Clemson University intends to sole source the purchase of an R1 Research Combine from Gary W. Clem/Almaco. Rotary Cylinder technology is required to process green stems and maintains higher moisture content producing higher integrity in research results. Almaco is the only manufacturer that uses rotary cylinder technology.
It is the intent of the South Carolina Public Employee Benefit Authority (PEBA) to enter into a sole source contract for one year with Team IA for software maintenance on various TEAMia licenses and hardware maintenance on imaging scanners provided by TEAMia. The South Carolina Department of Education (SCDE) intends to secure a contract with PowerSchool Group LLC, to provide a Student Information System (SIS), Ed-Fi Integration Maintenance, SIS Hosting, Ecollect Forms, and consulting for the 2023-2024 school year. This contract will not exceed $6,750,000.00 for over 759,000 students in South Carolina.
The Every Student Succeeds Act (ESSA) requires data collection and reporting of data. The current Student Information System is the foundation of the data import process and this provides the stable set of data tables. The myriad of new data points being collected in conjunction with a new SIS at this time would put an extreme hardship on school districts. The disruption to the normal function of the district would render data quality extremely questionable. Currently many other systems have been developed at state expense to interconnect with this particular solution. Compatibility of this solution is the paramount consideration for this particular procurement.
The South Carolina Department of Education (SCDE) intends to secure a contract with Family Connections of SC, Inc to provide services, including technical assistance, professional development, bilingual resources, awareness campaigns, and identification and wraparound services for students with disabilities experiencing homelessness across the state. This is a report from 05/28/2023: IBM is the current vendor providing the Services for SCDHHS. These Services will transition to a competitively procured contract for Hosting/Infrastructure and Operations and Enhancements (O&E) Services under solicitation #5400021308 once awarded and implementation is completed. The South Carolina Department of Health and Environmental Control intends to procure from Agilent Technologies Inc., as a sole source, one-year service plan coverage for multiple Agilent Technologies Gas Chromatography/Data System/AutoSampler Systems, Gas Chromatography/Mass Spectrometer/Data System/AutoSampler Systems, associated instrument software and hardware support, and unlimited technical support. Clemson requires several panels of Cross-Laminated Timber to study their structural properties and their performance as part of a composite floor system. Cross-Laminated Timber is an engineered wood product where orthogonal layers of dimensional lumber are pressed into a panel of various sizes, configurations, and edge conditions. Clemson needs a specific layup (direction of each layer), panel size (8’ x 20’ to 8’ x 40’), species of manufacture (southern yellow pine), lamination thickness (1.375”) and adhesive choice (PUR – formaldehyde free). Each of these requirements can only be satisfied using Smartlam products. No other manufacturers of Cross-Laminated Timber can provide these requirements. Further, this material cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.

No other vendor can provide the resources to partner with and work as part of Internet 2. Total value of this sole source is $170,000.

The University purchased TV Cable & Fiber infrastructure in 2012 and since that time, has operated under contract with Time Warner Cable/Spectrum. The purchase is to provide cable TV service to students in residence at the University, along with select locations in non-academic buildings e.g. Campus Safety, Office of the President.

Information Solutions is requesting the yearly software and partner renewal of MUSC Enterprise Term License Agreement. The yearly maintenance covers ESSA Software.
The ESSA Software covers our existing portal software which is an electronic repository for curriculum vitae for all faculties of all the colleges of MUSC. This database application allows us to format the data that is required for the colleges as well as standard curriculum vitae format for MUSC. Ellucian, Inc., (formerly Datatel) is the manufacturer and has no distributors for their software.

Clemson University's COMSET Laboratory is conducting directed energy studies - specifically, research into high-power specialty optical fiber lasers. In this research, researchers are constantly looking at new and novel ways to improve their performance. From this, we are constantly on the edge of disastrous nonlinear effects that can severely impact the effectiveness of them. To mitigate this, Clemson University is currently looking into new modulation schemes to prevent the onset of Stimulated Brillouin Scattering (SBS) - a nonlinear effect that reflects the outwards propagating laser towards the source and damages all components in between it and the source, using phase modulators and the like. To better characterize these modulation methods as well as better understand their fidelity, we need to measure them on an Oscilloscope. Considering that the laboratory has already purchased an Arbitrary Waveform Generator (AWG) from Keyence that can be used to measure the signal generated from this, the Keyence Oscilloscope can impedance match between itself and the existing AWG for better signal measurements and performance. Also, the similar software that both instruments utilize helps us send signals to one and measure them on the other with no downtime or loss of data continuity. No other equipment can meet these specific requirements, and this equipment cannot be purchased from any other reseller or distributor. In this way, the Keyence Oscilloscope fits our research goals. For this reason, this is a sole source procurement.
The South Carolina Department of Education (SCDE) intends to purchase personal development trainings and support for schools and districts in South Carolina to develop strategies in dropout prevention, intervention, dropout recovery, and student engagement to align with Regulation 43-274.1: At-Risk Students and create desirable outcomes.
