SCDA received more applications than initially expected and is seeking additional review capacity to complete the remaining initial application reviews and move elegible applications to the next stage of the program process within the target timeline.

The South Carolina Department of Public Health (DPH) intends to procure continuation of services for the maintenance and licensing for Rhapsody Communication Points. Rhapsody (non cloud-based) is a propriety solution only available from J. Michael Consulting, which is used to integrate clinical lab and disease surveillance equipment and software as well as products, and send required data and reporting to the CDC.

The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities (“OIDD” or “Office”) is providing public notice of their procurement, in accordance with South Carolina Procurement Code, Section 11-35-1570 (Emergency procurements; public notice), of services from Correct Care of SC, LLC dba Recovery Solutions is a specialized center that provides housing, psychiatric, therapeutic and inpatient services for those with the most vulnerabilities. The absence of care and placement would jeopardize the consumer’s well-being and poses safety and life threatening concerns. These consumers are unable to be placed in any BHDD/OIDD Centers. Consumers require specialized housing and care conducive to the applicable behavioral levels. OIDD believes it is prudent as consumers are currently residing at Correct Care of SC, LLC dba Recovery Solutions. Due to the impending expiration for care and services with this vendor and the absence of an awarded contract. Recovery Solutions is operating on an extended emergency basis. The Anatomage Table possesses unique, proprietary hardware and software specifications critical to our educational and clinical objectives that are not available through any other manufacturer or distributor. Unlike competing virtual anatomy tables (e.g., Sectra, BodyViz, or Pirogov) that rely heavily on 3D computer-generated CAD/vector models or low-resolution surface renders, the Anatomage Table is built upon actual serial cross-sectional photography of real frozen human bodies (derived from the Visible Human Project and proprietary anatomical captures). The dataset includes real-color, fully segmented human tissue layers, allowing students to trace individual nerves, arterial trees, and tissue structures down to microscopic resolutions in their authentic colors and proportions. Competitors either lack FDA clearance or offer standard 2D multiplanar viewer integrations. Anatomage Inc. is the sole developer, manufacturer, and distributor of the Anatomage Table hardware and software ecosystem. There are no authorized third-party resellers or alternative distributors offering this system in the United States.
Using the Anatomage table will also allow easy installation, maintenance, and interface as Clemson currently operates to 2 additional Anatomage tables across 2 campus locations.
For these reasons this is a sole source.

In accordance with §11-35-1560(A) of the South Carolina Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition a sole source contract in accordance with Regulation 19-445.2105(B)(5) to Laerdal Medical Corp for the purchase of a new Laerdal simulation manikin and associated software compatibility necessary to support the Anesthesia for Nurses (AFN) Program's educational and clinical simulation training activities.
Purpose and Objectives: MUSC intends to award a sole source contract to Laerdal Medical Corporation for the purchase of a new Laerdal simulation manikin and associated software compatibility necessary to support the Anesthesia for Nurses (AFN) Program's educational and clinical simulation training activities. The new Laerdal manikin will support educational and clinical training for approximately 120 students annually and will be used for simulation exercises, skills development, competency assessment, and other curriculum-based learning activities essential to the AFN Program. Laerdal Medical Corporation is the only known source capable of providing a simulator fully compatible with MUSC's existing Laerdal simulation infrastructure.
Sole Source Justification: Laerdal Medical Corporation is the only known source capable of providing a simulator fully compatible with MUSC's existing Laerdal simulation infrastructure. The AFN Program has made a substantial investment in Laerdal hardware, software, faculty training, simulation scenarios, and operational workflows. Transitioning to an alternate manufacturer would require significant retraining of faculty and staff, modification of curriculum and simulation content, and replacement of established processes, resulting in unnecessary costs and operational disruption.

The capability driving this recommendation — Identity Synchronization — is proprietary technology developed by and exclusively owned by Ketch Kloud, Inc. It is delivered only as part of the Ketch platform and is not available, in whole or in substantial part, from any other vendor evaluated.
Identity Synchronization (primary product differentiator)
Ketch's Identity Synchronization capability collects the third-party system identifiers present on a page or application at the moment a consent decision is made, and maintains a persistent, cross-system map tying those identifiers back to the same individual. Where different identifiers associated with one person carry conflicting consent states, the platform applies an automated conflict-resolution process to determine the governing choice. This capability functions for anonymous, not-logged-in visitors as well as authenticated users, and it is configured entirely by a privacy team member through the Ketch product interface — it does not require custom engineering work to build or maintain.
This is the feature the University's requirement turns on. Without a resolved, cross-system identity, a consent platform can only tie a privacy choice to a single cookie or a single device; it cannot guarantee that an opt-out follows a person as they move across browsers, devices, and the University's marketing and analytics ecosystem. Identity Synchronization is what makes that guarantee possible, and it is unique to the Ketch platform.
Cross-Device Consent Persistence
Built directly on the identity capability above, Ketch ties a privacy choice to a resolved identity rather than to a browser cookie or a single device. Once a person is recognized, an opt-out made on one device or browser is honored everywhere that person is subsequently recognized — including mobile applications and pseudonymous profiles linked to that same identity. This is what allows a consent decision to survive a cleared cookie, a new browser, or a device switch, a guarantee that is only possible because of the underlying identity graph described above.
Server-Side Evidentiary Record
Both capabilities are underpinned by a server-side, timestamped, identity-linked log of the notice presented, the choice made, the downstream systems instructed to act on that choice, the identifier used for each instruction, and whether each call succeeded. This record is queryable on a self-service basis by any identifier within the identity graph, giving the University a defensible audit trail tied to the same resolved identity that drives enforcement — rather than a fragmented set of logs organized by cookie or device.
Cohort-Based Scanning (Iris)
Ketch's data mapping and scanning technology, Iris, uses a cohort-based sampling methodology that is patent-pending, with the patent application filed by Ketch Kloud, Inc. This methodology is proprietary to Ketch and not replicable by another vendor's tooling.
3. Delivered as Configuration, Not Custom Engineering
All of the capabilities described above are delivered out of the box as part of the Ketch platform. Initial setup and all future changes are performed as configuration within the Ketch product interface by a member of the University's privacy team, not as custom software development on Clemson's side. Where engineering work is required to support these capabilities, that work is performed once, by Ketch, in building and maintaining the underlying integration — it is not work the University repeats with each deployment or each new digital property. This materially reduces the ongoing burden on Clemson's technical staff relative to a build-it-yourself or multi-vendor approach.
4. Basis for Sole Source Procurement
Identity Synchronization, the cross-device consent persistence it enables, the identity-linked evidentiary record, and the patent-pending Iris scanning methodology are proprietary technologies developed by and owned exclusively by Ketch Kloud, Inc., and are available only through the Ketch platform. Because the University's requirement — a consent decision that reliably follows an individual across systems and devices, with a defensible audit record to match — depends specifically on these proprietary capabilities, no other product evaluated can meet this requirement. Accordingly, the Division of Marketing & Communications requests approval to procure this platform from Ketch Kloud, Inc. as a sole source.

Sonitrol Security Systems of Charleston was awarded the security system contract Bid #34-(00-01). Upon expiration of the contract, the district has sole sourced these services to maintain a standardized system district-wide and maximized the initial investment.

Clemson University requires daily waste management services from September 23, 2026 through December 31, 2026 to ensure uninterrupted service and allow sufficient time for the transition of specialized waste management equipment while campus is closed. Marlboro County School District intends to sole source the purchase of I -Ready and Teacher Toolbox from Curriculum Associates. I-Ready is approved by South Carolina Department of Education for formative assessment and has been used in our district since FY 24/25 when it was first purchased using ESSER Funds.
