Clemson University requires repairs to existing fire deployable curtains by Smoke Guard fire curtains. Maxson and Associates is the manufacturer’s representative for Smoke Guard in North Carolina, South Carolina and Georgia. Smoke Guard requires all their equipment to be installed and serviced by factory trained professionals to maintain the manufacturer’s warranty and validity of their UL Fire and Smoke Labels. Maxson and Associates is the only authorized repair entity for these repairs.  For these reasons this is a sole source.

This purchase is justified as a sole source because Tecniplast zebrafish systems are fully compatible with the Aquatic Animal Research Laboratory’s existing aquatic housing infrastructure. We currently operate Tecniplast systems, and all tanks, racks, and components are interchangeable. No other manufacturer offers systems compatible with our existing equipment. This compatibility is critical for animal welfare and emergency preparedness. In the event of a system failure or emergency, tanks can be transferred immediately to other Tecniplast systems without moving or stressing the fish, ensuring continuity of care and minimizing risk of animal loss.  Facility staff are also already trained and experienced in the operation and maintenance of Tecniplast systems. Using the same manufacturer avoids the need for retraining, reduces the risk of error, and ensures consistent husbandry practices. Introducing a different system would increase operational complexity and risk.  For these reasons, this is a sole source.

SCPRT is seeking to perform emergency repairs on a critical pump station located at Kings Mountain State Park. The pump station services the RV Campground, A Hammock Campground, and the Day use areas at Lake Crawford. The pump station is currently having electrical issues and is only able to be ran in manual mode. After numerous attempts to fix the issue, it has been determined that a new electrical switch panel, a redundant sump pump, new wiring and conduit, and some miscellaneous items are necessary for the pump station to function properly. Given the pump station services many critical infrastructure items, SCPRT feels it is in best interest of the agency, and the users of King Mountains State Park to remedy this as soon as possible. Should the pump station shut down, this would greatly affect the operations of Kings Mountain State Park.

Description of the Agency need that this procurement meets: The South Carolina Department of Parks Recreation & Tourism (the "Department") is seeking a qualified architect to provide complete architectural/engineering services for the design and construction of the Department's new welcome center at 1-26 South at the North/South Carolina border (at Landrum). The Department is currently designing a new welcome in North Augusta that successfully meets the programmatic needs and requirements of the Department for its welcome center operations and is ideal for the Landrum location. Additionally, site adapting this design will save time and money, and restore the full welcome center services at Landrum to our State as quickly as possible. The Department is not aware of any other suitable design prepared to meet its special needs and requirements. Therefore, the Department intends to site-adapt the North Augusta Welcome Center design for the Landrum Welcome Center. The architect and architect's consultants for the North Augusta Welcome Center own the license for this design. Therefore, the acquisition of the design is a sole source. Due to liability issues, the North Augusta Welcome Center architect is not willing to sell its license for use elsewhere absent their involvement in the project. Description of market research Agency performed to determine the availability of products or services that would meet the Agency's needs: The Agency's tourism division - based on visitor surveys - stresses the importance of historical and cultural authenticity for those visiting regions within South Carolina and as such, believes that the North Augusta Welcome Center design will impart aesthetic consistency to those visiting the equestrian areas of Aiken and Landrum as both welcome centers would be based off the existing North Augusta Welcome Center's equestrian design. Ultimately, such consistency will enhance the State's "brand".

Description of supplies, construction, information technology, and/or services Vendor will provide under the contract: The requested sole source vendor will provide architectural services associated with the Design-Bid-Build (DBB) delivery method of its Welcome Center Rebuild - Landrum Project. This project entails the demolition of the existing structure and the construction of the new center, as well as the associated site improvements.

Purpose and Objectives: The Department of Medicine, Division of Cardiology at MUSC is requesting purchasing the Vevo F2 Imaging System.  Vevo F2 is the only ultrasound equipment that allows imaging with low and high frequency transducers in animals ranging from small (zebrafish) to large animals (pigs) as well as (potentially) human using the same equipment. The equipment comes with a specialized imaging station that manages the spatial relationship between the animal and transducer (required to obtain images needed for analysis), contains an injection mount for image-guided injections into mouse organs, keeps the animal warm, monitors its physiology, and feeds body signal directly to the instrument. The Vevo F2 also has unique advanced acquisition modes, analysis modes, and hardware. This includes VevoStrain analysis for early detection of changes in cardiac function, Auto LV-an Al-based semiautomated analysis tool, 4D-mode-shown to be very similar to cardiac MRI, VevoCQ, and nonlinear contrast mode-the most sensitive technique for tissue perfusion assessment.  Additionally, we are testing the photoacoustic module of this specific imaging instrument for future purchase. No other equipment to date provides this module.

Sole Source Justification: Authorized the purchase of Vevo F2 Imaging System. FUJIFILM VisualSonics, Inc. (VisualSonics) is the exclusive and only manufacturer of in vivo ultra-high to low frequency linear array micro-ultrasound systems ranging from 71 - 1 MHz for small animal research, including the following products: Vevo LAZR-X20; Vevo LAZR-X; Vevo F2; Vevo F2 LT; Imaging system software, and all other Vevo branded hardware. VisualSonics maintains direct sales, scientific applications, and technical support teams in North America, Europe, and Australia / New Zealand who sell, service, and train customers on the use of all Vevo products. In these direct markets, the above noted products are solely provided by VisualSonics, and are not offered by any other distributor or reseller.

Clemson University seeks to sole source the purchase of an individually ventilated rodent cage from Tecniplast. This purchase includes an Individually Ventilated Cage (IVC) system, including cages and associated components, that is fully compatible with the existing IVC infrastructure currently in use in our facility. This specific IVC system is required to maintain interoperability with our existing caging, racks, and ventilation equipment. Using the same system allows cages and components to remain interchangeable across rooms, ensures consistent airflow and environmental conditions, and supports established animal care procedures. IVC caging is also essential for increasing rodent housing capacity within a limited physical footprint, allowing efficient use of existing facility space. Introducing incompatible equipment would disrupt operations, require additional training, and could compromise animal welfare and process consistency. The required IVC system is proprietary, and only the original manufacturer supplies cages and components designed to be compatible with our existing model. Equipment from other vendors is not designed for this system and would not properly interface with our racks or ventilation units. Use of non‑compatible caging could lead to improper fit, compromised airflow, and potential damage to the IVC system, resulting in increased maintenance costs and risk of equipment failure. For these reasons, only the original supplier can provide the required compatible equipment, justifying this as a sole source purchase.

The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

PROTESTS:
Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the appropriate chief Procurement officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the appropriate chief procurement officer of its intent to protest, may protest to the appropriate chief procurement officer in the manner set forth below within fifteen days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.
A protest must be in writing, filed with the appropriate chief procurement officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the appropriate chief procurement officer within the time provided above. Days are calculated as provided in S.C. Code Ann. §11-35-310(13).
