The Every Student Succeeds Act (ESSA) requires data collection and reporting of data. The current Student Information System is the foundation of the data import process and this provides the stable set of data tables. The myriad of new data points being collected in conjunction with a new SIS at this time would put an extreme hardship on school districts. The disruption to the normal function of the district would render data quality extremely questionable. Currently many other systems have been developed at state expense to interconnect with this particular solution. Compatibility of this solution is the paramount consideration for this particular procurement.

Clemson requires several panels of Cross-Laminated Timber to study their structural properties and their performance as part of a composite floor system. Cross-Laminated Timber is an engineered wood product where orthogonal layers of dimensional lumber are pressed into a panel of various sizes, configurations, and edge conditions. Clemson needs a specific layup (direction of each layer), panel size (8’ x 20’ to 8’ x 40’), species of manufacture (southern yellow pine), lamination thickness (1.375”) and adhesive choice (PUR – formaldehyde free). Each of these requirements can only be satisfied using Smartlam products. No other manufacturers of Cross-Laminated Timber can provide these requirements. Further, this material cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.

Clemson University's single-molecule biophysics laboratory led by Dr. Sanabria at Clemson University needs an upgrade on a PicoQuant laser combing unit (LCU) compatible with diode laser oscillators, laser drivers, filters, dichroics, optomechanical parts, and other optical elements that are currently in the lab. The laser combining unit is a customized optical arrangement of lasers and optical elements for specialized applications such as single molecule detection and super-resolution imaging. The customized upgrade meets the requirements for STED microscopy, Pulsed Interleaved STED, and the ability to perform multi-color FRET experiments as proposed in the CU-MRI proposal awarded to Dr. Sanabria and Dr. Thao. The STED LCU upgrade includes a PicoQuant VISIR-765-HP laser with additional optical elements in the path. For this upgrade, PicoQuant will refurbish the PicoQUnat LCU unit -including two laser heads owned by Dr. Sanabria. Thus, the upgrade is compatible with the current Sepia Laser controller and current software, reducing the delay in implementation. Moreover, the upgraded design allows access to an external laser source. The custom design will significantly improve spatial resolution without sacrificing temporal resolution. This particular LCU upgrade is customized to fit the optical arrangement of the confocal microscope housed in the lab with plug-and-play capabilities. Other STED lasers and components are not compatible with the current instrumentation (i.e., laser controller boxes) in the lab and would require significant investment in implementation (e.g., additional hardware, time, personnel, and other resources) for usability. For these reasons, this is a sole-source procurement.

Clemson University's COMSET Laboratory is conducting directed energy studies - specifically, research into high-power specialty optical fiber lasers. In this research, researchers are constantly looking at new and novel ways to improve their performance. From this, we are constantly on the edge of disastrous nonlinear effects that can severely impact the effectiveness of them. To mitigate this, Clemson University is currently looking into new modulation schemes to prevent the onset of Stimulated Brillouin Scattering (SBS) - a nonlinear effect that reflects the outwards propagating laser towards the source and damages all components in between it and the source, using phase modulators and the like. To better characterize these modulation methods as well as better understand their fidelity, we need to measure them on an Oscilloscope. Considering that the laboratory has already purchased an Arbitrary Waveform Generator (AWG) from Keyence that can be used to measure the signal generated from this, the Keyence Oscilloscope can impedance match between itself and the existing AWG for better signal measurements and performance. Also, the similar software that both instruments utilize helps us send signals to one and measure them on the other with no downtime or loss of data continuity. No other equipment can meet these specific requirements, and this equipment cannot be purchased from any other reseller or distributor. In this way, the Keyence Oscilloscope fits our research goals. For this reason, this is a sole source procurement.

The South Carolina State Housing Finance and Development Authority (SC Housing) intends to create a Sole Source contract valued at $393,310.78 for the term of one initial year with a one year renewal optional to TENA Companies, Inc (TENA). TENA shall supply its organization’s proprietary software, in-depth training to use the software purchased and temporary support staffing to assist SC Housing be compliant to Housing and Urban Development's (HUD’s) regulations and guidelines. In combination, all three facets will ensure SC Housing’s understaffed Quality Assurance department brings all SC Housing's Federal Housing Administration (FHA) loans into compliance with HUD’s federal standards, now and in the future.
