SCDSS staff are often responding to emergency situations with children and families at all hours of the day and night. Doing so can put them at risk especially when investigating allegations of abuse, conducting home visits, or transporting youth. These situations are becoming more frequent; therefore, the agency wants to provide quick access to a Personal Safety Device that can request 24/7 emergency assistance when needed. This Personal Safety Device must not solely be an app but also a device on the agency’s issued cell phone that can be activated by touch only. Agency reviewed a number of devices but none had the capability of attaching to the phone to each individual working on the front-line that will connect to Bluetooth to transmit an alert to the company. Katana Safety was the only device in our market research that match this description and capability for ease of use. Katana also has a patent to their phone activated alarm and accessory. Quick-access personal safety device must be attached directly to an agency issued iPhone and have both an audible and silent alarm; The quick-access device must not require regular charging, rather have a “lifetime” battery for the expected life of the device; When activated, the device must trigger the licensed 24/7 PERS without the need for the user to unlock the phone’s locked screen.     If you are aggrieved in connection with the award of the contract, you may be entitled to protest, but only as provided in Section 11-35-4210. Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer, Material Management Office within the time provided.

Within a separate SmartCop COTS product named “Mobile Forms Administrator,” there exists a feature – called “Edit Rules” – that allows the agency to write simple code that can catch the most obvious and egregious errors within a form before the form ever leaves the front-line LEO’s laptop. The purpose of this contract is to fully describe these if/then/else/or/and variations to SmartCop so that they, in turn, can craft the SQL-based code necessary to catch these complex errors. The goals of this contract are to: reduce the number of errors within our forms by leveraging SQL-based code, reduce the amount of human man-hours involved in manually reviewing a report, rejecting it for correction, manually correcting it, and then manually re-checking it after correction, increase the accuracy of the data we provide to our partners and stakeholders, and lessen the administrative burden – and thereby increase the job satisfaction – of our front-line and supervisory LEOs.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

SCDPS’ State Transport Police (STP) is charged with the responsibility of enforcing all commercial motor vehicle regulations and laws. In addition to enforcement, STP’s objective is to prevent accidents, remove unsafe drivers and vehicles from our roads, protect our environment from hazardous materials being transported in our roadways and preventing the premature deterioration of our roads and bridges through the STP Size and Weight Enforcement Program. STP received federal funds to implement new technology to effectively monitor commercial motor vehicle traffic. The portable weigh in motion system offered by Intelligent Structures, Inc. will allow officers to screen and identify problematic vehicles at different locations as needed, photos of vehicles which are identified through FMCSA real-time data in the same manner that our current fixed facility systems, I-85 and I-95, screens vehicles for inspection based on several factors to identify which vehicle officers should be applying their efforts toward to improve safety. This allows officers to focus their inspection efforts on unsafe carriers and vehicles. The system is also capable of linking to SCDOT weigh in motion scales which are permanently affixed in 19 locations throughout the state. Linking to these systems provides data on times of day, overweight vehicles and traffic volumes in the area. This allows size and weight enforcement to be conducted in the prescribed area as needed, thus reducing road degradation. A portable weigh station provides greater flexibility and efficiency in monitoring and regulating truck weights.
