Youth has severe mental health concerns that requires a specialized and restrictive program regimen to meet her needs. The youth’s needs cannot be successfully met in a psychiatric residential treatment facility (PRTF) as the youth’s behaviors are deemed more behavioral than psychiatric. In state group home facilities have declined admission of the youth which prompted a search to secure an out of state facility willing to offer services to the youth. The permanency plan for the youth is to provide rehabilitation with Group Care III services to prepare the youth for the prospect of being reunified with relatives. In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Bruker Scientific LLC for the purchase of a maintenance and upgrade agreement.
Purpose and Objectives: The Department of Drug Discovery & Biomedical Sciences’ Mass Spectrometer (F/A #83193578, S/N# 182526510154) needs additional equipment repairs, replacements, and upgrades to make this instrument functional again and advance the research mission of the department. This requires the expertise of service personnel from the manufacturer, Bruker Scientific LLC, as they do not outsource service support in the United States.
Sole Source Justification: All services and upgrades are performed and maintained by Bruker employees only. They are the only authorized supplier of factory trained service support, parts, software/firmware updates and patches for their instrumentation. In addition, the use of any other vendor to perform these services would void the warranty on the instrument and expose MUSC to significant future charges.
Bruker Scientific LLC is the sole manufacturer and sole authorized service provider for this instrument.

Horry County School District (HCSD) Learning Services intends to secure a contract with OverDrive Inc. to provide digital library services that enable schools to lend popular ebooks, digital audiobooks, streaming video, digital magazines, access to local public library and required curriculum books to authorized users via a single platform student reading app (Sora). Provides a robust reading data in the aggregate and student level with data points such as reading sessions, average time per book, and books open. Educators will use report information to verify that the students are engaging with required books through platform or use data to adjust intervention strategies for readers who need support. The digital library services provided by OverDrive Inc., is specified in the grant approved by the State Program. The OverDrive library works only with the Sora application that HCSD is currently running on all one-to-one devices on the district network which is integral to the Learning Services Performance. OverDrive, Inc. utilizes a proprietary browser-based formats for digital content for OverDrive ebooks and OverDrive Listen for audiobooks. OverDrive integrates with the HCSD SSO platform.

The JCI Metasys System controls all of MUSC’s major facilities operating and monitoring systems entity-wide, such as HVAC, lighting, sensors, control modules, valves, etc. The JCI Metasys System is a proprietary system of JCI and must be maintained and serviced by JCI-certified technicians. The system is critical to the daily operations of the MUSC Enterprise for environmental monitoring and control systems.
