This calculator allows students to calculate an estimated net price of attendance at an institution (defined as cost of attendance minus grant and scholarship aid) based on what similar students paid in a previous year. This system as installed at DHEC includes the following modules: nVIRO, nFORM, nSPECT, nVISAGE, and nSITE Explorer. These products are all developed, sold, and have been supported by Windsor Solutions, Inc. which owns the source code to this proprietary software. INTENT TO SOLE SOURCE

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Inscopix, Inc. to acquire the Inscopix nVue System for Dual Color In Vivo Imaging with data acquisition and analysis software.

Basis of Sole Source:

The Medical University of South Carolina Department of Psychiatry and Behavioral Sciences BRAIN Division recently received a NIA grant titled "Sleep, pericyte and Alzheimer's disease" that requires a two-color imaging system to collect pericyte dynamics and neuronal activities at the single-cell level.  The equipment required must:  1) have one channel (color) to visualize the pericytes and to measure the capillary diameter; 2) have a second channel (color) to record local neuronal activities reflected by Ca2+ sensor (GcaMP6). 3) have a single-cell resolution.  The current Inscopix nVoke system MUSC has can only visualize one-color signals and does not have the capacity to measure vasculature diameter.  MUSC will trade in the existing Inscopix nVoke system for an upgrade to the Inscopix nVue miniature microscope and data acquisition and analysis software.  Inscopix is the sole developer and manufacturer of the Inscopix nVue system and software.

As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

Horry County Schools (District) intends to procure all labor and materials necessary for the control components, installation, as well as upgrade the Siemens Desigo building automation system in the project necessary for the replacement of the four (4) MAU Units being constructed at the Conway Elementary School on the existing Siemens Apogee Desigo Server.

The Medical University of South Carolina’s (MUSC) Department of Engineering and Facilities (E&F) has requested emergency fuel delivery services from Colonial Fuel and Lubricant Service, Inc. Our current provider has canceled our recent order as MUSC prepares for the possibility of “Curtailment” from Dominion Energy. Curtailment is the temporary interruption of our natural gas supply per our agreement with Dominion Energy forcing us to use diesel to fuel our boiler plant during inclement weather. Once notified of curtailment, fuel needs to start arriving 24 hours after the curtailment notification which s presents the need to enter into an Emergency Procurement with a local fuel vendor—Colonial Fuel and Lubricant Services, Inc. MUSC must be functional at all times which means the fuel delivery is critical for our operations. Access to fuel is vital for operation on our campus, and any interruption in fuel delivery could be catastrophic.

The agency is currently using Kofax Support Services under a competitive solicitation contract 4400025702 of which Keymark, Inc. was the only response.  The contract does not allow for additional volume licensing and our agency expended existing volume licensing for our document recognition modules before the end of the last contract year because of our mission to reduce the amount of manpower needed to sort and identify large documents before their storage in our OnBase Document Management System.

Emergency due to license renewal of product/tool license. College of Charleston has used this system more than 10 years.  For the past 3 months, the College has been non-compliant with our current Splunk license due to network growth and rapid system expansions.  However, Splunk granted  the College a complementary 3 month extension which allowed to allow us to sort/resolve issues and concerns related to managed services that provide our Security Operations Center.  If the College does not issue a purchase order by January 31st, the College will incur additional charges associated with the complementary 3 month extension. The College received 3 written quotes and is issuing the purchase order to the lowest bidder.

Clemson University's Baruch Institute of Coastal Ecology & Forest Science is conducting research on microplastics in a variety of environmental samples. Processed environmental samples contain numerous particles of unknown composition, size, and color. We need the ability to scan areas with many particles, as opposed to one particle at a time, without damage to the particles. The instrument must have a wavelength tunable external cavity Quantum Cascade Laser (QCL) utilizing an angle tuned immersion grating as a wavelength selection filter covering spectra from 1,800 cm-1 to 975 cm-1 to determine particle composition along with automated focus, background in reflectance, and visible image collection capabilities to quantify particle attributes, such as the number of particles in the viewing area, their dimensions, and their colors. It is also necessary to be able to capture images within the original scanned image to examine particles in more detail without manual adjustments to the optics. The instrument must come with a library of known particle compositions that can easily be updated as new spectra are acquired for automatic referencing during the scans. The automated system will decrease sample process time (no need to manually count particles using a microscope prior to analysis) and sample cost. Agilent is the only vendor that allows for the QCL technology along with these scanning optics, automatic referencing of spectra, and simultaneous evaluation during measurement to determine particle attributes. This equipment cannot be purchased from any other distributor or reseller.  For these reasons, this is a sole source procurement.

The State hereby provides notice that it has entered an emergency contract per SC Code of Laws §11-35-1570 for the following supplies, services, information technology or construction: Computer Equipment (Desktops, Laptops, Tablets, Servers, Storage), Peripherals, and Related Services.
