The Elementary Programs Department seeks a research-based morphology and word study curriculum that supports the District's literacy initiatives, implementation of Language Essentials for Teachers of Reading and Spelling (LETRS), and alignment with South Carolina English Language Arts standards for students in grades 3 and above. Following implementation of LETRS practices throughout the District, the Department identified a need for supplemental instructional materials that provide explicit and systematic instruction in morphology, including prefixes, suffixes, Greek and Latin roots, word origins, vocabulary development, spelling, and reading comprehension. The Department's requirement is for the proprietary DSF Word Origins™ curriculum and its associated instructional materials, not merely for morphology instruction generally. Because the curriculum, materials, instructional sequence, teacher resources, and student resources are proprietary and copyrighted, no other vendor can provide an equivalent source for these specific materials. As a result, competition is not available for the acquisition of the identified curriculum, and Ventris Learning is the only source for providing the required materials to meet the Department's needs. Ventris Learning is the exclusive authorized supplier and distributor of the U.S./Canadian version of the Dyslexia SPELD Foundation (DSF) Word Origins™ curriculum, including Level 1, future curriculum levels, and all associated printed instructional materials and resources. Vendor documentation confirms that no other organization is authorized to distribute or sell these materials within the United States or Canada. The curriculum and related materials are copyrighted intellectual property and are not available through competing distributors, dealers, resellers, cooperative purchasing organizations, or other suppliers. Based on the Department's market research, no alternative source exists from which the identified curriculum can be obtained. The Department verified that the specific U.S./Canadian version of Word Origins™ selected through its instructional review process is available solely through Ventris Learning. No authorized alternate sources were identified.

The Medical University of South Carolina (MUSC), Department of Engineering & Facilities (E&F), in accordance with §11-35-1570 (B) of the SC Consolidated Procurement Code and in accordance with Regulation 19-445.2110, is announcing the award of an emergency procurement to Chem-Aqua Inc.
The emergency condition results from the combination of documented contractor performance failures, MUSC’s determination that continuation of the existing contractual relationship presents unacceptable operational and compliance risks, and the requirement to maintain uninterrupted treatment and monitoring of critical utility systems during the transition to a replacement vendor is a life safety issue.
To mitigate the immediate threat without catastrophic operational delay, Chem-Aqua was selected due to its verified capability to mobilize personnel and equipment immediately. While alternative companies may exist, exhaustively researching, vetting, and contacting additional sources was highly impracticable under the critical constraints of this emergency. The time equity required to perform extensive market research would have directly extended the state of emergency, compounding risks to patient safety, critical healthcare operations, equipment reliability, and regulatory compliance. Chem-Aqua represents that it has the personnel, technical expertise, and operational resources necessary to mobilize within MUSC’s required timeframe and provide continuous on-site treatment, monitoring, and support for MUSC’s critical utility systems. Prior to award, MUSC will obtain and document Chem-Aqua’s written service and mobilization plan, including assigned personnel, response expectations, regional support resources, equipment requirements, and implementation schedule. Based on its ability to meet the emergency transition schedule and maintain continuous treatment and monitoring of critical systems, Engineering and Facilities determined Chem-Aqua represented the most practicable solution under the circumstances. Any delay in mobilization or interruption of treatment services could create unacceptable risks to patient safety, regulatory compliance, equipment reliability, and critical hospital operations; therefore, the ability to immediately implement services was a primary factor in contractor selection.

Continuation of Dining Services with Sodexo: The University’s current dining services provider has an established campus operation with the staffing, equipment, technology, inventory, and infrastructure necessary to provide comprehensive dining services. Due to the University’s transition to new and expanded dining facilities within the newly constructed Student Center, engaging a new provider for the limited transition period would require significant startup investments that could not reasonably be recovered during the short contract term. Continuing with the incumbent provider will ensure uninterrupted student meal plans, residential and retail dining, and catering services during the academic year. Transitioning to another provider during this period would create unnecessary operational and financial risk and could disrupt essential food services for the University community. Therefore, a temporary extension with the current provider is considered the only practical solution until the University can align a longer-term dining services arrangement with the new facilities.

Horry County Schools requires a software platform capable of identifying, monitoring, and evaluating the District's use of educational technology applications. The District seeks a solution that provides visibility into software utilization, return on investment, privacy and security compliance, screen-time reporting, and instructional effectiveness metrics across a large K-12 environment serving more than 48,000 students. The software will assist District administration in making informed decisions regarding software licensing, cybersecurity risk management, and instructional technology investments.
Compatibility with the District's existing Linewize environment is the paramount consideration. The manufacturer has certified that Howard Technology Solutions is the sole source provider of Linewize products, including EdTech Manager, to Horry County Schools existing system. Because the requested software is proprietary and available only through Howard Technology Solutions for Horry County Schools, no other supplier can provide the required licensing, integration, and support necessary to meet the District's operational requirements. As a result, Howard Technologies is the only supplier able to provide the specific materials required to meet the Department need.
Estimated total cost $51,840 includes 48,000 students at the unit price of $1 per student for the EdTech Insights – 1 YR Tier 5 Linewize Subscription plus tax.

Purpose and Objectives: MUSC intends to award a sole source contract to Laerdal Medical Corporation for the purchase of a new Laerdal simulation manikin and associated software compatibility necessary to support the Anesthesia for Nurses (AFN) Program's educational and clinical simulation training activities. The new Laerdal manikin will support educational and clinical training for approximately 120 students annually and will be used for simulation exercises, skills development, competency assessment, and other curriculum-based learning activities essential to the AFN Program. Laerdal Medical Corporation is the only known source capable of providing a simulator fully compatible with MUSC's existing Laerdal simulation infrastructure.
