Clemson University's Bio Engineering Department seeks to sole source the purchase of a Miltenyi Biotec LaVision BioTec Ultramicroscope II. The purpose of this purchase is to acquire a light sheet microscope system capable of viewing large biological samples such as intact mouse organs, joints, and tissues (or other samples similar in size). The “Field of View”, the microscope specification that describes the size capacity of the sample to be imaged, is the most important feature of the systems to our research. A larger field of view means a larger sample size capacity. Our goal is to acquire system with the largest field of view commercially available. The Ultramicroscope II, manufactured and sold exclusively by Mitenyl Biotec Inc, has the largest field of view (measured in diagonal axis) on the market (maximum size = 17.6 mm). There are no other manufacturers that offer systems that either meet or come close to this capacity. Olympus offers the next highest field of view at 9.4mm field of view; followed by Lifecanvas (SmartSPIM-3.6 mm), Zeiss (Z1 – 2.8 mm), Bruker (MuVi SPIM CS – 2 mm), and ASI (ct-dSPIM SC – 1.1 mm). For these reasons, this is a sole source procurement.

Implementing enhanced encounters processing services is a key enabler for achieving the South Carolina Department of Health and Human Services (SCDHHS) strategic business goal of using encounter data to develop performance benchmarks, to determine if health services are achieving intended outcomes. SCDHHS will use the Encounters Processing System (EPS) implemented by North Carolina Department of Health and Human Services (NCDHHS), leveraging existing technology and following the direction of the Centers for Medicare and Medicaid Services for intra-state collaboration with systems. The EPS is comprised of multiple Commercial-off-the-Shelf (COTS) technology software components. One of the components is GoAnywhere Managed File Transfer (MFT), which offers feature rich file-transfer services in support of the core EPS functionality. SCDNR is the agency responsible for developing the State Water Plan which focuses on ensuring groundwater availability for all future uses. Regional groundwater models in the Coastal Plain are needed to evaluate future water availability and to test water management strategies that will ensure future water needs can be met. The USGS has a long history of groundwater modeling in SC, have already developed a foundation for efficiently developing new regional groundwater models, and are in a unique position to complete the work in a manner consistent with SCDNR’s demanding schedule . Groundwater models are similar in several important ways to the surface water models developed for the eight planning basins in the state – both are used to evaluate water availability, both simulate the distribution of the water resources in the state, both depend on historic hydrologic and meteorologic data, and both require calibration.

Individual Growth and Development Indicators of Early Literacy (myIGDIs™) will be purchased from Renaissance Learning. GOLD® will be purchased from Teaching Strategies, LLC. The total estimated total dollar amount of the purchases is $1,200,000.
S.C. Code § 59-155-150 requires that students entering publicly funded prekindergarten and kindergarten beginning must be administered a readiness assessment by the forty-fifth day of the school year.
Proviso 1A.49, included in H. 4300, the budget bill for FY 2023–2024, as passed by the House of Representatives on March 15, 2023, requires that the South Carolina Department of Education manage the administration of assessments that analyze the early literacy and language development of children in publicly funded prekindergarten as done in the prior fiscal year. The three 4K assessments administered for 2022-23, were PALS, myIGDIs, and GOLD. However, PALS will no longer be available for administration in school year 2023–24.

Clemson University's Campbell Graduate Engineering Center seeks to sole source IR Telemetrics instrumented pistons with fast response thermocouples. These instrumented pistons and their data acquisition system will be part of the Vehicle Propulsion Lab that is located in Clemson University Campbell Graduate Engineering Center (CGEC). IIR Telemetrics has a novel wireless communication and wireless changing system that allows the sensors to transmit the data out of the engine. IR Telemetrics is the only company that can provide these types of instrumented pistons. IR Telemetrics is the only vendor that can supply the fast response thermocouples that can respond at >100 kHz on a piston surface, which is required to maintain previous data continuity captured with similar pistons. This equipment cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.

Support, Maintenance, operation assistance and enhancement of the comprehensive unemployment benefits automated systems now deployed in North and South Carolina. The Consortium proposes to acquire information technology and services for the support, maintenance, operation and enhancement (SMOE) of the Systems. Capgemini designed, built and implemented SCUBI. The parties delayed the development and implemented of certain desired and contracted for functionality, mostly state specific, in order to begin using the modern system in 2019 thus avoiding potential problems with the dated mainframe based solutions being used by North and South Carolina.

State Proviso 38.22 of the FY23 Appropriation Act requires the department provide Comprehensive Teen Pregnancy Prevention Funding:
(A) From the monies appropriated for the Continuation of Teen Pregnancy Prevention, the department must award the dollars allocated to a nonprofit 501(c)(3) entity to provide abstinence first, age-appropriate comprehensive approach to health and sexuality education with a goal of preventing adolescent pregnancy throughout South Carolina.
(B) Contracts must be awarded utilizing a competitive approach in accordance with the South Carolina Procurement Code.
(C) The monies appropriated must be paid over a twelve-month basis for services rendered. Unexpected funds shall be carried forward for the purpose of fulfill in the department's contractual agreement.
(D) The programs implemented by the entity awarded a contract pursuant to this proviso may not violate any portion of the South Carolina Comprehensive Health Education Act when implemented in a school setting. An entity that violates any portion of the South Carolina Comprehensive Health Education Act must reimburse the State for all funds disclosed.

The Medical University of South Carolina (MUSC), Office of the Vice President for with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Cayuse, LLC.
Cayuse is the system is the choice for federal submissions. Federal funding makes up over 56% of our total extramural sponsored project funding and Cayuse 424 is an invaluable resource for investigators and staff pursuing this type of funding. The Devereux Foundation will provide emergency residential services in their Adult Intellectual and Developmental Disabilities (IDD) services center for a South Carolinian eligible for DDSN services. Due to the behaviors, the individual could no longer stay in his current residential setting at a community intermediate care facility for individuals with intellectual disability. He was discharged from the facility in October 2022, and has been in the hospital since that time awaiting new placement. The Devereux Foudation is able and willing to meet this individual's needs.
