Planned Service Agreement for a period of one year beginning 1 July 2023 for the Building Maintenance System located at the Joint Armed Forces Reserve Center to provide software updates, annual license renewal, programming support and repairs/replacement of controllers for individual mechanical units.

The Metasys software system is a proprietary software program owned and maintained by Johnson Controls, Inc.  Additionally, JCI will not maintain warranties of any controllers or servers that are repaired by third parties.

Contracted services will include comprehensive and operational inspections to include routine checks of equipment for wear and tear, preventative maintenance and calibrations on the equipment controllers, supervisory controllers and severs in the Metasys system, and equipment controllers for VAV boxes.

The Building Maintenance System (BMS) installed to control the mechanical systems at the JAFRC is a proprietary software program developed and maintained by Johnson Controls (JCI).  The system requires routine software updates/ patches and annual registration costs, that can only be performed by licensed technicians employed by JCI.

In compliance with notice requirements in Section 11-35-1560(A) of the South Carolina Consolidated Procurement Code, SCDSS, Division of Early Care and Education is announcing a Sole Source award to procure provision of strategic guidance, development, and implementation of an alternative methodology and cost setting activities that lead to enhanced methods of Child Care Development Fund (CCDF) subsidy rate setting. The P5 Strategies has used their expertise to develop a proprietary cost-modeling process for payment of child care services. This is based in part on their integral work with the US Office of Child Care (OCC) to develop an online tool (Provider Cost of Care Quality Calculator) house at OCC to assist states with understanding the cost of quality child care and using it to inform rate settings. Only three states have received federal approval to set child care services based on cost rather than market rate surveys. P5S has the distinction of regularly being called upon by federal technical assistance centers regarding the child care market, cost mode development, alternative methodology, and rate settings. No other vendor services will meet the need of the agency because P5 Strategies led the cost model development process for each of those states. Therefore, the use of P5S' cost-modeling process is advantageous to state.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the South Carolina Department of Juvenile Justice (DJJ) to award without competition a sole source contract in accordance with Regulation 19-445.2105 (B) (5) : DJJ proposes to procure (1) Fire alarm system at the SCDJJ Coastal Evaluation Center. The system will include a replacement panel, (2) annunciators and (1) NAC panel. (1) Provide and install new Simplex 4100ES CPU for the current fire control panel located in the Pearl Building. The current Simplex 4100U is now at end of life and all sales have been discontinued. (1) Provide and install new Simplex 4007ES Fire Alarm control panel to replace the current Simplex 4001 FACP for the Data Building. The current 4001 FACP was placed in the end of life status for all parts and support in 2003. (3) Provide and install new Simplex 4010 ES Fire Alarm Control Panels to replace the current Simplex 4010 FACP. The current 4010 FACP was installed in 2003 and was manufactured from 1999 to 2010 when it was discontinued from production for new fire panel sales. It was placed in the "end of life" status for all parts, software upgrades and support in February 2020. These will be installed in the Birchwood School, Voc-Building and in the Building 3019.

The program also provides reunification support for youth who recently have been placed outside the home. The Intercept program can prevent a child from entering a foster care or residential placement that are often costly and unnecessary. PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
