The Enrollment Broker provides services for SCDHHS in accordance with the provisions and requirements set forth in Title XIX and Title XXI of the Social Security Act, 42 CFR 438 and the South Carolina Code of Laws, their attendant regulations, guidelines, and policies. The South Carolina Healthy Connections Medicaid program requires Beneficiaries to enroll in a Managed Care Organization for the purposes of managing their medical care. The Enrollment Broker receives files containing Medicaid eligibility records and completes the services required to enroll Medicaid members into Managed Care Organizations. To ensure compliance and continuity, the uninterrupted continuation of these services is critical and of paramount importance until a new solicitation is issued and a contract is awarded and operational. Failure to provide the services would impact Medicaid recipients’ ability to receive care. SCDHHS is planning a strategic change to move the current Member Contact Model to a new unified service center strategy to provide improved Medicaid customer and contact center services, which has been approved by the Centers for Medicare & Medicaid Services. SCDHHS will soon release a competitive Request for Proposals (RFP) to procure the unified customer service center. The sole source will allow the Agency to transition to the new contract without disruption of services to Medicaid applicants and beneficiaries.
Replace a broken sewage line under Building 105 (Student Center) that required closure of the building.
The Medical University of South Carolina (MUSC), Department of Engineering & Facilities (E&F) in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code, and in accordance with Regulation 19-445.2110 is announcing the award of an emergency procurement to Blue Collars, LLC for emergency plumbing/sewer services. Toilets and showers at the Alumni House and Wellness Center Buildings have been closed since January 17, 2024, due to an unknown sewer blockage impacting both buildings. Blue Collars was contacted to assess the issue. After significant tracing and digging in collaboration with the City of Charleston Sewer Department, they located a buried manhole in the Alumni House parking lot that MUSC was unaware of. The manhole had multiple tree roots growing into it and was blocked with large pieces of asphalt; due to this significant blockage, sewage accumulated under the buildings. The blockage threatens public health and must be repaired to prevent further contamination.

Clemson University's Electron Microscopes Laboratory seeks to sole source a service agreement with Physical Electronics. The EM Facility owns the VersaProbe X-ray Photoelectron Spectroscopy (XPS) instrument manufactured by Physical Electronics. Clemson also owns the TOF-SIMS instrument from Physical Electronics at the Electron Microscope Facility. These instruments are used together to give us the ability to transfer samples without exposure to ambient conditions. EM Facility currently has the Maintenance Agreement with this vendor, and we need to continue this. Physical Electronics is the only company that sells, manufactures and maintains this specialized equipment, and is the only one that can provide the factory certified technicians to perform any of the service and maintenance required on the equipment. Therefore, this is a sole source procurement.
Clemson University's Electron Microscope Laboratory seeks to sole source a 3 year maintenance agreement with Oxford Instruments through 2028. Clemson currently owns Oxford equipment at the Electron Microscope Facility, including several Oxford Electron Microscopes and Detectors. Oxford is the only vendor with trained technicians capable of providing the ongoing maintenance support for this equipment. No other vendors can sell parts, service, or provide the factory trained technicians to service this equipment. For these reasons, this is a sole source procurement.
The SC Department of Education (SCDE) will pay upfit charges for space related to a Café / Canteen area of the new SCDE building located in West Columbia. As required by the lease between SFM DOE QOZB Property LLC and SCDE, the landlord shall construct and make all required up fit to the Demised premises in accordance with Tenant’s plans and specifications. Pyramid Construction was selected by the Landlord to construct the building. Plans and specifications were required by the builder and are approved by the SCDE and the SC Commission for the Blind (SCCB). The building is still under construction. Upfit charges will be reimbursed in full by the SCCB upon completion of upfit related to 3,661 square feet of the building.

South Carolina Department of Health & Environmental Control (DHEC) seeks to purchase by sole source eleven (11) hand-held SciAps X-550 Pb HUD/EPA Lead Paint Analyzers for use by DHEC’s Division of Food and Lead Risk Assessments. Offeror's analyzers must not require a radioactive source for safer use in homes of children with an elevated blood lead level and must have an approved HUD/EPA PCS (Performance Characteristics Sheet). The lack of a radioactive source eliminates the need for extended down time for source replacement, frequent leak testing on the analyzers, and health risks to those who use and are exposed to the existing radioactive source analyzers in use by the Division.
Clemson University, in accordance with South Carolina Procurement Code, Section 11-35-1560 and regulation 19-445.2105, is providing public notice of the intent to award a sole source agreement to Schnabel Engineering. Clemson University intends to procure professional services to complete the design work for repairs to Dargan’s Pond Dam which was breached in 2016. The project was placed on hold for an extended period and is being re-started, and this agreement will allow Schnabel Engineering to complete its work as the engineer of record.

South Carolina Department of Health & Environmental Control (DHEC) seeks to purchase by sole source two (2) FIALabInstruments FIAlyzer-2000 systems for use in DHEC’s Division of Analytical and Radiological Environmental Services laboratory. As an Inorganic Chemistry laboratory, the systems will be used to test both drinking water and wastewater samples according to Environmental Protection Agency methodology using existing Standard Operating Procedures. Hardware and software must be compatible with HACH Lachat QuikChem 8500 instrumentation currently in use, and EPA protocol for testing drinking water and wastewater samples. Purchase of the systems includes a trade-in of a HACH 4 Channel Lachat QC8500 and a HACH 3 Channel Lachat QC8500, installation, on-site training, shipping, and 2-year maintenance agreement.

The South Carolina Department of Health and Environmental Control (DHEC) intends to procure services for professional development and content, and fiscal agent services from Lowcountry Area Health Education Centers (AHEC). This contract will expire on June 30, 2024. AHEC is a non-profit that identifies the educational needs of healthcare professionals and provides educational programs designed to enhance clinical skills, address ongoing emerging health trends, and help professionals maintain their licensure and certifications with school nursing in mind. Lowcountry AHEC will also act as the fiscal agent for conferences and web-based productions. SCDHEC needs a multifaceted partner to be the fiscal agent, the content developer, have capacity to provide Continuing Education Credits (CEU) to school nurses, have experience with the school nurse professional development needs, and have the ability to market the products to school nurses. Lowcountry AHEC is uniquely positioned to provide all of those services. The total estimated dollar amount is $250,000.
South Carolina Dept of Health & Environmental Control (DHEC) seeks to purchase via sole source Qiagen QuantiFERON-TB Gold test kits, reagents, and supplies to be used with an existing Qiagen LIAISON XL instrument in DHEC's Public Health Laboratory for tuberculosis contact investigations. The purpose of this emergency procurement is to secure services to recondition the District's football helmets after the 2023 football season. These services must be performed by an NOCSAE certified and licensed reconditioner. We require helmets to be inspected and reconditioned after every season for the safety of our student athletes.

The college wishes to procure the Amatrol Centrifugal Pumps learning system, Pneumatic learning system and the Hydraulic learning system to utilize in classroom instruction at the college’s main campus. The pump trainers will assist students with the understanding centrifugal, diaphragm, peristaltic and other related operational processes. The pneumatic learning systems will include the basic with double sided A-frame bench, electro, intermediate and advanced. The hydraulic will include a troubleshooting system and a hand tool package for training. The pump, pneumatic and hydraulic learning systems contain self-paced or lecture-lab guides for student and instructors. The curriculum includes learning objectives and industry skills. The learning systems will be used in the Mechatronics Technology program.
