Clemson University seeks to sole source an Agilent 8890-7000D GCMSMS. The reason for sole sourcing this equipment is by necessity - the laboratory is looking to retain the highest degree of research continuity possible so that our regulatory-specified results are as accurate and compliant as possible. The subject instrument is an Agilent 8890 GC. This is the exact same instrument that currently processes the front-end analysis of our sample analytical results as found on our existing Agilent 8890-7000D GCMSMS. In order to achieve parallel and congruent testing, we need to pair the existing GCMSMS with its identical front-end GC which will then be equipped with both electron capture (ECD) and flame ionization (FID) detectors in order to have comparison capability to the mass spectrometer on the GCMSMS. Under regulatory functioning, it is necessary to prescreen analytes of interest with unknown sample concentration and confirm the regulatory data obtained with a compatible analytical method and instrument to our existing GC/MS/MS. We want to eliminate as many determinant errors as possible in our analytical processes to achieve the highest degree of reported analytical reliability by using the same equipment. This equipment cannot be purchase through any other reseller or distributor. For these reasons, this is a sole source.

This has rapidly depleted the funds in the Emergency contract. A Fixed Price Bid Solicitation will be issued in calendar year 2023 and it is expected that Open Hearts will enter into this contract. However, additional funds are needed in this emergency contract to cover the length of time that it may take until they are contracting with SCDSS under the Fixed Price contract.
