The Medical University of South Carolina’s (MUSC) Department of Engineering and Facilities (E&F) has requested emergency fuel delivery services from Colonial Fuel and Lubricant Service, Inc.  Our current provider has canceled our recent order as MUSC prepares for a “Curtailment” from Dominion Energy.  Curtailment is the temporary interruption of our natural gas supply per our agreement with Dominion Energy forcing us to use diesel to fuel our boiler plant during inclement weather.  Once notified of curtailment, fuel must start arriving 24 hours after the curtailment notification which presents the need to enter into an Emergency Procurement with a local fuel vendor—Colonial Fuel and Lubricant Services, Inc.  MUSC must be functional at all times and is mandated to maintain 96 hours of reserve which means the fuel delivery is critical for our operations.  Access to fuel is vital for operation on our campus, and any interruption in fuel delivery could be catastrophic.  This emergency procurement will be in effect until January 31, 2024 while State Procurement procures a State Term Contract for our Zone for tank wagon transport services.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Molecular Devices, LLC for the purchase of a Fluorescent Imaging Plate Reader (FLIPR) Penta System.

Purpose and Objectives: The Department of Pathology and Laboratory Medicine needs this specific high-throughput cellular screening system for use by the South Carolina Alzheimer's Disease Research Center (ADRC) cellular and molecular biomarker core to perform real-time quantitative optical screening for cell-based kinetic assays to measure multiple types of signaling occurring at multiple levels within cells that drive cell functions. 

The FLIPR will be used to analyze a broad array of human and animal cells of interest to investigators. This will include various genetically modified cells to address disease pathology, as well as induced pluripotent stem cells (iPSCs) derived from brain bank isolated donor cells from patients with neurodegenerative disease. The iPSCs can be induced to become different types of brain cells containing the individual genetic differences that may influence disease generation and progression. This will allow tremendous opportunities to understand the neurodegenerative disease processes and the effects of specific differences due to genetic or environmental effects.

Sole Source Justification:  Current MUSC researchers, who will be participating in the ADRC, have requested the FLIPR Penta for use in explements planned to support NIH grant applications. This includes a number of molecules and mechanisms that they are accessing their roles in neurodegenerative disease processes. Examples include modified GPCR cytokine ligands and receptors such as CXCL12 and CXCR4/ACKR3, discovering the molecules driving aging and Alzheimer’s disease CNS cell associated senescence and the related signaling systems, growth factor neuregulin-1 (NRG1) and its erbB receptors related to multiple neurodegenerative disorders.

The FLIPR Penta System is the only instrument that provides investigators with the ability to analyze this variety of cellular applications with the simple scalability and adaptability needed by the ADRC to perform the analysis of neurodegenerative disorders.

The Fluorescent Imaging Plate Reader (FLIPR) Penta System is solely manufactured, distributed and serviced by Molecular Devices, LLC.

The South Carolina Department of Agriculture (SCDA) hereby provides notice, pursuant to the authority of SC Code 11-35-1560 and SC Regulation 19-445-2105, that it intends to award without competition a contract to Pemberton Fabricators for the purchase of one (1) 25 gallon and one (1) 100 gallon LP prover and trailer. The provers are used to test liquid propane meters to ensure equipment selling propane is accurate in calibration. Pemberton's LP trailer and provers are built to NIST Handbook 105-4, standards for LPG and Anydrous Ammonia Volumetric Provers and constructed in accordance with ASME Section VIII Dvi. 1 pressure vessel code. Pemberton Fabricators is the only manufacturer of NIST standard provers, NIST is the accreditating body of the SCDA Metrology Lab and the standards followed by SCDA's weights and measures inspectors in the field.

Sole Source Justification: Pathologist’s use multiple pieces of equipment throughout the department in order to make clinical diagnosis and render patient care. Utilization of the same brand, make, and model of equipment serviced and configured by the same vendor removes variability, which may hinder accurate diagnosis of patient samples causing patient harm.  Support of these systems is also critical so diagnosis and testing are not delayed. All the other digital pathology scanners in the Department of Pathology and Laboratory Medicine are similar models serviced by the same vendor.

 

The Philips Image Management System offers scalability and tiered storage options to support initial system design while allowing growth and support for multiple locations.  The system supports integration with Laboratory Information System as well as image analysis software. A Software Development Kit and Application Programming Interface allows for custom software development for artificial intelligence applications and other productions by allowing access to and extraction of digital pathology images. Multi-site harmonization, as well as image extraction are supported. The Informatics Division in the Department of Pathology and Laboratory Medicine will be supporting the ADRC and have utilized the tools above on our current clinical digital pathology systems. 

 

Other manufacturer's microscopes introduce unacceptable variety into the configuration and operation of the scope allowing for potential errors in diagnosis.

 

Philips Healthcare is the sole manufacturer and distributor of the Philips IntelliSite Pathology Solution System.

The Medical University of South Carolina’s (MUSC) Department of Engineering and Facilities (E&F) has requested emergency fuel delivery services from Colonial Fuel and Lubricant Service, Inc.  Our current provider has canceled our recent order as MUSC prepares for the possibility of “Curtailment” from Dominion Energy.  Curtailment is the temporary interruption of our natural gas supply per our agreement with Dominion Energy forcing us to use diesel to fuel our boiler plant during inclement weather.  Once notified of curtailment, fuel needs to start arriving 24 hours after the curtailment notification, which presents the need to enter into an Emergency Procurement with a local fuel vendor—Colonial Fuel and Lubricant Services, Inc.  MUSC must be functional at all times, which means the fuel delivery is critical for our operations.  Access to fuel is vital for operation on our campus, and any interruption in fuel delivery could be catastrophic.

The purpose of this Agreement is to utilize NOAA’s Coastal Geospatial Service Contract (CGSC) vehicle to develop and obtain high resolution land cover for the state of South Caroina, and the watershed areas within GA, VA, and NC that drain into and throughout South Carolina. This data will be provided to the state and is consistent with NOAA standards and format as part of their Coastal Change Analysis Program. This data will be used by NOAA and served out publicly, through the Digital Coast website, as part of the C-CAP data holdings. The Coastal Change Analysis Program nationally standardizes raster-based inventories of land cover for the coastal areas of the U.S. Data derived through the Coastal Change Analysis Program, from the analysis of multiple dates of remotely sensed imagery. The use of standardized data and procedures assures consistency through time and across geographies. C-CAP data forms the coastal expression of the National Land Cover Database (NLCD) and the A-16 land cover theme of the National Spatial Data Infrastructure. Through this contract, not only will SCOR’s planning benefit from the data, but also the information gap as identified with state agency collaboration will be remedied through the public use of the acquired data.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Roche Diagnostics Corporation for the purchase of a two Ventana Discovery Ultra autostainers, service and reagents.

Purpose and Objectives: The Translational Science Laboratory Shared Resource (TSL SR) at Hollings Cancer Center needs to increase its throughput capacity and turnaround time for all levels of multiplex immunofluorescent staining, or “mIF”, projects. The TSL SR offers a unique multiplex immunofluorescent staining service for users that requires both scalability and flexibility due to the diversity of projects as well as the volume of slides to be stained for each project. Due to the increased number of requests for services from other departments, which is requiring the use of the Department’s current Ventana Discovery Ultra autostainer, and the high level of usage by the department itself, it is resulting in more frequent maintenance needs for the machine.  

Sole Source Justification:  The Roche Ventana Discovery Ultra autostainer offers both scalability (up to 30 slides at once) and flexibility (more than 4 different protocols running simultaneously), which makes it the only commercially available platform with this combination of attributes.  Importantly, the flexibility and scalability of this autostainer does not compromise the quality of data generated.  Because the department already has and uses one of these autostainers, they are positioned to quickly implement the new equipment to its full potential once it is installed.

No other manufacturers offer an autostainer which meets the criteria listed above and is compatible with existing equipment. Roche Diagnostics is offering a direct trade-in for the departments current autostainer (SN#: 319549/ FA#: 83194054), discount on a second unit and yearly services.

Roche Diagnostics is the sole manufacturer and distributor of the BenchMark Discovery Series, and all the associated reagents and consumables. Additionally, the service of the family of systems must be performed by Roche Diagnostics trained service engineers, or the warranty for this instrument is rendered null and void.

The South Carolina Public Employee Benefit Authority (PEBA) and ASIFlex, the incumbent contractor, have entered into a two-year emergency contract for Third Party Administration of the State Flexible Benefits Program.  The emergency contract will expire no later than December 31, 2025.  Part of PEBA’s mission is direct responsibility for the State Health Plan.  As part of this plan, PEBA offers a flexible benefits plan that includes an IRS-approved program for medical spending accounts, limited-use medical spending accounts, and dependent care accounts.  In order to provide the more than 28,000 members with an IRS-approved program for the new plan year beginning January 1, 2024, PEBA has engaged the incumbent contractor to continue services through December 31, 2025.  This timeframe limits disruption to the more than 800 employers under the State Health Plan and allows PEBA ample time to resolicit for these services through normal channels.

Currently, the process for placing a deposit and being placed on a waiting list is taking many months. With this contract, the State has priority status.
