The South Carolina Department of Health & Environmental Control (DHEC) is seeking qualified vendors to provide one (1) year maintenance contract, Silver Level Extended Return-to-Factory Warranty, for ORTEC mobile gamma detectors to include labor, material, and return shipping. Vendor must be able to provide guaranteed up to one site visit per year for a maximum of three days on site for technical assistance related to the counting lab systems or whole-body counting systems, including hardware troubleshooting and maintenance, software training, etc. Must also include all travel expenses and transportation. Must have the technical knowledge to assist with ORTEC software questions or troubleshoot ORTEC hardware. Must not be at risk of providing services that could void the current warranty.

Clemson University's Advanced Materials Research Laboratory seeks to sole source a dual beam optical monitor from All Scientific. The research requires highly accurate high reflection (HR) and anti-reflection (AR) coatings on the facets of laser diodes. However, due to the temperature varying during the deposition process, the film refractive index changes which leads to HR/AR coating errors. The Intelematics IL570-3 DUAL BEAM OPTICAL MONITOR is the only system that could be integrated with a coating system to provide real-time thin film coating reflectivity measurement with ebeam evaporation process. This function is the key and only method to obtain the required accuracy of HR/AR coatings and can be fitted to the existing Kurt J Lesker Coating System previously purchased. This equipment can only be purchased thru All Scientific as they are the only US distributor for Intelematic products. For these reasons, this is a sole source.
Clemson University's Civil Engineering Department seeks to purchase a hydraulic demonstration channel from Engineering Laboratory Design, Inc. This equipment is custom designed, and will be added to existing Engineeering Laboratory Design equipment currently in use for research in the laboratory. The pieces to be purchased need to be identical to the existing equipment. Engineering Laboratory Equipment is the only supplier that can provide this custom equipment, and cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source.

Access to simulation activities at Prisma Health-Upstate Simulation Center which include the cardiac and trauma simulators (which are not available in the GTC simulation center) and simulation scenarios located on the collaboration’s shared drive that can be utilized in the GTC simulation center. The Prisma Health-Upstate Simulation Center is part of the SC Simulation Collaborative connecting MUSC, USC, GHSC and GTC.
Winthrop University entered into an Emergency Procurement contract with Walk2Campus 8/7/2023-5/30/24 for temporary housing. The University has recently taken 2 dorms offline and is now currently experiencing increased demand for on-campus housing. Walk2Campus, which is adjacent to campus and has the number of furnished apartments needed to increase our housing capacity thereby allowing Winthrop to accommodate and retain our students.
City of Clemson, Clemson University, and SCDOT The intersection at Old Stone Church Road and Cherry Road needs improvement for safety. The planed improved intersection would include turn lanes, the addition of a traffic signal, pedestrian signals, crosswalks, and will accommodate pedestrian features to provide crossings for a future, planned multi-use path project. The University bid the project on January 19, 2023 and received no bids. Construction responsibility was transferred to the City of Clemson. Clemson will pay $530,000 of the $1,410,927.84

Emergency procurement was utilized due to health and safety issues. The ceiling clean up, restoration and remediation in approximately 10 rooms at Hilton Head Island High School. Hazardous material from from a rodent infestation in the ceiling. School resumes on August 21, 2023 and the school must be ready to receive students without a health or safety risk to students, parents or staff.
Break-in and Vandalism at Hilton Head Island Middle School. Fire extinguishers were discharged througout the building resulting in sedimentaiton and fall out residue thorughout the 90,000 sq foot building. A containmnet area established and all boxes, desks, furniture, fixtures, equipment etc. must be removed and cleaned. All electronics, instruments, textiles, unifroms, fitness equipment, smart boards, etc mus be evaluated and cleaned. Duct cleaning is occuring as well. School resumes on August 21, 2023 and the school must be ready to receive students without the risk of health and safety to students, parents and staff.

The Consolidated Appropriations Act, 2023, provides state Medicaid agencies with a date of April 1, 2023 to resume the standard eligibility redetermination process. April 2023 will begin a 14-month unwinding period, during which annual redeterminations for the state’s 1.5 million beneficiaries must be initiated during the first 12 months with redetermination processing completed in 14 months. Due to the limited time available to identify and select a vendor that is able to provide the needed staff resources quickly with the state’s resumption of redetermination processing on April 1, 2023; the selected vendor’s ability to recruit qualified staff from an identified pool of candidates in the state; as well as the selected vendor’s demonstrated ability to provide this service in multiple other states, this vendor was chosen.
The South Carolina Department of Education (SCDE) intends to purchase a license to report Lexile® and Quantile® measures for the 2023-24 school year. The license will be purchased from MetaMetrics, Inc., of Durham, North Carolina. MetaMetrics, Inc. is the sole source for this product. The value of the agreement will be $315,000. The data files for statewide assessments include student Lexile and Quantiles scores. Under the Consolidated State Plan as approved on May 3, 2018, these scores are included in accountability calculations.

The Center for Human Genetics uses the Equipment at Greenwood Genetic Center for research purposes. The NovaSeq 6000 equipment is used for sequencing data for the Center of Human Genetics. The manufacturer, Illumina, conducts yearly maintenance. The Center of Human Genetics is responsible for paying the Greenwood Genetic Center for this service. The maintenance service must be conducted by factory trained Illumina technicians and cannot be performed by any other manufacturer. For these reasons, this is a sole source procurement.

The University of South Carolina, in accordance with Section 11-35-1560(A) of the SC Consolidated Procurement Code intends to sole source to IBM Corporation for Congos Software Maintenance and Support.
Clemson University's Bioengineering department seeks to sole source a TA Instruments DSC 250 digital scanning calorimeter. This Digital Scanning Calorimeter equipment will be used to measure thermal properties of tissues treated with different cryoprotectants during cooling from the room temperature to cryogenitc temperatures as low as -180C degree, with a high temperature accurary of +/- 0.05C deg. Based on three products from different vendors, only the DISCOVERY DSC 250 from TA Instruments and DSC8000 from Perkin Elmer have these specific capacities. In contrast, Mettlor Toledo's DSC 3 can only cool down to -150C and have a lower temperature accuracy of +/-0.2C deg . For consistency in our research and continuity of research data previously recorded, it is essential to replace the equipment from the same vendor as the DSC (TA Instruments) as used in my previous study. The DSC 250's ability to meet the necessary cooling temperature and accuracy requirements along with ensuring continuity of research data ensures that we can conduct our research effectively and without delay. For these reasons, this is a sole source procurement.
SCDSS entered into an Emergency Procurement contract with Open Hearts Healthcare LLC on 4/1/23. Term dates of the contract are 4/1/23 to 3/31/24. The contract had a potential total value of $200,000. Following the issuance of the contract, SCDSS’s service needs from Open Hearts Healthcare LLC drastically increased. Open Hearts Healthcare began providing ongoing CNA services at the Coastal Autism Academy Group Care 3 facility. They are providing 24/7 staffing support to ensure placement stability of a population of very high needs youth in this residential setting, while the facility addresses staffing shortages. This has rapidly depleted the funds in the Emergency contract. A Fixed Price Bid Solicitation will be issued in calendar year 2023 and it is expected that Open Hearts will enter into this contract. However, additional funds are needed in this emergency contract to cover the length of time that it may take until they are contracting with SCDSS under the Fixed Price contract. The Permanency Management Division requested $800,000, additional funding for this contract to ensure DSS can continue to have access to this provider’s services.
The South Carolina Department of Veteran’s Affairs, in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source contract to Chesapeake Specialty Equipment LLC. SCDHHS seeks to contract with ID.me for an identity verification and account management solution for the SCDHHS Member Management System (MMS) Citizen Portal, to replace the out-of-the-box account management solution provided by Curam Social Program Management. The solution must be able to provide IAL2-level identity proofing and pass verified identity information to the MMS for purposes of matching to existing Medicaid member records; the solution must provide support for user account management and self-service (i.e. we should be able to completely outsource the support of accounts to the vendor); and the solution must be able to integrate with MMS via industry standards for authentication. ID.me is the only service/vendor that was able to meet all three of our primary requirements. ID.me also offers video chat, in-person, and self-service online verification which was a differentiator between their service and other ID proofing services and will help ensure we can ID proof as many clients as possible, ensuring the maximum number of members can gain access to our online services.
Winthrop University intents to sole source EAB Global for Financial Optimization Services on the basis of EAB's live simulation model is propriety and not available from any other firms
Winthrop need to upgrade Gamewell fire alarm system due to failing and obsolete repair parts. Johnson Controls, former Simplex Grinnell, is the vendor for the central campus fire alarm system. In order to be compatible with and communicate efficiently with the front end system for global reporting, the new equipment will need to be a Johnson Control system.
SCSU is seeking to purchase replacement parts for existing playground sets. These parts are needed to be in compliance with requirements set forth by SCDSS and impacts the safety of CDLC students using the playground. The existing set is manufactured by GameTime and as such, the parts must be the same brand. Currently, the only dealer found for these parts is in this territory is Cunningham Recreation in Charlotte, NC. This purchase is not subject to protest. The South Carolina Department of Education (SCDE) intends to secure a contract with Education Analytics for proprietary professional development and software application for the Marzano Research’s Teacher as Researcher process. EA is the only technology partner supporting Marzano Research. Strategy Clearinghouse and Strategy Workshop are complementary products for identifying and measuring the impact of short cycle process improvement at the classroom level. The anticipated value of this contract for statewide usage is $1,235,000 and will not exceed one year.

The South Carolina Department of Corrections Intends to Sole Source with GreenGas for contract services related to the potential installation of a project at the Wateree Dairy Farm to produce Renewable Natural Gas (RNG). Working with the SC Department of Agricultural GreenGas has built and is currently operating several RNG facilities within SC and has a proven track record of success. This project can be fully funded and operated by GreenGas, which owns and operates all the necessary infrastructure, including the only RNG injection point in SC. Currently cow manure is processed in an open lagoon at Wateree releasing methane into the atmosphere. SCDC kitchen food waste from institutions is transported to the landfill. By processing the dairy manure and aggregating food waste at Wateree in an anaerobic tank digester, Wateree would become a centralized Renewable Gas production facility. GreenGas would be responsible for operations and maintenance of the equipment including transportation, labor and management of the food aggregation to Wateree. SCDC would invest no upfront capitol. GreenGas would provide to SCDC the grinder pump, anaerobic digester tank, gas cleanup system, site work/engineering, gas compressor and transportation equipment to the Georgetown, SC injection point. A project start date will be determined after JBRC approval. GreenGas has done research and complied data on the area. SCDC has not found any other vendor producing RNG from both cow manure and food waste. In addition, GreenGas owns and operates the only RNG injection point in SC.

The Instrument includes unique hardware components controlled by specific software programs that allow the Instrument to function.
Sole Source Justification:
Bruker Scientific is the sole manufacturer and sole authorized service provider for this instrument. Bruker equipment is unique in configuration and technology. All parts used in this equipment are exclusively manufactured by or for Bruker. No other company has detailed knowledge of the proprietary materials, engineering design and process which are employed in the manufacturing of this equipment.
All services are performed and maintained by Bruker employees only. They are the only authorized supplier of factory trained service support, parts, software/firmware updates and patches for their instrumentation.

PROTESTS (MAY 2019): If you are aggrieved in connection with the intended award of this contract, you may be entitled to protest, but only as provided in §11-35-4210. This notice of intent is not a request for competitive proposals. The South Carolina Governor's School for Arts and Humanities, in accordance with South Carolina Procurement Code, Section 11-35-1570 and regulation 19-445.2110, is providing public notice of the award of an emergency contract to McCarter Mechanical Inc. The total potential value the contract is approximately 98,731.00.
This procurement is for the emergency replacement of a boiler and associated installation services. The lack of a functional boiler did not allow for students to perform personal hygiene and the Contractor was the lowest quote received and the fastest delivery and installation period.

To provide therapeutic foster care services to children in SCDSS foster care system. Pursuant to the conditions of the Michelle H. lawsuit, other placement types (e.g., Group Homes) are deemed inappropriate for our children because they do not meet the standard of least-restrictive, family-like settings, while the services described in this justification do. SCDSS must continue providing services for children. At this time, contracts resulting from a solicitation have not been awarded so these emergency contracts are required to avoid a legally unacceptable gap in services. DSS has selected these providers because they meet licensure requirements required by law before foster care placement in South Carolina.
