SafeSpect integration to Mobile Forms UCC. SmartCop will develop a method within the Mobile Forms UCC that provides the STP officer (while online) with a means to query and return SafeSpect inspection data for reuse within UCC as part of the UCC ticket issuance process. This method will work while the STP officer has connectivity as it requires real time query access to SafeSpect using the query parameters defined in the SafeSpect API (i.e. DOT #, inspection #, etc.) SmartCOP will also ensure SafeSpect data is properly parsed for reuse within the UCC. SmartCOP will also develop a method for STP users (while online) to query SafeSpect directly through the MCT. This will be a simple query based on SafeSpect API query parameters that will return inspection data within MCT for STP officer viewing.

INTENT TO SOLE SOURCE with Johnstone Supply for HVAC Supplies for all Patient and Staff Areas. Due to the age of the facilities that SCDMH maintains, parts used for repair and maintenance are difficult to locate. Johnstone Supply is the only vendor that provides  these items needed to keep these buildings operable. Johnstone supplies typically purchased are electric motors, fan coil parts, heat strips and contactors for HVAC equipment. Due to the cost of some of these items we are continually going over the preferred dollar amount. What maintenance ends up doing is hiring a vendor that goes to Johnstone Supply to get the same parts we would purchase and charge us a supply fee which ends up costing the agency more money in the long run. This being the reason why we would like to Sole Source Johnstone Supply. SCDMH have researched local vendors and no one other than Johnstone Supply provides the parts due to the age of the equipment.

The Medical University of South Carolina (MUSC) and Engineering and Facilities Management (E&F) in accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, intends to award without competition, a sole source contract to Trane US Inc. for the repair of chiller number 1 circuit #1 at building 148.  The chiller was unable to be repaired at an earlier date due to the rodent damage to the wiring and Drive on circuit #1 Circuit #2 has since developed a refrigerant leak and needed to be placed out of service as soon as possible to locate the leak and repair the leak that is required (EPA) Environmental Protection Act. MUSC shop has located and mitigated the rodent access and needs circuit #1 restored to service.  Trane US Inc. is the current maintenance contractor for the Medical University of South Carolina.  This contract fully covers repairs for all associated MUSC chillers.  Bringing in a third party to conduct the repair would produce a conflict between Trane US and MUSC on the existing contract. Contracting Trane US to complete the repair will continue to hold them liable for the operation of the chiller.

This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide these services must notify the Procurement Officer at singlewa@musc.edu no later than March 27, 2025 (12:00 a.m. EST). Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Procurement Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.

The South Carolina Department of Public Health (DPH) is seeking a qualified vendor to provide one (1) QIAcuity System HEPA/UV Four dPCR platform and one (1) QIAgility liquid handler for the DPH Laboratory. The workflow system of these instruments will be used by the Virology Laboratory section to increase capacity for COVID, flu, and RSV wastewater testing.  The Laboratory already utilizes nanoplate digital PCR for the absolute quantification of COVID, flu, and RSV. Vendor’s instrumentation must have capability to automate DNA/RNA kits for efficient recovery of SARS-CoV2, flu, and RSV and removal of wastewater inhibitors; must be digital PCR that performs a minimum of 26,000 reaction partitioning of a minimum of 84 samples, thermocycling and result imaging on a single fully automated instrument. Vendor’s instruments/system and reagents must be from the same manufacturer and fit with the established workflow of the laboratory.

Clemson University seeks to sole source the purchase of a Automatic Processing/Fusion Station with Cleaver from Thor Labs.  We need to design and fabricate fiber bundles that can sustain >1000 Celsius for our joint DOE project with Wests Virginia University. The bundle diameter has to be ≤ 2mm, and the heat-resistant length has to be ≥ 15 cm. GPX3800 utilizes a filament heating element for heat control which is known to be the most robust mechanism for creating tapered fiber bundles. Thorlabs/Vytran glass processor is the only one in the market with the resistive fusion filament technology with a precise motion and heat controls that has a translation stage distance of  ≥ 15cm.  A large diameter cleaver (LDC401A) shares the same fiber inserts as GPX3800. This ensures the minimal loss of alignment during the transfer of fibers and bundles between the two machines and maximizes the fabrication quality and efficiency.  This equipment can only be purchased from this supplier.  For these reasons, this is a sole source procurement.

Clemson University's Department of Materials Science & Engineering is building up a new
teaching lab in AMIC, which includes state-of-the-art characterization techniques of rheology
properties of polymer, ceramic paste and glass at well-controlled temperatures, which needs to
close to 600 °C for sample glass samples. It is a versatile requirement to try its best to cover as
many kinds of materials as possible under variable conditions with a wide range of rheological
properties to be measured because the equipment is mainly served for teaching purposes. We want
our students to be fully trained in the principles and techniques of rheology characterization.
Specially, we want the equipment to have the following characteristics:
1) We want to handle small samples since our laboratory-scale sample sizes are very small.
For example, we may prepare Sg of ceramic for 3D printing, which allows us to sacrifice
the small sample amount (the smaller the better) for rheological properties measurement.
2) The rheology measurement is very temperature-dependent, and our measurement is
extremely sensitive to temperature variation. Therefore, we want to have a system with
temperature accuracy that is as high as possible.
3) We want to handle glass samples and hope measurements can be done close to 600 oC.
4) We also want to handle some solutions or biomaterials that must be operated at
temperatures lower than -100 oC.
The MCR rheometer is equipped with a high-temperature furnace, which can be as high as
600 oC, which cannot be achieved by other equipment from other vendors.
MCR rheometer can, according to low temperatures, be as low as -160 oC.
In addition, the temperature control accuracy for the MCR rheometer can go down to 0.01
degrees, which meets our requirements very well. For these reasons, this is a sole source procurement.

Clemson University's Materials Science and Engineering Department seeks to sole source the purchase of a Femto Tools iX05 Operando Nanoidenter.  The iXOS nanoindenter is a high-resolution, high-throughput nanomechanical testing system developed and produced by FemtoTools AG. Unlike other nanomechanical testing systems in the same resolution and load range, the iXOS system is intrinsically position-controlled without the need for a force feedback loop. The decided scientific advantages of displacement control over load control in nanomechanical testing are well established in the literature, as displacement control enables to record especially rich nanomechanical phenomena in the force-displacement curves, especially in metals and ceramics. Featuring an intrinsic position control without the need for a force feedback loop and a stiff measurement chain, the iXOS system provides testing conditions that are the closest to an ideal displacement control, hence referred to as true displacement control, while providing also the highest resolution in force and displacement (< 0.l nN and < 0.005 nm both in air or in vacuum, respectively) to capture relevant nanomechanical events. In addition, the iXOS system provides decoupled signals for displacement actuation, displacement sensing and force sensing. It is a decided advantage for dynamic testing such as continuous stiffness measurement {CSM) nanoindentation as the actual phase angle between the displacement and force signals can be measured in order to provide a measure of contact stiffness and contact damping. These signals can all be recorded up to 2 MHz, which is also significantly faster than other systems on the market. To mirror the fast electronics, the dynamic range of the iXOS is also much higher than that of any other nanoindenters currently available. For reference, the load cells of the iXOS offer a dynamic range of up to 100 kHz, while most nanoindenters with comparable resolution levels will feature a dynamic range < 1 kHz. This is critical as it represents the ability of the instrument to record or apply fast variations in the force signal. Finally, the iXOS system features patented force sensors with significantly much higher stiffness (up to 400'000 N/m) than conventional transducers and load cells on other systems. This high axial stiffness greatly increases the mechanical bandwidth of the system, i.e. its capacity to measure fast nanomechanical events, record dynamic properties of materials or perform fast nanoindentation mapping with high data quality. This allows the iXOS instrument to perform fast nanoindentation mapping of properties at unmatched speeds up to > 30 indents/second while operating under true depth control (all indents have the same size regardless of the material) and to perform high-frequency testing under CSM mode (recording continuous profiles of properties as a function of depth) with oscillating frequencies up to 2'500 Hz.  The /XOS system from FemtoTools AG is a versatile testing platform for quantitative nanomechanical measurements and correlation with SEM-based analytical techniques such as EBSD or EDS imaging. The unique features of the IXOS system are required for the study of complex materials microstructures used in advanced photonics, as well as surface properties related to thin films and advanced surface engineering. The properties and mechanical behavior of these complex materials is governed by nanoscafe events and interactions between local crystal structure, focal phase precipitation, as well as local chemical segregation and chemical composition gradients. The unique combination of true displacement control, high resolution and high displacement data acquisition rate of the IXOS system enables to capture individual events during plastic deformation (e. g. nucleation of defects, interactions with defects, slip step activation, shear banding, phase transformation) and to quantify their characteristic force/time signatures. For fracture testing, true displacement control enables not only to quantify stress release during crack initiation, but also to maintain the integrity of specimens during crack propagation in order to quantify crack propagation mechanisms and plot crack resistance curves. This is critical, especially in protective coating applications, as most studies of components integrity rely not only on the measure of fracture toughness, but also on the assessment of crack growth control, which will be critical for the characterization of near-surface plasticity and sur face -to -bulk gradients of properties related to surface engineering processes such as case hardening, boriding, nitriding or shot -peening. Finally, the IX05 also enables a wide range of other tests including micro-pillar compression or micro -cantilever bending using monotonic or dynamic loading conditions up to 2'500 Hz, which will be directly useful for other materials-related research activities at the university level. Finally, the IX05 system provides displacement-controlled experimental results at the nanoscale, which can be directly used as input for computational materials science that are also typically built using displacement-con trolled testing conditions. Featuring a combination of true displacement control, high resolution and high stiffness, the IX05 is the only system on the market enabling the quantitative study of strengthening mechanisms, fine variations in materials properties due to changes in microstructures, and their impact on fracture micromechanics. No other vendor or distributor can provide a system presenting the same combination of capacities in a load range and resolution range that is suitable for nano-/micromechanical characterization as it is planned. Femto Tools AG develops, manufactures and is the sole supplier of the IX05 system in the USA. In addition, the system uses patented force sensing probes that are no t available on other systems. For these reasons, this is a sole source procurement.

Clemson University's Biological Sciences Department seeks to sole source the purchase of a Bruker X4 Poseidon micro_CT Imaging workstation.  This instrument will will be used to expand the research lab’s research potential, another key factor in this early career investigator award.  The requirements of the research are:

1.    Non-destructive 3D x-ray imaging of internal structures within whole animals. This includes imaging of mineralized tissue like bone and, with contrast stains, soft tissues such as muscles
2.    High resolution of < 5 microns given the size of the majority of our samples (a total length of 0.5-5 cm)
3.    An ability to also accommodate large samples up to 10 cm in length and 25 cm in height
4.    An ability to upgrade the camera and x-ray source should future work require additional capabilities
5.    A user-friendly interface and software

Bruker Biospin Corporation is the only provider that offers a uCT system that meets all these needs. In particular, the Poseidon X4 system provides the flexibility to image our small samples at high enough resolution, while also accommodating our large samples. Further, this is the only uCT system on the market that is upgradable in the field, meaning we can purchase additional cameras to add to the system without purchasing an entirely new instrument.  Bruker Biospin Corporation is the exclusive supplier of Bruker uCT imaging equipment, making this equipment not available from any other reseller or distributor.  For these reasons, this is a sole source procurement.
