Clemson University's research group is currently conducting research into high-power fiber lasers with our in-house drawn specialty optical fibers. Due to their unique shape and design, it is hard to splice specialty optical fibers with regular or industry standard ones. To fix this issue, our group has investigated a splicer that can solve these issues. During our trial process of two specialty optical fiber fusion splicers, one being from 3SAE and the other from AFL, we found that the AFL FSM-100P Factory Fusion Splicer was the far superior option. In general, it had >100 pre-designed fusion splicer commands that allowed for more control of the two fibers undergoing a splice, the option to do ball-lensing, tapering, and end-facing (three important aspects of fiber processing), as well as the ability to control/receive real-time splice data that could help with the ability to troubleshoot our splices and account for any problems present in the instrument. Each of these advantages transferred into laboratory achievements as the AFL FSM-100P was able to consistently give high-quality splices that survived >100s of watts of average power for >15min and with <30°C heating of the splice. Each of these metrics being important to ensure experimental success in our laboratory. Also, this splicer is compatible with other older and current instruments as well as a whole host of other accessories already purchased from AFL. Due to these factors, as well as the fact that other companies or supplies cannot meet our research needs. For these reasons, this item is a sole-source procurement.

The South Carolina Office of Economic Opportunity, in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to EIS Data, LLC. The total potential value the contract is approximately $4,936,750.00. The anticipated contract duration is 11/26/2023 until 11/25/2028.
The Office of Economic Opportunity intends to procure a client database and accounting system that was specifically built by EIS Data, LLC (formerly known as DBA Technologies, LLC) for South Carolina after being awarded contract 4400020050 in 2018. South Carolina has used this system since 2019. EIS Data, LLC is the only manufacturer capable of meeting the needs of the program as they are compatible with the existing system, preserve existing data, and allow for the continuation of data.

In compliance with notice requirements per S.C, Code Ann. §11-35-1570, the University of South Carolina has awarded an emergency contract to Prestige Systems for water mitigation for the USC Housing facilities.
SCDHHS intends to extend the current Contract for External Eligibility Communication Services with BCBS of SC through 06/30/2024 or until a new competitively procurement contract is operational and able to replace this Sole Source Contract, which ever occurs first. Clemson University intends to sole source the Ellucian Workflow. This purchase is to be sole sourced because this is the only product that has both the necessary functionality to create workflows, while also having out of the box integrations directly to 2 other Ellucian systems used by Clemson University, Ellucian Ethos and Banner. This integration is necessary to make the ERP system work as required and improve efficiency, while not costing anything to implement this solution. The total price of all services is $92,288, which includes all software licenses for Workflow. Bidder’s right to protest as listed in Section 11-35-4210 in the South Carolina Consolidated Procurement Code applies to this announcement of an emergency procurement.

Almaco is the only manufacturer of specialized/research plot planters (grain drills) equipped with the ‘SkyTrip’ GPS tripping systems which is patented by Almaco and not offered by any other manufacturer or reseller/distributor. SkyTrip GPS is compatible with all tractor auto-steer systems currently in use by the University, and provides the ability to plant research plots accurately, quickly, and safely without the use of a cable. Only Almaco offers their patented ’SkyTrip’ GPS system, which is compatible with the Clemson University CROP Team’s existing tractor and GPS tower. For these reasons, this is a sole source procurement.
Winthrop University intends to procure annual service contracts for the Department of Chemistry’s 400MHz NMR spectrometer, manufactured by JEOL USA, Inc. JEOL USA Inc. is the manufacturer and sole factory authorized provider of service, repair, and replacement in the United States for the instruments listed. Service and repairs must be done by JEOL-trained service engineers, and JEOL is the only vendor that can supply the required annual preventative maintenance service contract. Continued operation with minimal downtime is necessary for the continuance of the program, as the NMR spectrometer is the most critical piece of equipment in the department for students and researchers. Therefore, Winthrop intends to sole source these services for the period of January 31, 2023, through January 30, 2028. In accordance with Regulation 19-445.2105 (B)(1) where the item is one of a kind.
Oppidan is providing emergency residential services in their Adult Intellectual and Developmental Disabilities (IDD) services center for a South Carolinian eligible for DDSN. Due to behaviors, the individual could no longer safely live at home. In total 150 providers were contacted both in and out of state to review this individual's clinical information for the potential provision of services. Oppidan was able to meet this individual's needs and has an anticipated vacancy.
To support Clemson administratively for work and administrative contracts required at the Genoa Italy facility. Due to the remote location of this facility, a vendor was required to maintain the location and cover program operations.

In accordance with Section 1560 of the Berkeley County School District Procurement Code, the school district intends to award without competition, a contract for replacement football helmets to Riddell for the period of January 30, 2023 to December 31, 2023. The potential value of this purchase is estimated at $60,000, but will not exceed $95,000. The amount ordered will be contingent upon the number of helmets to be replaced. BCSD helmets are reconditioned annually, and helmets deemed "unsafe" must be replaced. Several of the district's high school utilize Riddell helmets; therefore, replacement helmets must be purchased from Riddell to match existing helmets. Riddell is the sole manufacturer and distributor of their helmets; therefore, no third party distributors are available to compete this acquisition.
