Skytec, LLC has developed a predictive model for wetlands on a statewide scale that can document the locations and extents of wetlands throughout the state. This model is imperative given development pressures and the uncertainty regarding their jurisdictional status post the Sackett Decision. Skytec, LLC.'s technology partners are unlike any others in that it is with Planet Labs, Microsoft, and ESRI. Using Microsoft's Planetary Computer, a global, open-access geospatial data platform that serves over 50 petabytes of Earth observation and climate data, Skytec's Wetland Screening Tool enables rapid detection of potential wetland areas with precision and scalability. Following the Resilience Plan in creating a South Carolina Wetland Screening tool to help create a more resilient state, this state of the art product is conducting ground breaking work at the statewide scale for the first time. Presently, the most comprehensive dataset regarding wetlands SCOR can access is from the National Wetlands Inventory (NWI), which is 40-50 years old. This is vastly outdated and does not reflect the current wetland inventory of the state. Because of the unique technology partnerships, size and quantity capability, and first of its kind to successfully conduct a statewide scale for wetland predictive modeling. Skytec is the only known group that can meet the agency's need to inventory and develop a predictive model of South Carolina's wetlands.

The current tasers carried by LUPD officers are old and obsolete, no longer supported by a maintenance contract, and starting to fail. The state of South Carolina has maintained contracts for tasers with Axon Enterprises for a number of years. Currently there is a state contract for the Taser 7 devices, however Lander University has determined that the newest model, Axon’s Taser 10 device is more efficient than the Taser 7 and has a much longer effective range.

Clemson University seeks to sole source the purchase of the Illumina MiSeq i100 Plus System, MiSeq i100 Plus Silver Support Plan, and Freight. The MiSeq sequencer is essential for establishing spatial transcriptomics sequencing capabilities within the Institute for Human Genetics and will be used solely for research purposes. Acquisition from Illumina of additional machines is therefore required to ensure instrument reliability, warranty coverage, and continuity of supported sequencing workflows. The Illumina MiSeq sequencer is manufactured exclusively by Illumina, and Illumina is the only vendor authorized to sell and provide a manufacturer-backed warranty and service support for this instrument. No equivalent equipment from alternative manufacturers is compatible with Illumina sequencing reagents, software, or required service agreements. For these reasons, this is a sole source procurement.

SCDSS is required to ensure that youth in foster care are placed into settings that can be safely meet their needs. Presently, SCDSS does not have an adequate pool of providers who can meet the needs of youth with high levels of emotional, behavioral and developmental needs, resulting in placement instability for youth. SCDSS is procuring the services of Wise Care Services, LLC- Sammy’s Lane to provide group care services to high acuity youth using a small group home model. This will provide more intensive supervision and support than traditional group care. The program will serve youth who are experiencing or are at risk for extreme placement instability.

This planned purchase is for professional services from Genesis Systems to enhance the existing SC Vital Records and Statistics Integrated Information System (SC VRSIIS) by expanding interoperability capabilities within the Genesis Interoperability Module (GIM). The proposed enhancement will enable real-time, bi-directional transmission of Birth and Fetal Death records to the National Center for Health Statistics (NCHS) using HL7 FHIR standards, improving efficiency, data quality, and compliance with evolving federal reporting requirements. Because Genesis owns the proprietary source code for VRSIIS, these enhancements can only be performed by Genesis Systems.

This emergency procurement is for the emergency repair of helicopter N504SL. During a preflight inspection, one of the stainless steel straps in the rotor head was found to eb broken outside of the factory parameters and had to be grounded.

In accordance with §11-35-1560 (A) of the SC Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition, a sole source contract in accordance with Regulation 19-445.2105 (B) (5) to Adobe Inc. for the yearly maintenance and support of MUSC Enterprise Term License Agreement.
Purpose and Objectives: Information Solutions is requesting the yearly maintenance and support of MUSC Enterprise Term License Agreement. The yearly maintenance covers Adobe Acrobat Pro Software. Adobe Acrobat Pro is used to manage Portable Document Format (.pdf) files. Currently .pdf is the standard format for electronic submission of grants for federal funding agencies. MUSC has an existing Enterprise Term License Agreement with Adobe Acrobat Pro.
Sole Source Justification: The offering is not eligible for resell from authorized Adobe business partners and/or resellers.

Clemson requires an academic partner in Genoa that can provide both Architecture and Landscape Architecture students architecture programming specifically crafted to the CU syllabus, and taught in English by faculty/practitioners in Genoa. The project/coursework must flow from one semester to the next and this cannot be replicated or picked up by another supplier. The partner must have sufficient studio space to accommodate up to 20 Clemson students with individual desks; dedicated classroom space; up-to-date printers, plotters and laser cutters; and collaboration space. The provider must offer 24/7 student support. The provider must deliver one or two long (5 days minimum) field studies travel plus at least bi-weekly day trips for the Field Studies course. The provider must have student accommodations for a minimum of 20 students. Accommodations are to include normal furnishings in the bedroom; bathrooms; washer and dryers. An entire private suite must be included in the same building as all other facilities for the professor-in-residence, a CU faculty member appointed by the School of Architecture. Food and meals must be provided for the time students are living on-site in the accommodations and students must have access to use the kitchen. Clemson University has an agreement/Memorandum of Understanding signed August 19, 2010, by the President of Clemson University and the President of the Clemson Advancement Foundation, whereby the CAF will support Clemson administratively for work and administrative contracts required at the Genoa, Italy, facility. No other supplier offers such a program. For these reasons this is determined to be a sole source.
