Scope of Work: Charleston Signature City Large Scale Event Coordination and Planning and Sponsorship Development
Overview
Curiosity, excitement, and momentum are in place to continue building a movement that elevates Charleston and brings national attention to the critical role South Carolina played in winning the American Revolution. A Charleston-focused plan is required to encourage peninsula-wide pride and unity, designed to serve both local residents and outside travelers. Events will take place June 20, 2026- July 5, 2026.
A dedicated public relations and marketing partner is sought to:
- Leverage regional and statewide media and advertising resources from partners such as Explore Charleston, Post and Courier, and South Carolina Parks, Recreation & Tourism (SCPRT).
- Apply local and national expertise to develop a coordinated strategy with SC250.
- Maximize the amplification platforms being developed by Authenticity and other partners.
Key Deliverables
Amplification
- Integrate steering committee partners in pre-event storytelling with local media outlets.
- Engage national influencers with Lowcountry roots as regional brand ambassadors.
- Produce and share behind-the-scenes content and historical storytelling to highlight Charleston’s role.
Programming
- Participate in coordinated regional and national programming, including the State Fair, America’s Field Trip, and America’s Potluck.
- Support and produce original content (e.g., documentary shorts such as Battle of Sullivan’s Island).
- Curate conversations featuring diverse topics and thought leaders.
- Develop new event streams that broaden perceptions beyond the Civil War, attract youth engagement, and build pride among Charlestonians.

Equifax is the largest network of employment agencies at more than 641 million employers connected with them and with the new federal regulations that could cost the State of South Carolina between $70 million and $140 million dollars, this iwas the most advantageous methodology for the benefit and welfare of the agency. The critical economic emergency this procurement responded to includes the major changes to the Supplemental Nutrition Assistance Program (SNAP) under the recently passed budget reconciliation package H.R.1 (aka, One Big Beautiful Bill Act (OBBBA)). Currently, the federal government pays 100% of the cost of SNAP benefits. OBBBA established cost-sharing requirements for states beginning in federal fiscal year 2028. Starting in October 1, 2027, states with a payment error rate (PER) above 6% will be required to cost share in the SNAP benefit payments based on the states PER. This change in the SNAP cost-sharing requirement may have a fiscal impact on South Carolina between $70 million and 140 million annually. The goal of the services provided by Equifax-Employment Verification System is to assist the state in lowering the State Reported SNAP Payment Error rate by accurately reporting a household’s employment status (Employment Verification) and/or income (Income Verification) for the purposes of determining eligibility and benefit allotment for SNAP.

SCDSS is required to ensure that youth in foster care are placed into settings that can be safely meet their needs. Presently, SCDSS does not have an adequate pool of providers who can meet the needs of youth with high levels of emotional, behavioral and developmental needs, resulting in placement instability for youth. Amatrol is currently the exclusive manufacturer of the electrical equipment utilized in our classrooms. This equipment is specifically designed to align with our curriculum. The vendor is supplying two mobile electrical control panel trainers equipped with wheels for easy movement and setup. Each trainer will include a dedicated plug to provide electrical current once the wiring is completed correctly. In addition, the trainers will feature an electrical box with a fuse system to ensure that the current is regulated and operating safely. Introducing new equipment would require significant revisions to the curriculum, along with additional equipment purchases to align with the updated content. Furthermore, we would need to re-order and standardize the equipment across all campuses to ensure consistency in instruction for comparable courses.

The South Carolina Department of Public Health (DPH) intends to procure renewal services for the maintenance, operations, and development and enhancements of new applications for the Public Health Laboratory's existing Rhapsody licenses and CommPoints. Rhapsody is a propriety solution only available from J. Michael Consulting, which is used to integrate clinical lab and disease surveillance equipment and software as well as products, and send required data and reporting to the CDC.

Clemson needs a tool that can be easily adapted and standardized as a primary solution to be used by the University’s 37,000+ constituents while providing opportunity and flexibility to be adapted for the unique needs of a university environment. Some specific requirements we have include:
1) Ability to tier licenses/accounts based on various levels of user needs
2) Advanced use options for the classroom such as the ability for faculty, staff and students to build their own custom GPTs to publish and share publicly, that Admin can control for safe integrations. Additional features focused on students usage beyond just answering questions and can be incorporated into learning and research

4) Built in agentic tools and features that allow unified agent deployment, promoting usability and enabling greater controls
5) Opportunities for strategic collaboration on next generation AI research within STEM
6) Clemson data must stay within an isolated Clemson domain; the AI will not train on Clemson data
Clemson is investing in deeper, custom AI capabilities that go beyond what other universities have purchased, positioning the campus to lead in teaching, operations, and research innovation. ChatGPT is the only LLM in the market that will allow Clemson to achieve its goals for a fast, broad adoption, ability to grow and customize solutions specific to the classroom needs, research or campus business, while also positioning Clemson to be a leader in the higher education space for such a solution. While other LLMs do exist, the breadth of strong results of ChatGPT means Clemson can rely on a single vendor whose models already span the teaching, research, and administrative workloads we anticipate, reducing integration risk as needs evolve. OpenAI is the only provider offering the full, integrated feature stack Clemson requires under a single EDU contract (governed custom agents, multimodal capabilities, advanced tool use, pooled-credit licensing, and institutional data protections) at the scale we need. To be clear, this is not about varying degrees of how well the solution would perform, but rather other solutions simply are not able to meet our requirements. Most importantly, having 19,000+ current users, it would be impossible to drive adoption and deliver on outcomes across the university for another solution. It is basically an embedded base that is the main driver for user adoption. ChatGPT is sold solely by OpenAI as the developer and owner of their proprietary solution. The price we are paying for this contract ($3,089,726) is considered fair and reasonable based on comparison of similar contracts in the marketplace. Therefore this is a sole source.

Our Elevator has broken down again leaving the PAB building in a Non-Compliance state within our ADA requirements as a college. Any handicapped student or faculty will not be able to access anything but the ground floor at this time limiting the required classes needed for offered courses. The SC Department of Public Health issued an emergency PO to allow us time to develop a solicitation. A recent ruling from the Chief Procurement Officer (CPO) at the Division of Procurement Services has found that market research does not support a conclusion that these services are in fact available from only one source. The Division of Procurement Services is investigating the possibility of a statewide term contract for these services. The emergency PO was necessary to prevent a lapse in service for the agency.

Spartanburg School District Two intends to enter into a sole source agreement with Corwin a division of SAGE Publications for the purchase of Visible Learning Certification Training and related professional learning services. Corwin is the exclusive provider of the Visible Learning framework, which is based on the research and intellectual property of Dr. John Hattie, the creator and author of Visible Learning. This proprietary training includes: Face-to-face workshops, Evidence-gathering tools, Coaching and implementation support, and Evaluation services. Visible Learning refers specifically to a research-based educational system change model, and Corwin holds the exclusive rights to deliver certification and associated professional development aligned with this framework. This is for three schools. This is for Cohort 1 to go through year 2 of the Visible Learning Schools award process and Cohort 2 to go through year 3 of the Visible Learning Schools award process. The agency must provide services to stabilize youth in their home who are at imminent risk of entering foster care. Richland county and other counties across the state are experiencing a placement crisis for children entering care who have complex behavioral health issues. Evidence-based prevention services are needed to ameliorate conditions present that would contribute to children entering care and prevent the exacerbation of current emergency circumstances of the Department.
