Participation in this program allows DJJ to national information that helps identify, monitor and change conditions of confinement and treatment services in residential facilities and programs using national standards.
HVAC units at Irmo Elementary School failed in August when classroom temperatures exceeded 80 degrees. Heavy-duty portable HVAC units were needed immediately so that students could remain in school. There were no state contract vendors who had the heavy-duty rentals available at the time of the equipment failure. Replacement parts for the failed equipment would not be available for approximately 8 weeks.

This agency proposes to procure consulting services to update the established compensation system, pay methodology, and performance management process as a sole source procurement from Korn Ferry. This proprietary methodology has been used to update the system and pay methodology since its inception. Korn Ferry’s (formerly Hay Group) unique knowledge of South Carolina’s compensation system and pay methodology sets them apart as the premier entity to continue their work for the state and to update our antiquated performance management process. The Agency Head Salary Commission aims to use the performance management process as a tool each year to expand on the reviewed salary structure done by Korn Ferry every three to five years. The current performance management process is outdated and has therefore been underutilized and ineffective. The performance management process is integrally connected to the current salary structure and pay system and it is essential that they link together for the benefit of providing the most useful and applicable results possible. The services being sought through this procurement will update the current salary structure and pay system which were last reviewed by Korn Ferry in 2020. In coordination with the pay structure study, an update to the outdated performance management system will also be performed. South Carolina’s current compensation system and pay methodology was created using Korn Ferry’s unique, proprietary job measurement, methodology for executive compensation and agency head pay systems. Korn Ferry has conducted this analysis every three to five years since 1975. Their knowledge of the state’s agencies, agency heads, General Assembly leadership, and pay structure appropriately sets them apart to complete a review and update to the performance management process. The two projects are integrally connected, and it is necessary that they are done in conjunction with one another in order to provide the most cost-effective and streamlined approach that will maximize the effectiveness of both projects.

SCETV intends to procure extended warranties on television transmitters. Basis of Sole Source:
The MUSC Hollings Cancer Center purchased the BD Biosciences FACSAria III flow cytometry system, asset number 83195556, s/n 633702002535, from BD Biosciences with purchase order FA485383NT on June 24, 2022. BD Biosciences does not certify third party service providers to perform maintenance on their instruments. BD Biosciences is the sole manufacturer and service provider.
As there are no other vendors authorized to sell this system, this has been deemed by the Procurement Officer to be the only contractor that can fulfill the listed requirements which meets MUSC’s specific needs.

Hanover Research Council, LLC will conduct a customized brand awareness survey and provide a software subscription to their software that allows access to researchers, an online library of previously commissioned studies, and dashboards for specific institutional data obtained through the survey.
Clemson University intends to sole source the renewal of our Ionwave License renewal. This purchase is to be sole sourced because it is that Ionwave is the only company that can support this software which is the software that drives the Clemson Online Bidding System and has been in use at Clemson for more than 10 years. Ionwave currently provides the university with a Clemson branded application, full cusomtization, and all the custom modules that have been developed by Clemson over the past 10+ years. The total price of all software to be ordered is this contract is $77,000, which includes all the software license and the annual maintenance/support, as well as free trials of any new modules as Clemson chooses to trial.
