The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

A HIPAA compliant web-based system that facilitates the full collaboration across the continuum from triage, to consultation, to clinical treatment recommendations, to automated follow-up and analytics for program reporting.  A multifactorial data platform, which provides higher precision measurement-based care by incorporating ongoing patient-reported symptoms along with validated standardized measures will be provided.  Other features are: a 360-degree view of each patient, ensuring all providers have access to the same patient data; ability to manage referrals in cases where patients need to transition to direct treatment from the psychiatrist; ability to connect to the various databases to enter drugs, prescriptions, and supplements Includes the interfaces for DSM-5 symptoms and diagnosis; and live call triage. The Trayt.Health system is essential to the successful state wide implementation of the HRSA funded grant, Youth Access to Psychiatry Program (YAP-P) expiring 9/29/26. The Trayt.Health system is specifically built to include the performance measure dashboards, templates, and reporting necessary for HRSA grant reporting and for the quality assurance and improvement processes specific to PMHCAs. The unique product includes pre-built workflows designed for PMHCA consultation lines, reports to track grant progress on consultations, trainings and resource utilization with the ability to make calls and utilize a library of resources right from the platform. The Trayt.Health system is also continuously improving to meet the needs set forth by HRSA and by the ongoing maturation needs of PMHCAs across the country, at no additional cost or effort on the part of the enrolled PMHCAs. With our research and guidance from national experts from JBS International and the NNCPAP, Trayt.Health is the only virtual platform that provides the customized system product and ongoing support to meet HRSA reporting requirements for PMCHAs. Many other states with similar grants are using the Trayt.Health system or switching to it.  Building out a custom system with Salesforce would be more costly and time consuming to implement, and would require additional costs and significant staff time to maintain and update based on our team’s research and feedback from other grantees.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

The Medical University of South Carolina (MUSC), Dept. of Education Innovation & Student Life, with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award, without competition, a sole source contract to Panopto Inc. for a 5-year software license renewal of the Panopto EDU cloud-based video management system.

Panopto seamlessly integrates with MUSC’s Learning Management System (Brightspace LMS) which is used across the University for our faculty and student population. Panopto’s integration means the faculty can create the folder within the Brightspace course and it will automatically pull the student and faculty data into Panopto. This system is unique because it can deliver desktop imagery, camera and audio, full motion video recordings without the need of any other hardware device except the computer used for the presentation.  Panopto is a sole source product, manufactured, sold and distributed exclusively by Panopto Inc.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at singlewa@musc.edu no later than August 5, 2024 (10:30 a.m. EST). Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Procurement Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
