Because the technology is proprietary, we cannot integrate other products with our current system. Also, no one else can sell the CoachComm system.

Coastal Carolina University operates an existing campus-wide Siemens Apogee/Desigo building automation system that provides centralized monitoring, control, alarming, scheduling, trending, and energy management for University facilities. The new Health and Human Performance Building must be incorporated into this existing environment to allow Facilities Management to operate and monitor the building through the University's established Siemens platform. The project requires controls for two boilers and associated pumps, variable-frequency-drive-controlled hot-water and chilled-water pumps, the chilled-water injector loop, 107 variable-air-volume boxes, three air-handling units, four exhaust fans, and three chilled-water fan coil units, together with startup, testing, commissioning, balancing, field devices, and Siemens Desigo point licensing. A separate or non-compatible building automation system would create a standalone operating platform requiring separate software, licensing, training, maintenance, alarming, and support, resulting in operational inefficiencies and reduced campuswide system functionality.

The Medical University of South Carolina (MUSC), Department of Education Innovation & Student Life, in accordance with Section 11-35-1560(A) of the South Carolina Consolidated Procurement Code, intends to award a sole-source contract to Modern Campus, Inc. for a two-year renewal of the Modern Campus Continuing Education software, covering the remainder of the current contract term.
The Modern Campus Extended Education platform is a mission-critical enterprise solution that enables MUSC to manage, market, deliver, and track non-credit and continuing education programs across multiple colleges and departments through a unified OneMUSC learner experience. The platform provides advanced real-time analytics, including integrated labor market intelligence and job-demand data mapped to specific CIP (Classification of Instructional Programs) codes. This capability allows MUSC to align educational offerings with workforce needs and make data-driven decisions regarding program development, enrollment strategies, and market demand.
Modern Campus is uniquely positioned to meet MUSC's operational requirements because it is the only continuing education management platform identified that combines enterprise-wide administration with decentralized departmental control. While maintaining a consistent, branded storefront experience for learners under the OneMUSC umbrella, the platform allows individual colleges, departments, and units to independently manage their courses, registrations, reporting, and operations on the back end. Maintaining a seamless and uniform user experience across all colleges and organizational units is essential to MUSC's strategic goals, institutional branding, and learner engagement efforts. Furthermore, Modern Campus Extended Education is the only non-credit and continuing education registration platform identified that provides all six of the following critical features within a single integrated solution. Replacing the Modern Campus platform would significantly disrupt current operations, require retraining administrative staff across multiple colleges and departments, necessitate redevelopment of workflows and integrations, risk losing historical reporting data, and create a fragmented learner experience. For these reasons, Modern Campus is the only source capable of providing the required functionality, operational continuity, and enterprise-wide user experience needed to support MUSC's continuing education mission.

In accordance with §11-35-1560(A) of the South Carolina Consolidated Procurement Code, it is the intent of the Medical University of South Carolina (MUSC) to award without competition a sole source contract in accordance with Regulation 19-445.2105(B)(5) to Metabolon, Inc. in support of a research study investigating metabolomic markers associated with pre-eclampsia in women with Type 1 diabetes.
Purpose and Objectives: The Medical University of South Carolina seeks to procure specialized metabolomic analysis services from Metabolon, Inc. in support of a research study investigating metabolomic markers associated with pre-eclampsia in women with Type 1 diabetes. The objective of the study is to identify predictive biomarkers and better understand the disease mechanisms underlying pre-eclampsia, a serious pregnancy complication affecting approximately twenty percent of women with Type 1 diabetes. The project requires untargeted metabolomic analysis of 177 plasma samples collected longitudinally throughout pregnancy.
Sole Source Justification: Metabolon, Inc. is the only known vendor capable of providing the specific combination of proprietary metabolomic technologies, reference databases, analytical workflows, and biological interpretation services required for this research project.
Metabolon maintains a proprietary biochemical reference library containing more than 5,400 authenticated metabolites across over 70 metabolic pathways, including approximately 2,000 metabolites identified in human plasma. The vendor's chemocentric methodology cross-references raw analytical data against authenticated physical standards using proprietary retention time, accurate mass, and fragmentation pattern matching, enabling highly accurate metabolite identification and separation of biological signals from analytical noise.
The specific combination of authenticated metabolite coverage, proprietary reference standards, patent-protected methodologies, unnamed compound identification, and expert biological interpretation cannot be obtained from another source without materially changing the scope and expected outcomes of the research project. Substitution with another vendor would likely result in different analytical coverage, reduced comparability of results, loss of access to Metabolon's proprietary metabolite library and interpretive tools, and increased risk of failing to identify biomarkers and disease mechanisms that are central to the study objectives.
QUESTIONS/ADDITIONAL INFORMATION: Shall be addressed to the email address of the Procurement Officer indicated below.
