The South Carolina Institute of Innovation and Information (SCIII), in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to with Subscription People. The total potential value the contract is approximately $69,270. The anticipated contract duration is 07/26/2023 until 07/24/2026.

The South Carolina Institute of Innovation and Information (SCIII), intends to procure Consortia Manager.  Consortia Manager is a unique product in the market place in that it provides an electronic management system built specifically for consortia to manage high-volume workflows used in the administration of e-resource subscriptions for multiple libraries.

SCDHHS is seeking to contract with UNC for the purchase and provision of consultation, training and subscription software services related to the Assertive Community Treatment (ACT) provider evaluations. The selected fidelity measure is the Tool for Measurement of ACT (TMACT: Monroe-DeVta, Moser & Teague, 2013).   UNC is the owner and developer of the TMACT which is the only tool available to perform a nuanced measure of the ACT program fidelity and UNC is the only option for states on the east coast to provide the necessary training for the use of the TMACT tool.   The use of the TMACT is of paramount importance to enable SCDHHS to have the needed confidence in the results to be able to accurately and appropriately ilnk reimbursement rates to fidelity scores.

Clemson currently uses the Phantom T1340 Camera system in their 20' tunnel used to test the impact of turbulence on laser propagation, but further research requirements are demanding that Clemson to build a Shack-Hartmann sensor which requires another high speed, high resolution camera, and in order to maintain research continuity and reuse existing software another Phantom T1340 is required to give Clemson the full picture of phase irradiance profile of the laser.  This will also allow Clemson to use algorithms already developed for the initial phase of this research.  The Phantom T1340 is only available from Vision Research therefore Clemson is requesting that this be considered a sole source.

Clemson University's Advanced Material Research Laboratories seeks to sole source a Pro Line PVD200 thin film disposition system from Kurt J Lesker Company. Our research project requires to put highly accurate high reflection (HR) and anti-reflection (AR) coatings on the facets of laser diodes. But due to the temperature various during the deposition process, the film refractive index changes, which leads to HR/AR coating errors. KJL’s coating system is the only one that will integrate real-time thin film coating reflectivity measurement with the e-beam evaporation process. This function is the key and only method to obtain the required accuracy of HR/AR coatings required for our research. For these reasons, this is a sole source procurement.

Clemson University's CUICAR facility seeks to sole source an automated off-road vehicle for the vehicle autonomy research and experiments in the Virtual Prototyping of Ground Systems (VIPR-GS) Center. The research requires the following: (1) a drive-by-wire automated vehicle and Polaris RZR Turbo R 4 is most highly requested due to its high power and speed on off-road; (2) autonomy software kit for autonomous driving functions; and (3) supporting Robot Operating System (ROS) which the VIPR-GS center and sponsor are using in their vehicle autonomy stacks. The DataSpeed’s automated RZR vehicle is the only commercially available product on the market which is an automated POLARIS RZR Turbo R 4, has a vehicle autonomy software kit, and supports ROS. This purchase includes the vehicle, warranty, Dataspeed By-Wire kit, all hardware and software, installation, sensors, cameras and shipping.  For these reasons, this is a sole source procurement.

These fire alarms and smoke detectors were installed by SimplexGrinnell and maintained by this vendor (3) and only SimplexGrinnell factory trained personnel are authorized to program and service the SMPL Software, which is a propriety software program that drives the Simplex addressable panels. Anyone other than trained SimplexGrinnell personnel attempting to access this software will void any and all warranties. Systems CPU also require periodic reprogramming and only authorized SimplexGrinnell service rep can perform these services. In addition, SimplexGrinnell is the sole provider that can order replacement parts and devices directly from their factory, certify parts for warranty, and provide re-certification of proper system operation after installation. Only Simplex repair parts may be utilized with this system as parts from other manufacturers are not compatible. This sole source covers alarm & detection monitoring and alarm testing and inspection services including repair parts.

In accordance with Sole Source Section 1560 in the District’s procurement code, School District Five of Lexington and Richland Counties intends to award, without competition, a contract to Sprinturf, LLC to make and sew in universal lacrosse lines at Dutch Fork and Irmo High School stadium fields. Sprinturf was awarded the contract for the installation of new turf at both school stadiums and the turfs were installed in June and November of 2022. Sprinturf provided a 10-year warranty on the new turfs and in order not to void the warranties, no other vendor can  sew in the lacrosse lines.

The Medical University of South Carolina (MUSC), Office Research Administration with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Getinge USA Sales, LLC. The Department of Office of Vice-President for Research (OVPR) is requesting to renew Annual Preventative Maintenance Agreement with Getinge US Sales, LLC, to service the Getinge Sterilization Units, housed in the MUSC Children's Research Institute Building, Drug Discovery Building and Strom Thurmond Building. The sterilization units manufactured by Getinge are critical to various research laboratories located on the University campus.  Getinge is the manufacturer and sole authorized dealer of their equipment. To keep the equipment fully operational and to maintain the warranty the maintenance must be performed by Getinge trained technicians who have the expertise to accomplish these tasks.

The University and the City of Clemson have recently been partnering on several mutually beneficial objectives. City administrators brought to the attention University Facilities’ staff that students were making heavy use of the Pickleball courts at Nettles Park, since the general student population no longer has the opportunity to use the Athletic tennis courts for recreation. The City already has plans to build four dedicated courts at Nettles Park and asked if the University would be willing to join in the expansion. Concurrently, the Special Olympics program approached President Clements with concern that the University could no longer provide courts for their use. After discussing with all parties, the University has committed to providing $250,000 to the City of Clemson to construct four additional courts, resulting in a total addition of eight. These will be available for community, student and Special Olympics use. The project, already under design by the City, will be executed through City procurement procedures. The University is providing only funding and guidance. As this project is occurring on property owned by the City of Clemson, there are no other units that could provide this project. Therfore this is a sole source.

The South Carolina Office of Resilience (SCOR) project D30-N015-MJ /IP-21-1006-01, Isle of Palms Stormwater Infrastructure project requires Tidal wetland mitigation credits. The credits are required because the project will, in part, take place in, and result in some disturbance of tidal wetlands. 2.588 Tidal Wetland Mitigation credits will be purchased. At least one-half (1.294) of the required credits must be restoration/non-buffer enhancement credits. In addition, no more than one-half (1.294) of the required mitigation credits may be preservation credits.
