Student Access Testing Kaplan (CIPP) model provides a comprehensive framework for evaluating nursing programs, addressing needs, strategies, activities, and outcomes. Key aspects of evaluation include monitoring student progress, assessing learning outcomes, and gathering feedback from stakeholders such as students, faculty, and clinical partners. Evaluation methods should be both formative and summative, incorporating standardized tests, clinical performance assessments, and graduate surveys. The evaluation process should align with accreditation standards and regulatory requirements while also reflecting the program's unique goals and context. Regular review and adjustment of the evaluation plan ensure its ongoing relevance and effectiveness. To maintain objectivity and comprehensiveness, nursing programs benefit from utilizing external resources and standardized testing programs to supplement their evaluation efforts and prepare students for licensure examinations. Given our historical use of Kaplan and the CIPP model, and the need to maintain consistency in requirements and standards, Kaplan is a sole source provider, as changing providers would disrupt our established evaluation processes and impact our accreditation status and student outcomes.

SCDHHS is seeking to contract with UNC for the purchase and provision of consultation, training and subscription software services related to the Assertive Community Treatment (ACT) provider evaluations. The selected fidelity measure is the Tool for Measurement of ACT (TMACT: Monroe-DeVta, Moser & Teague, 2013). UNC is the owner and developer of the TMACT which is the only tool available to perform a nuanced measure of the ACT program fidelity and UNC is the only option for states on the east coast to provide the necessary training for the use of the TMACT tool. The use of the TMACT is of paramount importance to enable SCDHHS to have the needed confidence in the results to be able to accurately and appropriately link reimbursement rates to fidelity scores.

Clemson University seeks to sole source the purchase of a Leica RTC 360 scanner.  These Leica scanners require significant training, and utilize proprietary software.  The Department currently has an older version of this equipment and have previously developed training materials and workflows for labs on the Leica system which the University must maintain.  The additional systems must be used on the same Leica software platform.  Thus, the University must purchase the model which is most similar to the old one that we have in use in order to maintain continuity between existing equipment and previously obtained research data and workflows.  Leica utilizes regional distributors and must be purchased through the Leica surveying equipment distribution network.  For these reasons, this is a sole source.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of The Medical University of South Carolina (MUSC), Hollings Cancer to award without competition, a sole source contract to Miltenyi Biotec for the purchase of the Gentle MACS Octo Dissociator with Heaters and accessories.

Purpose and Objectives: The Medical University of South Carolina (MUSC) Hollings Cancer Center needs a gentleMACs tissue dissociator to separate tumor tissue from surrounding normal tissue from human or mouse tumors. This is needed by HCC to create patient derived xenografts for the purposes of NIH grant funding and to perform research using tumors derived from human or mouse tissue. If the product is not obtained, they will not be able to fulfill a funded NIH grant proposing to study human kidney tumors, Miltenyi Biotec Inc. is the only provider with a gentleMACs tissue dissociator compatible with kidney tissue with a proprietary kit designed to remove kidney tumors from the surrounding stroma in a closed system. The advantage of a closed system is the decreased risk for infection to the laboratory given the use in patient derived tissue.

Sole Source Justification: Gentle Macs Octo Dissociator with Heaters is uniquely suited to meet the Department’s specific needs of their research for several reasons The gentleMACS Tubes bear a unique rotor/stator system for the gentle and efficient tissue dissociation or homogenization. No other manufacturer currently has a system that can meet all the department’s requirements listed above. Miltenyi Biotec is the sole manufacturer and distributor of the Gentle MACS Octo Dissociator with Heaters. MUSC is declaring this a sole source purchase in accordance with the South Carolina Consolidated Code 11-35-1560.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at Johnscor@musc.edu no later than January 22, 2025 (12:00 p.m EST). Telephone responses will not be accepted. Services to modify the existing SC Vital Records and Statistics Integrated Information System (SC VRSIIS) to introduce Marriage and Divorce modules, fully integrated with existing modules.  The SC VRSIIS was originally purchased from Genesis Systems through a competitive bid process.  Genesis Systems is the sole developer of this software system and has exclusive rights to the source code.

The Agency hereby provides notice that it entered into an emergency contract per S.C. Code Ann. §11-35-1570 with Vendor for the following supplies, services, information technology, or construction:

The agency must provide services to stabilize youth in their home who are at imminent risk of entering foster care. Richland county and other counties across the state are experiencing a placement crisis for children entering care who have complex behavioral health issues. Evidence-based prevention services are needed to ameliorate conditions present that would contribute to children entering care and prevent the exacerbation of current emergency circumstances of the Department.
