South Carolina Dept of Health & Environmental Control (DHEC) has entered into a one-year emergency contract with ScriptguideRX to provide Pharmacy Benefit Management services for ADAP dispensing pharmaceuticals to non-insured DHEC clients. The contract includes a period for transition, for an approximate 15-month contract period.
Clemson University's Bioengineering department seeks to sole source the purchase of a Dual Belt Compact End-to-End with Incline, instrumented treadmill. This particular treadmill with incline/decline capabilities, fore-aft dual belts, and instrumented force plates for 3D ground reaction force measurements is required for the research being conducted in the laboratory. This equipment is necessary to do inverse dynamics analysis of walking for extended periods of time, which is fundamental to doing human movement biomechanics research, a pillar of my research lab. I am collecting this data on older adults in a pilot study to bolster external grant proposals funding researching at the intersection of healthy aging and gait biomechanics. In a separate project, I will use this treadmill to study how injured athletes adapt their gait to offload injured joints/tissues. This is in collaboration with orthopedic surgeons, athletic trainers and physical therapists in PRISMA Health and Clemson University Athletics. A dual belt treadmill is required to appropriately capture the individual loads on each foot during double stance phase of gait. Without dual belts, inverse dynamics cannot be done. There are two options: side by side dual belts or fore-aft dual belts. Side by side belts are undesirable because they encourage a wider than normal stance width which introduces an artifact that influences experimental results. Fore-aft belts are thus the preferred mechanism. AMTI has a patent on the fore-aft dual belt treadmill that precludes other vendors from offering the same technology. Fore-aft dual belt treadmills are only available with AMTI and are not available for purchase from any other reseller or distributors. For these reasons, this are a sole source.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Arizona State University (ASU).
BASIS OF SOLE SOURCE:
Dr. Ho with MUSC Hollings Cancer Center Hematology and Medical Oncology is requesting the services of Yvette Ruiz of ASU for the next 2-5 years to continue ongoing research. Yvette and Dr. Ho have been in collaboration for 11 years in SETD2 biology, CRISPR edited cell lines, QSOX1 biology, and regulatory T cells. Their ongoing research involves synthetic lethal screens and T cell regulation, resulting in patents (10894034, 11391726) crucial for unique assays and experiments exclusive to ASU.
Yvette's responsibilities include generating SETD2 isogenic cell lines, performing phenotype screenings, maintaining clones, and screening MHC bound peptides. Her expertise in biosafety-accessible lab procedures is vital. Failure to secure this contract jeopardizes NIH and DOD grants (e.g., Cayuse A24-0157-001, A24-0158-001, A24-0111-001, A24-0251-001) essential for MUSC's funding, risking a significant loss in grants, funding for Hollings Cancer Center, and potential future opportunities for the principal investigator.
No other existing group can meet our requirements.

Therapeutic services are being secured to prepare the youth for adoption and integrate the youth adoptively into the home of their kinship caregiver. The family is a licensed family with Children Choice of Maryland, specifically to pursue adoption of the youth. It was determine that Children Choice of Maryland service arrays closely matched our expectations of services to be rendered and to achieve the goal of a finalized adoption. It is essential to procure these therapeutic services to ensure that the youth safely stabilize and receive treatment at the appropriate level of care to transition into adoptive placement.

Clemson University's Chemistry Department seeks to sole source a Quantum Design MPMS3 SQUID Magnetometer with DC Scan and related accessories. The research program requesting this equipment focuses on designing and developing quantum materials – a special class of materials that display unique physical properties that cannot be explained by classical models. Developments in quantum materials could be a game changer for humanity by advancing science, technologies, environment conservation, national security, and healthcare. However, it is challenging to characterize the physical properties of the materials, especially when approaching a quantum regime with very small magnetic moments. Thus, it requires a sensitivity of <1 x 10-8 emu and capabilities for measuring magnetic, resistivity, and optical properties as a function of temperature and magnetic field. It is believed that the MPMS3 SQUID is the only equipment that has the required sensitivity and capabilities. Some manufacturers exist for just one or two of the desired options. However, no other manufacturer exists that incorporates all the options into a single instrument. Quantum Design, Inc. is the sole manufacturer of the DC SQUID and the equipment cannot be purchased from any other reseller or distributor. For these reasons, this is a sole source procurement.
