The Medical University of South Carolina (MUSC), Department of Engineering and Facilities with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Pipelining Company for Hydroflush Cleaning AND 8-inch Relining Service.  Pipelining Company uses high pressure water jetting to clear clogged sewer and drain lines.  Pipelining Company will jet clean and prepare the pipes for relining to MUSC. The 8-inch relining service utilizes heated conditioned air to move a non-toxic abrading agent through designated pipe runs and segments.  Pipelining Company has the capability to provide the jet clean and 8-inch relining service and provide a written assessment for repairing of the main sewage drain line.  Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at singlewa@musc.edu no later than March 22, 2023, (12:00 a.m. EST). Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Procurement Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.

State Proviso 38.22 of the FY23 Appropriation Act requires the department provide Comprehensive Teen Pregnancy Prevention Funding:

(A) From the monies appropriated for the Continuation of Teen Pregnancy Prevention, the department must award the dollars allocated to a nonprofit 501(c)(3) entity to provide abstinence first, age-appropriate comprehensive approach to health and sexuality education with a goal of preventing adolescent pregnancy throughout South Carolina.

(B) Contracts must be awarded utilizing a competitive approach in accordance with the South Carolina Procurement Code.

(C) The monies appropriated must be paid over a twelve-month basis for services rendered. Unexpected funds shall be carried forward for the purpose of fulfill in the department's contractual agreement.

(D) The programs implemented by the entity awarded a contract pursuant to this proviso may not violate any portion of the South Carolina Comprehensive Health Education Act when implemented in a school setting. An entity that violates any portion of the South Carolina Comprehensive Health Education Act must reimburse the State for all funds disclosed.

The intent of SCDSS is to issue a sole source to Fact Forward, as they are the only vendor identified by the State of South Carolina authorized to provide services as described in State Proviso 38.22.

Horry County Schools (the District) intends to procure all labor, materials and components necessary for the Siemens Desigo building automation system and control portion necessary for the complete operational system related to the Mechanical Renovations Project at Myrtle Beach High School located at 3302 Robert Grissom Parkway, Myrtle Beach, SC 29577.

The District’s building automation system consists entirely of components made by Siemens. Siemens Industry has given exclusive territorial rights in South Carolina to Control Management to design, sell, and service Siemens building automation system. The District requires installation and support services from a vendor that has technicians who are fully trained in Siemens systems. The Siemens control system is the core of Horry County Schools building automation system. Any new equipment must integrate seamlessly with our current proprietary Siemens building automation system. Control Management, Inc. is the only authorized dealer in South Carolina that can service the District’s Siemens building automation system.

The Medical University of South Carolina (MUSC), Office of the Vice President for with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Cayuse, LLC.

Cayuse is the system is the choice for federal submissions. Federal funding makes up over 56% of our total extramural sponsored project funding and Cayuse 424 is an invaluable resource for investigators and staff pursuing this type of funding. Cayuse SP allows for institutional routing and internal approval for sponsored project proposals, award setup and management, and includes the capability to manage all funding sources in addition to federal. Cayuse manages the full administrative life span of all sponsored projects for the University. The use of a single, integrated platform allows those engaged in research and sponsored projects to access their entire extramural funding portfolio from one dashboard, placing information directly in the hands of those who need it. This software provides the ability to create procedural efficiencies through the examination of audit trails and record status changes.  Cayuse is the only sponsored projects management system that will fully integrate with MUSC’s existing Cayuse software and maintenance licenses.  Cayuse is the manufacturer and has no distributors. The software can only be purchased, upgraded or maintained by Cayuse.  This notice of intent is not a request for competitive proposals. The South Carolina Department of Health and Environmental Control (DHEC) is seeking qualified vendors to provide reagent kits for use on the existing Illumina MiSeq and MiniSeq Next Generation Sequencing Systems located in DHEC's Public Health Laboratory. These reagent kits will allow for rapid response to foodborne disease outbreaks in the State of South Carolina.

As members of the CDC's PulseNet national foodborne outbreak surveillance network, DHEC's lab is responsible for reporting their statewide results to CDC in order to link South Carolina outbreaks to any and all national foodborne outbreaks. To respond to and identify potential outbreaks more quickly, the CDC and PulseNet labs have transitioned to Whole Genome Sequencing (WGS). This technology gives PulseNet labs more information about organisms and improves the ability to quickly link causative agents to patient samples. The reagent kits must be validated for use by CDC for PulseNet developed protocols for WGS for the Illumina MiSeq and MiniSeq Next Generation Sequencing Systems.

Winthrop University intends to continue using Interfolio software. This software has become the standard

across the field of higher education and is required to attract high-quality applicants. The software unilaterally handles file delivery required for faculty searches, recruitment, hiring, and promotion. Interfolio starts tracking tenure the moment a facility’s employee is hired. In order for Winthrop to retain its accreditation, the university must have a comprehensive faculty hiring process that requires faculty applicants to submit CVs and reference letters, which an evaluation committee then reviews. Other solutions allow various pieces of this process to be handled through their respective program, but not one all-encompassing solution, which is why countless other universities have standardized their hiring programs through the Interfolio application. Agency's justification for a sole source procurement may be viewed or immediately obtained at:
PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
