR) solution for the equipment, installation, supplies, hardware, software, communication, updates/upgrades, repair, warranties, replacement, support, service and subscription renewals and any other needs related to the SCDC’s (ALPR) equipment. Our current equipment is installed and must communicate with SC Department of Law Enforcement’s (SLED) NDI (ALPR) Back-Office Solution known as (VISCE).
Clemson is sole sourcing the renewal of our Autodesk Architecture Engineering & Construction Collection Government Single-user Annual Subscription in order to continue work with contracted Architects, Engineers, and General Contracts as well as for internal use on various construction and renovation projects around Clemson's campus. DLT Solutions is the sole reseller for government agencies in South Carolina therefore Clemson must purchase this renewal from DLT. The total spend associated with this sole source is $55,506.

The requested DESI-XS imaging mass spectrometer interface manufactured by Waters Technologies Corporation that will be interfaced with an existing mass spectrometer manufactured by the same vendor (Waters Technologies Corporation). Waters Technologies Corporation is the sole manufacturer of the DESI-XS and have exclusive license to various Intellectual Property Rights relating to DESI technology, and is the sole supplier of the DESI source. The DESI-XS is the only source that is compatible with the Xevo-TQXS, the mass spectrometer that Clemson University currently has. Using the same equipment with the same technology is imperative to ensure continuity of research data. For these reasons, this is a sole source procurement.
Technical College of the Lowcountry in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, intends to sole source Anatomage table with software and training from Anatomage Inc. which is the sole provider of such equipment and software. We intend to procure; Anatomage table, 3D imaging software, training and support. In accordance with Section 1560 of the Spartanburg County School District Six Procurement Code, the school district intends to award a sole source contract to Trane U.S. Inc. to make a one-time purchase of (1) 10 Ton Gas/Electric RTU YSC120H4ELA** without curb adapter, (58) water source heat pumps (various sizes), and (2) 100 Ton Air-Cooled Scroll Chillers. The total purchase amount is $515,921 (excluding sales tax). These units are being purchased as direct replacements to the existing Trane system(s) at the Early Learning Center gym, West View Elementary, Woodland Heights Elementary, and Gable Middle School. The University of South Carolina in accordance with 11-35-1560(a) and SC Regulation 19-445-2105 of the SC Consolidated Procurement Code is announcing the intent to award without competition as a sole source procurement to procure an Automated Flow Protein Synthesizer (AFPS) from Detailed Dynamic (Andrew Wilson Consulting LLC).
IRD is the current Weigh-in-Motion (WIM) contractor for SCDPS/State Transport Police (STP) providing electronic screening services on commercial motor vehicles by use of WIM technology. SCDPS requires repair/replacement of electronic screening systems and equipment in Townville after the mainline was destroyed after a vehicle crashed into the pole and equipment. IRD’s screening software and hardware is proprietary in nature, IRD lacks authorized distributors and IRD is the only company authorized to complete necessary integration and repairs to existing systems; therefore, in accordance with Regulation 19-445.2105 (B)(1), SCDPS intends to sole source these services and supplies where the compatibility of equipment, accessories, or replacement parts is the paramount consideration.

Central Carolina Technical College intends to purchase Ford Engine Repair Trainer, Ford start cart and GM Automotive trainer. The training system will be used in the Automotive Technology program at college’s Sumter campus. The trainers will provide full engine functionality that will enable students in the program to diagnose fault codes, troubleshoot (run, separate, rebuild, reassemble and rerun), and make repairs that are common in the automotive industry. ATech training Inc is the sole provider of the automotive equipment.
The South Carolina Law Enforcement Division (SLED) hereby provides notice, pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, that it intends to award without competition a contract to Idemia Identity & Security USA LLC (Idemia) for the purchase of IDEMIA MBIS BatchScan Workstations. Idemia's MBIS Automated Fingerprint Identification System (AFIS) is currently installed at SLED. Idemia is the owner/developer of the MBIS software, and they are the sole provider for the AFIS system. The BatchScan Workstations can only be procured and implemented directly from Idemia.
SCDOT intends to Sole Source to Dynatest to update/transfer pavement evaluation and testing requirements
It is the intent of the South Carolina Department of Health and Environmental Control (DHEC) to issue a sole source procurement to GreenLight Fitness, LLC for the licensing renewal for the continuation of FitnessGram web-based software site licenses currently utilized by 67 public school districts in the State of South Carolina.
College Board/SAT is the sole source of college entrance tests (SAT) that are taken by students throughout the country and around the world. They make student testing information available for purchase by educational entities in support of their recruitment activities.
Due to Hurricane Ian. several trees, as well as hanging snags, are in areas that pose a threat to staff during their workday. Some are on entrance roadways and others in areas where work is at a standstill due to access and safety concerns. The OSHA Safety Officer has deemed the taking down of the trees unsafe for DNR personnel and highly recommends that professional services be obtained immediately to remedy the unsafe conditions. Winthrop Tree was able to respond within 48 hours of the po to take care of the unsafe trees.

After having issued solicitation 2023-RFQ-SG-6 with unsuccessful results, SCSU intends to issue an emergency procurement to cover security guard services at the first two home games on October 8 and 16, 2022.
Resulting from the lack of offers received in response to our solicitation 2023-RFQ-SG-7. SCSU contracted with Carolina Restrooms to rent 2 each 4-Stall restrooms to be used for home football games, beginning 10/08/2022. Many local suppliers have shipped their facilities to Florida following Hurricane Ian. An emergency justified purchase is needed to cover one restroom, which is unsafe for use at this time.
SCDNR is intent on sole sourcing the data collection network for private contributors. An annual joint funding agreement has been signed between USGS and SCDNR to operate the data collection network for private contributors.
Clemson University requires the purchase of a Foss NIRS D3, an instrument that is only available direct from the manufacturer. Clemson is conducting research on the use of visible and near-infrared reflectance to predict plant traits such as starch, protein, and carotenoid content. Because the range of the predictive signal varies the for traits of interest, Clemson requires a spectrometer that measures reflectance across the full visible and near-infrared range (400-2500nm). While other companies offer spectrometers that cover only part of this range, the Foss D3 utilizes silicon (Si) and lead sulfide detectors to measure reflectance on a spectral wavelength range of 400-2500 nm. Clemson is working in close collaboration with other research groups to measure plant breeding material (seed, vegetative tissue) quality. Two or more of these groups already have Foss visible and near-infrared spectrometers. The transfer of prediction models between organizations will allow for robust and consistent predictions across groups, fostering collaborative projects between institutions. The Foss DS3 is factory standardized in wavelength, bandpass, and response for precise calibration transfer. This means that it has improved calibration transferability and the same calibration can be used on multiple instruments out of the box. No other supplier can meet the unique design and compatibility needs outlined above. For these reasons, this is a sole source procurement.
On the behalf of Denmark Technical College, hereby provide notice that pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, is announcing the intent to award without competition, a sole source contract to procure: Vizrad system which includes the simulators and simulation system for personnel contamination training which is only manufactured by Teletrix as a sole source procurement.
This notice of intent is not a request for competitive proposals.
