The Medical University of South Carolina’s (MUSC) Department of Engineering and Facilities (E&F) has requested emergency fuel delivery services from Colonial Fuel and Lubricant Service, Inc. Our current provider has canceled our recent order as MUSC prepares for the possibility of “Curtailment” from Dominion Energy. Curtailment is the temporary interruption of our natural gas supply per our agreement with Dominion Energy forcing us to use diesel to fuel our boiler plant during inclement weather. Once notified of curtailment, fuel needs to start arriving 24 hours after the curtailment notification which s presents the need to enter into an Emergency Procurement with a local fuel vendor—Colonial Fuel and Lubricant Services, Inc. MUSC must be functional at all times which means the fuel delivery is critical for our operations. Access to fuel is vital for operation on our campus, and any interruption in fuel delivery could be catastrophic.

The Medical University of South Carolina (MUSC), Controller’s Office with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Syntellis Performance Solutions, LLC.  MUSC is seeking a tool that can process large volume of transactions in order to meet the needs of our colleges and units on campus. The Axiom Commitment Planning tool can manage large volumes of transactions; thereby allowing the users to budget in a more efficient manner. To MUSC’s knowledge there is no other Commitment Planning solution being offered in the market today and nothing specifically for higher-education. Further the Commitment Planning solution must be compatible with the existing budgeting system or meet the criteria above.

Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at singlewa@musc.edu no later than February 13, 2023, (12:00 a.m. EST). Telephone responses will not be accepted. In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Exan Enterprises for annual updates and support for Axium software for three years.

 

Basis of Sole Source:

The Medical University of South Carolina College of Dental Medicine currently uses the Axium software system for teaching, training, patient tracking and accounting.  Axium is used by the CDM Dental Clinic to track and maintain patient medical and financial records.  It is also used to grade the CDM students on procedures and treatment planning.   Exan Enterprises is the sole distributor/developer of the Axium software system.

 

As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

Clemson University's ENVIRONMENTAL ENGR & EARTH SCI Department currently has two ongoing research projects have been utilizing Agilent gas chromatography (GC) instruments to collect electron capture detector (ECD) chromatograph data on both Occurrence and Formation Potential Studies of Disinfection By-Products (DBP) of local waste and raw waters of the Carolinas. The methods developed to run the samples of this study were created with the help of Agilent applications specialists on Agilent equipment. As this research continues to progress it has been necessary to consult Agilent in order to further refine and redevelop some aspects of the methods used on these instruments for this important data collection process. It is in this aspect that Agilent Technologies is sought for the replacement of damaged instrumentation. An existing Agilent 7890 GC that serves as a third GC for this and other projects has a damaged autosampler (AS) is also in need of a replacement Agilent AS and tray and will now be bundled via a PC to the two incoming GC instruments so that all three GC’s on this bench can be utilized seamlessly to run samples for these projects on the same Agilent user license. In order to configure and to operate all three instruments together onto the same computer which will control the licensing and instrument method parameters it is required to have this setup and executed by Agilent as it is with Agilent instrumentation that this bundling will be occurring. This equipment cannot be purchased from any other reseller or distributor, and the installation requires authorized Agilent technicians. For these reasons, this is a sole source procurement.

Clemson University's Baruch Institute of Coastal Ecology & Forest Science is conducting research on microplastics in a variety of environmental samples. Processed environmental samples contain numerous particles of unknown composition, size, and color. We need the ability to scan areas with many particles, as opposed to one particle at a time, without damage to the particles. The instrument must have a wavelength tunable external cavity Quantum Cascade Laser (QCL) utilizing an angle tuned immersion grating as a wavelength selection filter covering spectra from 1,800 cm-1 to 975 cm-1 to determine particle composition along with automated focus, background in reflectance, and visible image collection capabilities to quantify particle attributes, such as the number of particles in the viewing area, their dimensions, and their colors. It is also necessary to be able to capture images within the original scanned image to examine particles in more detail without manual adjustments to the optics. The instrument must come with a library of known particle compositions that can easily be updated as new spectra are acquired for automatic referencing during the scans. The automated system will decrease sample process time (no need to manually count particles using a microscope prior to analysis) and sample cost. Agilent is the only vendor that allows for the QCL technology along with these scanning optics, automatic referencing of spectra, and simultaneous evaluation during measurement to determine particle attributes. This equipment cannot be purchased from any other distributor or reseller.  For these reasons, this is a sole source procurement.

Clemson University's research group is currently conducting research into high-power fiber lasers with our in-house drawn specialty optical fibers. Due to their unique shape and design, it is hard to splice specialty optical fibers with regular or industry standard ones. To fix this issue, our group has investigated a splicer that can solve these issues. During our trial process of two specialty optical fiber fusion splicers, one being from 3SAE and the other from AFL, we found that the AFL FSM-100P Factory Fusion Splicer was the far superior option. In general, it had >100 pre-designed fusion splicer commands that allowed for more control of the two fibers undergoing a splice, the option to do ball-lensing, tapering, and end-facing (three important aspects of fiber processing), as well as the ability to control/receive real-time splice data that could help with the ability to troubleshoot our splices and account for any problems present in the instrument. Each of these advantages transferred into laboratory achievements as the AFL FSM-100P was able to consistently give high-quality splices that survived >100s of watts of average power for >15min and with <30°C heating of the splice. Each of these metrics being important to ensure experimental success in our laboratory. Also, this splicer is compatible with other older and current instruments as well as a whole host of other accessories already purchased from AFL. Due to these factors, as well as the fact that other companies or supplies cannot meet our research needs. For these reasons, this item is a sole-source procurement.
