The Agency hereby provides notice that it intends to enter into a sole source contract per S.C. Code Ann. §11-35-1560 with Vendor for the following supplies, services, information technology, or construction:

Clemson University seeks to sole source proposal development support for two funding proposal submissions to National Science Foundation Engineering Research Centers competition. The Implementation Group is the only supplier that can manage and provide technical assistance in the proposal development process for two pre-proposals from Clemson U. to the 2023 National Science Foundation (NSF) Engineering Research Center competition. For each pre-proposal, the pre-proposal must be developed from the predecessor concept paper submitted to the same competition by Clemson for this topic. Assistance should include subject-matter expert input from former program personnel of the NSF. The proposal is necessary for selection to continue to the final step in the competition (invitation to submit a full proposal). Achieving this requires management by a team experienced in the development of successful NSF ERC pre-proposals and with an in-depth understanding of the philosophy and preferences of the NSF ERC program. T.I.G. was previously retained to provide development support for the concept-paper stage of these two proposal efforts. Thus, they are the only vendor with in-depth knowledge of the proposal teams, content, and approach of the two concept papers from which the pre-proposals are developed under the current service. For these reasons, this is a sole source procurement.
