The South Carolina Law Enforcement Division (SLED) hereby provides notice, pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, that it intends to award without competition a contract to Peak Performance Solutions for software support for CJIS Validations, CJIS Audit, CJIS Online, nexTEST, and CJIS Manuals software currently in use at SLED. Peak Performance Solutions is the developer and holds all rights to the software. They are the sole source for the software and software support.
During the 4th Annual SC7 Expedition a documentary will be produced as the team traverses the state from the mountains to the sea. This documentary will explore how South Carolina is emerging as a model successfully bridging conservation and commerce. Youth Villages is the purveyor of the Intercept Model that provides intensive stabilization work with families who have a youth at-risk of an out-of-home placement due to serious family conflict, child welfare involvement, mental health issues or serious behaviors (including substance abuse, defiance, runaway, truancy, etc.). The program also provides reunification support for youth who recently have been placed outside the home. The Intercept program can prevent a child from entering a foster care or residential placement that are often costly and unnecessary. The work is done through intensive in-home parenting skills and mental health services for children (birth to their 18th birthday) and their families to address serious emotional and behavioral problems, including trauma and abuse/neglect. Agency performed an internet search and reviewed documentation from that provider that states The Intercept model is the property of Youth Villages, and Youth Villages is the exclusive purveyor of the Intercept model.

The South Carolina Department of Corrections Intends to Sole Source with MODERN SYSTEMS for contract services related to the modernization of mainframe application systems, comprised of ADS/O interactive and COBOL batch applications using an IDMS database. Phase 1 of the project will be to conduct a detailed application assessment. Potential future phases will include automated conversion of database records and applications from ADS/O – COBOL – IDMS to a Java or .Net – SQL database – Azure GCC deployment, starting with a proof of concept and continuing if successful to progressively more complex and mission critical applications.

In accordance with Sole Source Section 1560 in the District’s procurement code, School District Five of Lexington and Richland Counties intends to award, without competition, a contract to Palmetto Controls, Inc., to remove and replace existing obsolete HVAC control components at four schools. The scope of work will consist of removing and replacing existing controllers and components with Siemens equipment compatible with the Desigo Optic Enterprise Web Interface used by the District.
The South Carolina Department of Education (SCDE) intends to secure a contract with Level Data, to provide data validation, workflow, and integration services for FY24.
The SCDE receives data elements from each South Carolina School District through a statewide Student Information System (SIS). To improve the overall quality of that data, SCDE must validate it. Level Data implements data validation and processing rules that ensure that important and required data are entered correctly at the school district level through the SIS. Level Data accomplishes this through their Data Correction and Validation screening capabilities. Level Data is the only company that is able to provide this type of data integration service in a manner which will not violate existing support agreements with the current statewide SIS provider, PowerSchool. Data is validated in many applications separate from the SIS including, but not limited to Transportation, Assessment, Special Education, Textbook and Food/Nutrition Management. Without a data integration service these data must be typed into both the application system and the PowerSchool system by district personnel. This duplicate entry process is time consuming and prone to data entry errors.
Level Data allows data to be easily collected and processed for quality and accuracy for State and Federal reporting purposes. Integration and storage of data is unique to Level Data for SCDE, which must comply with the SCDE Security and Data Storage policies related to the storage and use of personally identifiable information (PII), protection on the Family Educational Rights and Privacy Act (FERPA), and protections under the Health Insurance Portability and Accountability Act (HIPAA).
Integrating these systems through one validation process decreases the volume of erroneous data that SCDE receives, decreases the data reporting response time for school level performance reports, and saves our school districts resources, including time and money.

SCDHHS, in consultation with CMS, has chosen the MarkLogic products as the data storage technology at the core of the Medicaid Enterprise System (MES). The MarkLogic contract is a sole source approved by CMS letter SC-2019-05-21 dated July 11, 2019. Competitive solicitations for MarkLogic consulting services were attempted, but the responses were not considered as responsive and/or capable of providing the expertise necessary to satisfy program requirements. SCDHHS considers the services delivered by MarkLogic to be invaluable and crucial to success of the Medicaid Enterprise System (MES), and by extension, the implementation of all enterprise applications. SCDHHS requires professional consulting services directly from the creator of the technology to support ongoing production operations as well as planned development efforts. MarkLogic consultants have unique proprietary expertise that is required by SCDHHS to assist with complex architectural designs, programming techniques, testing strategies, infrastructure configuration, and performance optimization. Only the creator of the technology has the proprietary knowledge and expertise to provide such sophisticated consultations. In addition, SCDHHS requires expedited issue resolution and product customizations that only MarkLogic engineers can provide. No other vendor has access to MarkLogic proprietary source code and internal design specifications, so no other vendor can provide the level of support required by the MES program to meet enterprise delivery commitments and other performance obligations. SCDHS is requesting an extension of the contract end date from June 30, 2023 to June 30, 2024.
Clemson University intends to sole source the purchase of an R1 Research Combine from Gary W. Clem/Almaco. Rotary Cylinder technology is required to process green stems and maintains higher moisture content producing higher integrity in research results. Almaco is the only manufacturer that uses rotary cylinder technology.

The hardware and software components of the system are proprietary to Idemia, and no other vendors are authorized to perform maintenance and support services on the MBIS AFIS system.

Proviso 1.107 (SDE: Dyslexia Screener), included in Part 1B Section 1 of the FY 2022–2023 Appropriations Act requires that the South Carolina Department of Education provide funding in the amount of $1,500,000 to establish the Learning Ally - USC Literacy Screener Pilot Project. In partnership with the State Department of Education, Learning Ally will deliver a dyslexia screener validation program to locally validate assessment assets for students in grades K-1 and 3.
The South Carolina Department of Education (SCDE) intends to secure a contract with PowerSchool Group LLC, to provide a Student Information System (SIS), Ed-Fi Integration Maintenance, SIS Hosting, Ecollect Forms, and consulting for the 2023-2024 school year. This contract will not exceed $6,750,000.00 for over 759,000 students in South Carolina.
The Every Student Succeeds Act (ESSA) requires data collection and reporting of data. The current Student Information System is the foundation of the data import process and this provides the stable set of data tables. The myriad of new data points being collected in conjunction with a new SIS at this time would put an extreme hardship on school districts. The disruption to the normal function of the district would render data quality extremely questionable. Currently many other systems have been developed at state expense to interconnect with this particular solution. Compatibility of this solution is the paramount consideration for this particular procurement.
The South Carolina Department of Education (SCDE) intends to secure a contract with Family Connections of SC, Inc to provide services, including technical assistance, professional development, bilingual resources, awareness campaigns, and identification and wraparound services for students with disabilities experiencing homelessness across the state. The total potential contract value is $1,000,000.00.
Family Connections is the only known organization with statewide infrastructure that provides curriculum-based family-to-family support for family members with disabilities through federally designated Parent Training and Information Centers.
This is a report from 05/28/2023: IBM is the current vendor providing the Services for SCDHHS. These Services will transition to a competitively procured contract for Hosting/Infrastructure and Operations and Enhancements (O&E) Services under solicitation #5400021308 once awarded and implementation is completed. SCDHHS seeks to extend this Contract until new contract is operational. IBM is currently the only vendor that can provide these services without interruption until the O&E contract is operational.

The Medical University of South Carolina (MUSC), Information Solutions in accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Ellucian Incorporated.
Information Solutions is requesting the yearly software and partner renewal of MUSC Enterprise Term License Agreement. The yearly maintenance covers ESSA Software.
The ESSA Software covers our existing portal software which is an electronic repository for curriculum vitae for all faculties of all the colleges of MUSC. This database application allows us to format the data that is required for the colleges as well as standard curriculum vitae format for MUSC. Ellucian, Inc., (formerly Datatel) is the manufacturer and has no distributors for their software.
